Senior Partnerships Manager for Climate Adaptation Support Activity – US-based, Washington DC, or Remote At Tetra Tech


The USAID-funded Climate Adaptation Support Activity, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting expressions of interest for a Senior Partnerships Manager. The position can be fully remote from a continental US-based location or hybrid/remote within a commutable distance to either one of our office locations in Burlington, VT or Arlington, VA.

Position Description/Summary:

The Senior Partnerships Manager will provide operational and administrative leadership to CASA’s subcontract and partnerships portfolio including leading day-to-day management of all project subcontracts. The Partnerships Manager will work with the Deputy Chief of Party (DCOP), Home Office Project Management Team (HO PMT), and CASA technical and operational staff to ensure compliant subcontract management, monitoring, and performance. The Partnerships Manager will work with the DCOP and Chief of Party (COP) to develop project-wide relationship-building and engagement strategies.

Responsibilities:

* Identifies strategies to develop relationships with partners across the climate change and adaptation space.

* Works with technical leads to identify where subcontractors could support technical objectives and priorities.

* Leads all subcontract solicitations including developing requests for proposals, advertising available subcontracts, and facilitating evaluation processes.

* Leads subcontract negotiation including reviewing and negotiating budgets, developing cost notes and negotiation memoranda, and evaluation technical approaches along with technical leads.

* Develops full subcontract packages for Tetra Tech and USAID approval along with HO PMT and HO Contracts, Grants and Procurement (HO CGP).

* Manages fixed-price and cost-reimbursable subcontracts. Helps partners develop workplans and ensure that technical targets are achieved on-time and as planned. Helps partners develop and manage budgets including ensuring compliance with all applicable federal regulations and CASA contract terms.

* Leads identification of subcontractor’s operational capacity gaps and coordinates capacity building support and training.

* Leads all reporting to USIAD on subcontract performance, inputting into CASA semi- and annual reports as required and maintaining relationships with applicable Mission staff.

* Designs tools, systems, and approaches to streamline CASA’s subcontract portfolio and process in-line with Tetra Tech requirements.

Qualifications:

* Bachelor’s degree in international relations, economics, climate science, environmental studies, natural resources management, or relevant field.

* Minimum of 5 years’ experience working on USAID projects including providing administrative and operational support and ensuring compliance with applicable rules and regulations.

* Experience designing and managing subcontracts to meet project needs and achieve technical results and deliverables.

* Experience soliciting, designing, and managing domestic and international subcontracts.

* Experience assessing and building subcontractor operational capacity.

* Professional proficiency in English is required.

* Ability to travel internationally.

* Current US work authorization is required at the time of application.

Preferred Qualifications:

* Experience in CASA’s targeted technical areas including climate change, resilience, food security, agriculture, or related fields.

* Proficiency in Spanish or French.

Pay Transparency Statement:

We are committed to taking a thoughtful, compliant and equitable approach to employment compensation and rate setting. We commit to providing a holistic comprehensive salary analysis, including reviews of individual skill sets and compensable factors related to qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated pay range for this position is $90,000 to $130,000 annually.
