SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for nearly 40 years, has been providing assistance to populations victims of armed conflicts and natural disasters by responding to vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. Present in around twenty countries, the SI teams – more than 3,000 people in total made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.
The Dakar regional office aspires to strengthen its technical team in response to the manifestation of the need for technical support in Water, Hygiene and Sanitation (WASH) from missions in the region and the need for WASH positioning in regional platforms. . The regional office is based in Dakar and has an annual budget of around 200,000 euros and is made up of a Deputy Director of Operations for the Sahel and Lake Chad as well as a Regional SAME Expert, a Regional Expert in Transversal Protection and an Access and Security Manager.
DESCRIPTION OF THE OFFER
PURPOSE
Solidarités International is a humanitarian association that works with vulnerable populations, mainly victims of armed conflicts and natural disasters. Specializing for 40 years in covering vital needs, it supports emergency and then reconstruction programs.
The Regional Expert, attached to the Sahel Desk, supports the teams from the following countries (Burkina Faso, Mali, Niger, Chad, Cameroon and Gulf of Guinea – we will refer to them as “countries in the region” ). He/she contributes to achieving an optimum level of quality for projects through different missions according to the specific needs of these countries:
- Development of the regional WASH strategy in collaboration with headquarters;
- Development of a portfolio of WASH projects and related technical expertise within country teams,
- Déploiement et opérationnalisation de documents de cadrage technique ;
- Formation, renforcement des capacités et coaching des équipes ;
- Représentation de l’expertise SI en externe.
Afin de mener à bien ses responsabilités, un déploiement sur les pays de la région sera prévu à hauteur de 50% du temps.
Le poste sera placé sous la supervision hiérarchique du.de la Référent.e Programme du Desk Sahel, et sous la supervision fonctionnel du Responsable du pôle EHA au siège. L’expert.e régional.e EHA n’aura pas d’équipe à encadrer directement mais il / elle sera le superviseur fonctionnel des Coordinateurs.trices EHA dans les missions de la région.
FONCTIONS GENERALES
Au sein du bureau régional de Dakar, L’expert.e régional.e EHA est en charge de :
- Développer le portefeuille d’activités et de projets du secteur EHA dans les pays de la région ;
- Soutenir l’émergence et le lancement des opérations dans le secteur EHA notamment en accompagnant les équipes pays ;
- Contribuer à l’amélioration des pratiques programmatiques de SI, à la diffusion des orientations et lignes directrices internes/institutionnelles au niveau régional ;
- Fournir un soutien opérationnel direct pour déployer ces orientations / cadres dans les pays ;
- Soutenir la création ou le renforcement de partenariats avec les ONG/associations humanitaires et de développement, et tout acteur pertinent pour la mise en œuvre d’interventions de qualité dans la région ;
- Contribuer au renforcement des connaissances institutionnelles, à la création d’expertise ;
- Soutenir le plaidoyer technique et humanitaire et contribuer à la visibilité et au positionnement externe du SI dans la région.
VOTRE PROFIL
Diplôme universitaire de niveau minimum BAC + 5 dans l’un des domaines associés à l’Eau, Hygiène et Assainissement
Au moins 5 ans d’expérience en gestion de projets EAH
Expertise et expérience significative dans la région du Sahel
Excellentes compétences analytiques et rédactionnelles
Appétence pour les déplacements terrain, la conduite de diagnostics
SI VOUS OFFRIRA LES CONDITIONS SUIVANTES
Poste salarié :
Selon l’expérience, à partir de 3190 euros brut par mois, (2900 euros de salaire de base + 10% de prime de congés payés versés mensuellement), ainsi qu’un Per Diem mensuel.
SI prend également en charge les frais d’hébergement ainsi que les frais de déplacements entre le pays d’origine de l’expatrié et le lieu de mission.
Couverture sociale :
L’expatrié(e) bénéficie d’une couverture sociale de qualité permettant de couvrir tous les frais de santé et d’une prévoyance accident incluant les risques de guerre.
Break : En cours de mission, une alternance travail – repos est assurée par des breaks prévus tous les trois mois avec une allocation de 850 USD.
On the basis of a 1-year mission, breaks from 7 working days to 3, 6 and 9 months of mission (with a contribution of 850 USD paid by Solidarités).
To these break times, we must add the granting of 1 additional day of rest per month worked > i.e. 12 days more for a 1-year contract.
LIVING CONDITIONS :
Living conditions in Dakar are good and pleasant. No specific security constraints in Dakar where conditions are good. When deployed, living conditions and security conditions vary depending on the country.
