Organizational context

Founded in 2011, International NGO Safety Organization (INSO) is an international non-governmental organization that supports humanitarian actors in humanitarian access and risk management by establishing coordination platforms in risk areas.

INSO provides registered NGOs with free services, including real-time incident tracking, analytical reporting, data, mapping, crisis management support, staff guidance and training.

Registered in the Netherlands with headquarters in The Hague, INSO provides daily support to over 1,400 NGOs in 16 countries.

The INSO mission in Mali

INSO Mali started in 2013. INSO Mali provides services to improve the delivery of humanitarian aid and preserve the safety of staff employed by approximately 200 Malian and international NGOs that provide humanitarian and emergency assistance. INSO Mali operates through its coordination office in Bamako, its field offices in Gao and Sévaré, and its branches in Kidal, Ménaka, Ségou, Sikasso and Timbuktu.

Job Summary

The Safety Advisor position offers a unique opportunity to work with a close-knit team to provide the NGO community with contextual analysis and risk management advice, in an overall effort to improve humanitarian access. Specific responsibilities include producing analytical products according to INSO standards, mentoring staff and monitoring service compliance.

The successful candidate will have strong experience in managing NGO security and safety, and humanitarian access. He will be an open, curious, rigorous person, and experienced in building and managing high-performance teams. The candidate will also have the ability to analyze complex contexts, communicate fluently in French orally and in writing at an excellent level and, above all, share INSO’s commitment to humanitarian principles.

Main responsibilities

  • Ensure the provision of INSO Mali products and services for the Southern regions (scheduled services and on-demand services) by providing our NGO partners with rapid and credible contextual analysis of local situations, in accordance with internal standards and policies;
  • Lead weekly round tables of the NGO community;
  • Manage and supervise an operational team;
  • Establish an active network;
  • Participate in various coordination meetings and forums related to humanitarian action and access issues;
  • Help NGOs develop their own risk management capabilities by providing sound advice, reviewing policy documents, conducting site security surveys and assisting in the coordination of crisis management;
  • Regularly carry out field missions to understand local dynamics and the specific constraints that partner NGOs face in the implementation of their activities;
  • Effectively represent, promote and protect INSO’s mandate of independence, impartiality and neutrality.

Preconditions

  • Fluent French (compulsory) and practical knowledge of English (oral and written);
  • Master’s level training or equivalent in a relevant field;
  • Experience of at least 2 years in an NGO position with responsibilities for risk management and humanitarian access (for example: mission manager, project manager, field coordinator, base manager, emergency coordinator, security referent, analyst etc.) ;
  • At least 1 year’s experience in a post-conflict/emergency environment in the humanitarian sector;
  • Excellent writing skills, analysis and attention to detail – the position involves a lot of editing and proofreading work;
  • Strong understanding of principles and practices in humanitarian action, risk management, security and NGO access;
  • Good understanding of the INSO mandate and services.

Desired features

  • One year of field experience in the region (Mali, Burkina Faso or Niger in particular) and a good understanding of the local context in southern Mali;
  • Professional background that reflects experience in the areas of humanitarian security and humanitarian access;
  • Experience in liaising humanitarians with armed actors (CMCoord);
  • Experience in capacity building and staff training;
  • Knowledge of International Humanitarian Law (IHL).
