IMPACT AND REACH

REACH was born in 2010 as a joint initiative of two international NGOs (IMPACT Initiatives and ACTED) and the United Nations Programme for Satellite Operational Applications (UNOSAT). The objective of REACH is to promote and facilitate the development of information products that enhance the decision-making and planning capacity of the humanitarian community in emergency contexts, including, of reconstruction and development. REACH facilitates information management for aid actors through three complementary services (a) needs and situation assessment facilitated by REACH teams; and; b) analysis of the situation using satellite imagery; c) provision of databases and related mapping (Web) and expertise facilities.

IMPACT Initiatives is a humanitarian NGO based in Geneva, Switzerland. The organization manages several initiatives, including the REACH initiative. The IMPACT team is made up of specialists in data collection, management and analysis and GIS. IMPACT was launched on the initiative of ACTED, an international NGO headquartered in Paris and is present in around thirty countries. The two organizations have a strong complementarity formalized in a global partnership, allowing IMPACT to benefit from the operational support of ACTED in its areas of intervention.

COUNTRY PROFILE

Country ranked 163rd out of 191 of the’Index of human development (HDI), Haiti is experiencing a deterioration of the socio-economic, political and security context that has recently contributed to exacerbate structural issues. This deterioration is reflected in particular in a impoverishment of households, linked to a particularly high rate of’inflation of prices while the country depends at 60% food imports and the rise of’ insecurity.

Initially concentrated in certain areas of the city of Port-Au-Prince, the activities of armed gangs have intensified and spread throughout most of the metropolitan area (ZMPAP), including, as well as in departments such as’Artibonite, exposing a significant proportion of Haitian households to abuses and internal displacement.

Haiti is one of the 10 countries in the world most exposed to natural disasters. The 2021 earthquake, which struck Haiti on 14 August, had devastating effects on the livelihoods of people and infrastructure in the country. In addition, during the year 2022, social unrest due to the fuel crisis and the cost of living traveled the country.

In full growth, the’IMPACT Haiti team is looking for a/e Senior SIG to strengthen the skills of the GIS colleagues of the mission as well as the GIS strategy of the mission.

As part of its mission, the evaluation officer will be hosted by ACTED, a global partner of IMPACT, and will be under the direct responsibility and management of the national director of ACTED and its delegates for all administrative, security, logistics and finance matters. He / she will therefore fully comply with the rules and regulations of ACTED in matters of security, administration and human, logistical and financial resources.

We are currently looking for a ( e ) Senior GIS officer to support our team in Haiti.

FUNCTIONS

Under the direction of the Coordinator Pays d’IMPACT in Haiti, the/the officer/e SIG is responsible/e for (non-exhaustive) :

  1. ’team management and capacity building : Ensure the strategy of GIS projects and the hierarchical management of three GIS staffs (a senior, a manager, an assistant)
    1. Ensure the distribution of tasks within the’team ;
    2. Develop skills, implement capacity building methods ;
    3. Ensure the development and monitoring of the strategy for GIS projects.
  2. Project cycle management, commitment and internal technical support : Ensure the development of methods and technical supports through GIS solutions relating to the’ set of’IMPACT project cycles
    1. Ensure technical contributions in MSNA, HSM, ICSM projects (card making,’samples preparation, sample tracking, etc.) ;
    2. Ensure the technical achievements for the DRR project for the creation of multi-random maps (realizations of multi-random maps for all admin1) ;
    3. Technical guidelines on cartographic choices and practices for all projects ;
    4. Pre-validation of products and guarantee of their quality ;
    5. Potential Dashboard build ;
    6. Improvement of administrative boundary layers ; updating of the locality layer ; construction of’a diverse database on context.
  3. Participate in the’ identification of logistical, HR and financial needs
    1. Frequent participation in TMS ;
    2. Identification of the HR, logistical and financial needs for tasks and colleagues GIS ;
    3. Follow-up of the deliverables and those responsible for the chronogram of the GIS colleagues.
  4. External engagement and capacity building : Provide GIS and remote sensing capacity building training for national and international humanitarian organizations in Haiti
    1. Preparation of training materials with external partners.
    2. Provide training to external partners (technicians, government, NGOs, etc.) ;
    3. Participation and organization of’IMAWG meetings when relevant ;
    4. Meeting with government partners producing data ;
    5. Presentations of IMPACT project results at relevant workshops.

CONDITIONS REQUIRED

  • Academic Excellent academic qualifications, preferably including a master’s degree in the relevant discipline
  • Research skills Proven experience in the management and analysis of geospatial information. Excellent skills in spatial analysis; remote sensing experience is an advantage
  • Software skills : Advanced knowledge of ArcGIS and / or QGIS. Proven knowledge of Microsoft Office, including Word, Excel and PowerPoint. Knowledge of R, STATA, python or equivalent statistical software is an advantage.
  • Years of professional experience At least 3 years of relevant professional experience. Experience in the highly desirable humanitarian field ;
  • Management skills of’team Highly desirable team management experience and skills ;
  • Communication and reporting skills Excellent communication and writing skills for the writing of effective reports ;
  • Ability to perform multiple tasks from front in tight deadlines, over several research cycles;
  • Independence level Demonstrated ability to work independently ;
  • The intercultural working environment Ability to work in an intercultural environment requiring flexibility ;
  • Familiarity with the humanitarian coordination system an asset ;
  • Safety environment Ability to operate in a complex and difficult security environment or previous experience in contexts with a high security challenge an asset ;
  • Language skills Master of French required, mastering English is an asset

REMUNERATION AND ADVANTAGES

  • For this item, the salary is between 2,400 CHF and 2,520 CHF per month ( before income tax ), etc. as well as a monthly living allowance of $ 300.
  • NB – IMPACT salaries are strictly determined by our salary grid according to the grade of the position and the level of education of the staff. A security adjustment and/or location-dependent isolation is then applied to take into account the fact that some staff members have to work in difficult places where living and working conditions are much more difficult elsewhere.
  • Accommodation and food in a guest house. NB – IMPACT is hosted by ACTED in this country.
  • Membership of a Swiss private pension fund (Swisslife – about 9.975% of the gross salary of staff), health insurance, life insurance and repatriation assistance
  • Airline tickets every 6 months and visa fees covered (travel costs in the country and professional expenses are fully covered)
  • Contribution to the transport of luggage: between 20 and 100 kg, depending on the duration of the contract (+ luggage and personal property insurance)
  • Annual leave of 36 days per year. Public holidays of the country of assignment. Leave for family or compassionate reasons, if applicable.
  • Initiation before departure – 3 days at IMPACT Initiatives headquarters in Geneva + one week of training before departure at ACTED headquarters in Paris, France, including 4-day in situ safety training; and ;
  • IMPACT prioritizes the psychological safety of its staff and the health insurance provided covers, among other things, up to 1000 € per year of psychosocial counseling costs.
