Safeguarding investigation Advisor H/F At Doctors Without Borders


Médecins Sans Frontières, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or even exclusion from care. The French section is present in around thirty countries.

The EAMA Cell (Ethical Cell for the Prevention and Management of Abuse), based at the General Directorate, plays an essential role in the commitment made by the Paris Operational Center (MSF OCP) in favor of responsible behavior in our space. work and care. This commitment translates into a determined and comprehensive approach to preventing, detecting and managing situations of abuse of people in our intervention missions.

The Unit acts as a mechanism (alternative to the operational route) for reporting and managing complaints related to responsible behavior at MSF OCP. Its scope includes all the countries where OCP deploys projects and its mandate targets abuse of people.

To support its objectives and activities, the EAMA unit is looking for a second permanent position of: Safeguarding investigation Advisor M/F

Mission :

This position will work in collaboration and complementarity with the first position of safeguarding investigation advisor who joined the team in 2023. Under the hierarchical responsibility of the Head of the EAMA Cell, this position will manage alerts and reports sent directly to the EAMA Cell by employees or patients, cared for by MSF, & their companions. It will also support teams on the ground in managing situations of abusive behavior and in learning about the issues of responsible behavior. This position will work in accordance with the standards and principles of investigation defined by the Organization.

Main responsibilities:

Manage reports and/or individual complaints addressed to the EAMA Unit:

  • Participate in the proper reception of alerts/complaints and their triage.
  • Transfer alerts/complaints that do not fall within the scope of the EAMA unit.
  • Participate in the risk analysis and the development of a complaint management strategy taking this analysis into account (investigation or other management method).
  • Carry out investigations as an internal investigator (remotely or with the need to go into the field) when an investigation has been decided: ensure the development of an investigation plan and strategy; conducting interviews and gathering facts; write an investigation report, clear and concise conclusions and recommendations for the coordinator of the EAMA Unit.
  • Propose, based on the conclusions of the investigation, additional recommendations to the departments concerned.

Ensure supervision of external investigator:

  • Assume the role of investigator manager for the external investigator.
  • Develop the risk analysis, the prequalification of allegations, the mandate of the investigators.
  • Supervise the conduct of the investigation and ensure its quality in compliance with set standards.
  • Approve the investigation report and develop recommendations with the investigator for presentation to the Coordinator of the EAMA Unit.

Support headquarters and field coordination in the management of abuse situations received directly through operational channels:

  • Advise field teams when they have to directly manage situations of abuse.
  • Ensure that the principles and standards of investigation are known and applied.

Participate in abuse prevention and detection actions in MSF projects:

  • Participate in the reflection and design of detection actions with field teams, in connection with complaints.
  • Participate in coordinator briefings and debriefings.

Contribute to the learning of skills on responsible behavior in the organization

  • Conduct occasional information, awareness and training sessions for people responsible for implementing the MSF policy in favor of responsible behavior.
  • Participate in awareness & detection actions in the field with one field visit per year.

Required profile :

Formation :

  • Training in social sciences, occupational psychology or law is a plus.
  • CHS/Humentum training in investigation is a plus.

Experiences:

  • A minimum of 4 years’ experience in an international humanitarian organization as a Coordinator with a solid understanding of humanitarian contexts and operations (ideally MSF operations) is essential.
  • Experience in handling complaints is necessary

LANGUAGES :

  • Fluent English C1 written and spoken, essential.
  • French good level B2 written and spoken, necessary.
  • Good B2 level Arabic, written and spoken, is a plus.

Status: Full-time permanent contract. Executive position, based at the Paris headquarters, at 14-34 avenue Jean-Jaurès Paris 19th; with a little travel on MSF grounds to be expected.

Conditions :

€54.91K gross annual over 13 months.

22 days of RTT per year. Supplementary health care 100% covered by Médecins Sans Frontières. Restaurant vouchers with a face value of €11 (60% covered by Médecins Sans Frontières). 50% coverage of public transport fare.

Position to be filled : Beginning of June 2024.
