ADB combines finance, knowledge, and partnerships to fulfill its expanded vision under its Strategy 2030.ADB only hires nationals of its 68 members.The position is assigned in the Digital Innovation and Architecture Division (ITIA) within the Information Technology Department (ITD). ITD enables ADB’s digital agenda and supports the Bank’s global operations. The department delivers digital innovation, IT infrastructure, services and solutions, and provides tools and knowledge platforms.ITIA is responsible for ADB’s i) digital strategy and enterprise architecture, ii) innovation using emerging technologies and new digital business models, and iii) strategic adoption and change management for digital initiatives.Job PurposeThe Senior IT Officer (Enterprise Architecture) is responsible for the alignment ADBs technology and business strategies to achieve its overall goals and objectives. He/She is responsible for designing and implementing the application, technology and information infrastructure that supports an organization’s operations.

The Senior IT Officer (Enterprise Architecture) will support in analyzing an ADBs existing technology and business capabilities, identifying areas for improvement, and in developing a roadmap for implementing new systems and processes. They work closely with relevant Business representatives and stakeholders to ensure that technology investments align with business goals and objectives.

He/She will also collaborate with other ITD professionals to ensure that all technology initiatives are integrated and support the overall architecture and will promote solutions that enable the organization to operate efficiently and effectively in a rapidly changing technological environment.

He/She will be the custodian of relevant artefacts in ADB’s DigiVision architecture repository.

The incumbent will report to a designated International Staff and may supervise Administrative Staff.

Responsibilities

  •  Architecture Planning: Contribute in developing and implementing the organization’s technology and information strategy that aligns with business objectives, goals and mission.
  •  Architecture Development: Maintain, and update the organization’s enterprise architecture, including business, processes, applications, data and technology architecture; to ensure that they meet the ADB’s needs and targets.
  •  Technology Assessment: Evaluate new and emerging technologies to determine how they can be leveraged to improve the ADB’s operations and recommend the appropriate technologies to implement.
  •  Standards and Guidelines: Develop and implement technology and information standards and guidelines for the organization to ensure consistency and adherence to industry leading practices.
  •  Governance and Compliance: Ensure that the ADB’s technology and information systems comply with legal, regulatory, and security requirements, and establish governance processes to manage risk and ensure accountability.
  •  Communication and Collaboration: Communicate with stakeholders to understand their needs and collaborate with other technology and business professionals to ensure that technology initiatives are aligned with the ADB’s goals.
  •  Change Management: Manage the process of implementing new technology initiatives and changes, ensuring that they are executed efficiently and effectively with minimal disruption to the organization.
  •  Generally, is responsible for aligning technology initiatives with business objectives, while also managing risks, compliance and governance.
  •  Act as secretariat to ITD’s Architecture Review Team
  •  Performs other duties as may be assigned and reflected in the incumbent’s workplan

Qualifications

Relevant Experience & Requirements

  •  Bachelor’s degree in Computer Science, Business Administration, Engineering or relevant field
  •  At least 10 years of relevant work experience in the areas of business process re-engineering or relevant area, with at least 5 years of supervisory experience
  •  In-depth knowledge and strong capability to apply relevant concepts and methodologies
  •  Ability to interact in a professional manner with relevant ADB stakeholders and external partners
  •  Excellent command of written and spoken English; effective report writing skills

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
