Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.


Worldwide, IOM camp managers, shelter engineers and health workers, amongst others, witness every day first-hand the devastating – and often prolonged – consequences of crises and displacement, including the individual harm and suffering caused by acts of GBV, and the negative impacts that this violence can have on communities that the Organization seeks to assist and protect. Gender-based violence (GBV) is one of the most widespread human rights abuses in the world, affecting individuals everywhere. Humanitarian crises and situations of fragility can exacerbate exposure to different forms of GBV.

Embedded in its broader approach to protection, and building on knowledge and good practice, IOM launched and rolled out its Institutional Framework to address GBV in Crises (the GBViC Framework) in 2018, grounded on IOM’s overall vision that crisis-affected persons live free from GBV. The GBViC framework has represented a major step in the institutionalization of actions to address GBV across IOM’s emergency programming, reaching a key commitment made under the Global Call to Action to Address GBV in Emergencies.

IOM’s operations are mandated to safeguard the dignity and well-being of all crisis-affected persons, especially women and girls, and aim to ensure that their equitable access to services is prioritized, integrated, and coordinated across all IOM crisis operations. Furthermore, IOM’s protection interventions have been designed to reduce vulnerabilities to GBV at the onset of emergencies, by building the capacity of field practitioners to identify, prevent and mitigate GBV risks; providing innovative tools to improve the management of sectoral responses and coordination of service provision in response to identified risks; enhancing operational collaboration between IOM sectors, GBV, and other specialized Protection actors; and improving women’s participation in camp governance structures.

Considering Timor-Leste’s demographic composition, the impact of domestic violence alone can have devastating consequences for future generations. With the momentum underway toward the achievement of the 2030 Sustainable Development Agenda, Timor-Leste has an important opportunity to break this cycle of violence through a multi-pronged approach focusing on the enabling environment for implementation of the existing legal and policy frameworks on GBV, investing in evidence-based primary prevention practices, and building on the progress made in the health and justice sectors, capturing learning and supporting national capacities for sustained change.

Timor-Leste is one of the countries in the Asia Pacific region highly prone to severe natural disasters, such as drought, flooding, landslides, tropical cyclones, and tsunamis. Yet, the country’s national- and district-level capacities remain insufficient to adequately respond to such disasters, especially in rural areas. Furthermore, evidence shows that GBV is exacerbated in natural disasters, as there is frequently a weakening of community and institutional protection mechanisms, disruption of services and community life, destruction of infrastructure, separation of families and displacement, and limited access to GBV services. Therefore, preparing national counterparts to adequately prevent, mitigate and safely respond to the needs of potential survivors in the aftermath of natural disasters is a key priority.

Category A Consultants:

Tasks to be performed under this contract Under the overall supervision of the Chief of Mission and the direct supervision of the Programme Manager on Emergency and Post-Crisis (EPC), in close coordination with colleagues in the Regional Office for Asia and the Pacific (ROAP) as well as the global GBV team at IOM Headquarters, the successful candidate will be responsible for coordinating and overseeing GBV-related activities for IOM’s EPC programming in Timor-Leste.

The GBV consultant will be responsible for GBV program quality and implementation. He/she will be responsible for managing, developing, planning, and implementing the activities associated with IOM’s programmes related to GBV, as well as disaster risk management activities. In addition, the consultant will provide technical advice to the Mission on carrying out GBV risk mitigation measures in activities as well as support other gender and GBV aspects in the Mission. The GBV Consultant will actively participate in Gender working groups, GBV working groups/sub-clusters and will develop strong, collaborative relationships with other GBV stakeholders. He/she will lead GBV mainstreaming initiatives and ensure the application of effective program planning, in line with IOM’s GBViC Framework and GBV interagency tools.

• Be the technical lead in the implementation and coordination of activities under the projects “Together for Equality: Prevent and Responding to Gender-Based Violence in Timor-Leste” and “Addressing Protection Risks in Humanitarian Settings in Timor-Leste and Papua New Guinea”. In coordination with the EPC PM, provide oversight and quality assurance for the design and delivery of GBV programme activities in the Mission.

Work closely with other UN Agencies and relevant stakeholders including attending relevant meetings, administrative requirements, reporting, monitoring & evaluation.

• Provide technical oversight and quality assurance for the design and delivery of GBV risk mitigation, prevention, and response activities to promote survivor-centered and do no harm approaches.

• Develop, improve, and finalize guidelines, standard operating procedures (SOP), and policies on GBV risk mitigation in crisis situations.

