Context
AVSI BURUNDI is an International Non-Governmental Organization that has been working in Burundi since the year 2001.
As Burundi is a predominantly rural country, 87% of its population lives in rural areas, which explains why its economy is mainly agricultural.
To improve the economic situation of producers from vulnerable groups, the AVSI, IRC, BBIN and DSIK consortium developed a flagship project on : « support to’entrepreneurship of the agricultural sector (SESA) ». The implementation of the SESA project covers a period of 42 months from’october 2023 to September 2027 and covers the provinces of Ngozi, Kayanza and Bujumbura, with the possibility of’potentially reaching other areas.
L’general objective being to « Contribute to the strengthening of the’ruralentrepreneurship, and to the creation of added value and employment in rural areas in Burundi ; more particularly in the provinces of Kayanza, France, from Ngozi and Bujumbura ».
Specifically, this project aims to remove the constraints faced by producers in their quest for individual and collective’ development, through four key components or specific objectives :
- The technical aspects of the production, processing and marketing of agricultural products in the selected sectors are improved by promoting the development of’a circular green economy ;
- A complete training and support service for the empowerment and capacity building of entrepreneurs is developed ;
- Conditional subsidies for rural enterprises, financial inclusion’ are accessible and functional ;
- Levels of knowledge and adoption of good nutritional practices are increased.
To achieve the’ objective,’action is based on the assumption that the strengthening of rural’entrepreneurship in the main value chain of bananas (and its sub-industries : wine banana ; leather banana ; dessert banana) and secondary sectors of honey (in correlation with the wine banana sector) and mushrooms (culture above ground), may be strategic in Burundi for the creation of added value and of’emploi.
Indeed, based on the observations, it emerges that all the targeted areas for SESA interventions have a common characteristic : they are rural areas whose’economy and the subsistence of the populations are mainly based on agricultural production and’ direct exploitation of natural resources.
RESPONSIBILITIES OF THE POSITION
Below the supervision of the Technical Monitoring Committee and the Project Manager the Guichet Manager will take care of the coordination, programming and supervision of the counter for the’assignment of grants, and, the coordination team of the window and will coordinate with the project partners.
- Contribute to’ writing of’a manual for the management of funds for grants.
- Contribute to the’ identification of the’ criteriaassignment of subsidies.
- Contribute to the’ writing of the ToR for the’assignment of subsidies.
- Participate in the selection and awarding of grants.
- Contribute to the’ writing of contracts with grant assignees.
- Contribute to the establishment of’a monitoring and evaluation system for the’ progress of subsidized projects.
- Supervise the implementation of subsidised projects.
- Auditing the grant recipients
- Report the activities performed, the results achieved and the objectives obtained in the required format.
- Perform any other task entrusted to him by his hierarchical superiors
REQUIREMENTS OF THE POSITION :
Local Contract.
- Have a university degree in economics, financial management or similar.
- Have 5 years of experience in the administrative management of projects and/or management of bank loans.
- Experienced in financial audits (3 years)
- Experienced in the’analysis of’ deal plan (3 years)
- Experienced in writing grant contracts (3 years)
- Experienced in’ risk assessment for business loans (3 years)
- Excellent knowledge of the administrative procedures of’UE
- Excellent reporting capabilities in the format of multiple donors.
- Excellent coordination capacity with private and public institutions.
- Excellent computer knowledge and Office package.
- Mandatory Excellent French and Kirundi.
- Useful English and basic Swaili.
- Experience working on agricultural value chains is an asset.
