Health Project Manager (M/F) At Expertise France


Expertise France is a public agency for implementing international cooperation projects. We are placed under the supervision of the ministries responsible for foreign affairs and the economy and finance, with whom we have a contract of objectives and means.

Interministerial agency for international technical cooperation , we are the operator of all ministries. In 2021, the agency joins the AFD group (Agence Française de Développement) which provides us with financial and operational solutions.

The objective of Expertise France is to fight against global inequalities: our projects are mainly oriented towards the protection of global public goods and the response to the global challenges that all societies in the North and South must face.

Under the supervision of the AGA division manager – North Africa, Gulf of Guinea and East Africa (AGA) division, the Project Manager ensures the operational implementation of all phases of the project cycle. projects monitored (from design to capitalization), on projects invested in East and West Africa.

YOUR MAIN MISSIONS?

Project Management Activity

  • Organizes the project kick-off meeting.
  • Ensures planning, technical and financial monitoring and monitoring/evaluation of projects according to the procedures and tools in
    force, relying on the various cross-functional functions as necessary.
  • Ensures technical coordination, leadership of the project team(s) and relations with service providers and
    partners.
  • Identifies risks and proposes corrective measures and escalates them to management.
  • Is the referent for the project teams in administrative and financial matters as well as for project audits; is the guarantor
    of the contractual risk management of the project.
  • Prepares budgetary exercises and audits (80/20, project weather forecast, half-yearly review, etc.).
  • Ensures the interface between the field and headquarters and/or ensures the backstopping of the project(s) for which he is responsible.
  • Identifies the necessary resources (partners, experts, service providers, etc.) and prepares the contractualization.
  • Participates in the analysis of calls for projects, in the drafting of specifications or terms of reference as
    part of the implementation of project activities.
  • Ensures compliance with technical and financial contractual commitments.
  • Contributes to the dissemination of information, visibility and communication activities on the project.
  • Participates in the capitalization process and in various works aimed at the functional and technical improvement of
    the Agency’s offer.
  • Ensures the proper application of agency rules and procedures, particularly field security rules.

Support and Quality Control activity / Backstopping

  • Supports the project manager in the planning, monitoring, evaluation and capitalization of one or more projects.
  • Identifies the necessary resources (partners, experts, service providers, donors, etc.).
  • Ensures the interface between the field and headquarters.
  • Ensures compliance with technical and financial contractual commitments.
  • Ensures the quality of deliverables: technical and financial reports, procedures, compliance with deadlines, etc.
  • Provides support in the context of various budgetary exercises and audits (80/20, project weather forecast,
    half-yearly review, etc.).
  • Identifies risks and proposes corrective measures and escalates them to management.

Project development activity

  • Participates in promotion and prospecting activities with project owners, donors and
    potential beneficiaries.
  • Participates in the development of activity within the scope of the division or department and contributes to the definition of
    orientations in this area.
  • Identifies new project opportunities.
  • Develops the financial and technical offers for the project, as well as the budget.
  • Identifies the necessary resources (experts, service providers, etc.) and prepares the contract.
  • Identifies partners, negotiates the partnership and prepares the contract.
  • Identifies the risks relating to the defined contractual arrangement and sets up a plan to mitigate and monitor these
    risks in conjunction with the competent services.
  • Prepares procurement, recruitment, project monitoring and disbursement plans, and identifies indicators
    .
  • Prepares the elements for management arbitration (CODEV 1, CODEV 2, etc.).
  • Implements the monitoring of the instruction and negotiation mandate(s).
  • Leads negotiations with lessors and prepares contracts.
  • Conducts the contract review and prepares the project kick-off meeting.The project manager works on a daily basis with all the financial, technical and managerial stakeholders involved in the projects.

YOUR PROFILE ?

  • Successful experience of at least 5 years (including field experience) in the management of cooperation projects in the health field.
  • Knowledge of issues related to strengthening health systems in Africa.
  • Master 2 in public health, international cooperation, international relations, health economics.
  • Good knowledge of cooperation mechanisms and public development assistance, in particular from donors AFD, EU, World Bank, etc.
  • Mastery of project cycle management.
  • Ability to work in English (oral and written).
  • Writing and synthesis skills.
  • Proficiency in office software (Office Pack, Outlook, Internet), particularly Excel.
  • Sense of organization and rigor.
  • Sense of diplomacy and ability to adapt.
  • Strong ability to work in a demanding environment.
  • Sensitivity to interculturality and interest in the North African region.
  • Responsiveness, autonomy.
  • The ability to work in a team.

The position is based in Paris at 40 Bd de Port-Royal, 75005 Paris.

The remuneration for this position consists of an annual package including the following benefits:

  • A 13th month paid monthly and effective upon taking up the position.
  • A variable portion of 3% of the annual gross salary
  • More than 45 days of annual leave, with the possibility of monetizing up to 10 days of RTT per year.
  • A share of profit-sharing, calculated based on the results of the year.
  • An allowance of 9 euros per day for meals (Swile Card).
  • 50% coverage of public transport costs.
  • A mobility bonus of 400 euros per year if you prefer to travel by bike.