• Work closely and support building national capacity, along with protection and other sector leads in supporting GBV risk mitigation measures in multi-sectoral responses for disaster preparedness and response, as well as disclosure of GBV incidents.

• Provide technical support and training to Government stakeholders (MSSI, MOI, SEII, PNTL) on protection, GBV core concepts and principles, risk identification, GBV mitigation measures, PSEA, AAP, Code of Conduct, available support, and referral pathways.

• Build the capacity of IOM staff and partners on GBV prevention, mitigation, and response as well as the development of referral procedures and improving procedures/practices around GBV disclosures.

• Represent IOM in relevant coordination forums at the country level, including the Protection and Gender-Based Violence (GBV) Sub-Working Group/Sub Cluster.

• Contribute to the implementation of GBV strategies, including working with CSOs, women’s groups, media, and community groups to develop processes and advocate for GBV services.

• Work with community members, local authorities, and media in support of gender equality and safety in public spaces, especially in the context of displacement (evacuation center and camp settings).

• Engage with GBV sector partners and stakeholders to support other needs and priorities as identified including enhanced economic empowerment opportunities for women who face multiple forms of discrimination.

• Lead GBV needs assessments and safety audits, produce, share and discuss reports and recommendations from findings with IOM colleagues and partners, including non-GBV specialized ones.

• Conduct continuous analysis of the achievements of GBV activities and undertake field monitoring visits to identify the technical quality of services, evaluate gaps in the performance of the team, and amend/adjust the work plan accordingly.

• Support monitoring of GBV-related outcomes and design of effective beneficiary feedback and complaints mechanisms.

• Develop GBV project work plans to guide implementation and tools for monitoring and evaluation.

• Ensure timely and quality reporting on GBV-related activities for donors and other stakeholders.

• Ensure program staff is aware of safe referral pathways and procedures, protection principles and PSEA policies.

• Promote and facilitate the inclusion of GBV into IOM and humanitarian appeal processes and documents, and support reporting and writing funding proposals.

• Perform other tasks as assigned.

Performance indicators for the evaluation of results

The consultant’s performance will be evaluated against the following criteria: timeliness, responsibility, initiative communication, and quality of the products delivered.

Terms of Payment:

A monthly fee will be paid upon receipt, satisfactory review, and approval of the monthly reports and deliverables by the Programme Manager (EPC).

Education, Experience, and/or skills required Education

• Master’s degree in humanitarian affairs, development studies, political or social sciences, gender studies, public health, or other relevant fields from an accredited academic institution with 2 years of relevant professional experience; or

• University degree in the above fields with 5 years of relevant professional experience.


• Extensive experience working on GBV programming and/or with GBV survivors in an emergency or post- conflict environment

• Demonstrated ability to develop strategies, operational frameworks, and tools to address protection needs, monitor multi-sectoral prevention, risk mitigation and response programs within the humanitarian architecture

• Demonstrated skills in coordination of GBV in multiple emergency settings, including liaising with coordinators, government, and other key actors

• Experience developing and in using participatory approaches to engaging with and mobilizing communities

• Experience in conducting informed advocacy on behalf of GBV programming and survivors

• Experience in conducting ethical safe assessments, data collection, and information-sharing

• Experience providing technical guidance, capacity building material on protection/GBV principles and approaches for various stakeholders, including non-GBV specialized staff, national authorities, partners, etc.

• Solid knowledge of Protection/GBV coordination mechanisms 4

• Experience in community engagement, including integrating conflict sensitivity and accountability to affected populations across programmatic interventions

• Field experience in an emergency operation or post-conflict setting, including support to displaced populations and/or refugees

• Understanding of IASC humanitarian architecture and global GBV initiatives


• Strong planning and coordination skills

• Strong interpersonal and communication skills, including ability to work in a multi-cultural environment

• Sound ability to communicate practical knowledge on actions to address Protection and GBV issues at the operational level

• Demonstrated analytical, writing and reporting skills

• Solid computer skills (MS Excel, Word and PowerPoint).

• Can locate and apply key GBV resources including IOM’s GBViC Framework and toolkit; GBV Standard Operating Procedures; GBV Information Management System; IASC GBV Guidelines; IASC Gender Handbook; Inter-agency Minimum Standards on GBV in Emergencies; GBV AoR Handbook for Coordinating GBV Interventions in Emergencies; WHO Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies).

• Fluency in written and spoken English is required. Knowledge of Tetum is desirable.

Travel required

The consultant may be required to travel to targeted municipalities outside of Dili. DSA will be provided for by IOM.
