Environmental Impact Study Court 1st Instance Fernando de la Mora – Central
The Supreme Court of Justice ( C.S.J. ) has decided to carry out a “ Institutional Strengthening Program for the Development of Justice Centers ”, and for this purpose has signed an agreement for technical cooperation and administrative support with the United Nations Development Program ( UNDP ).
As part of said Program, the Supreme Court of Justice and UNDP have agreed to execute the Program for the Improvement of their Edilicia Infrastructure through Project PAR / 97/021 ( 14311 ) which includes the construction of the Courts of 1 ° Instance of Fernando de la Mora – Central that will house the Courts of 1 ° Instance in all jurisdictions and other programs financed with funds from the Supreme Court of Justice.
On this occasion, within the framework of the execution of said projects, the Supreme Court of Justice is pleased to invite national professionals interested in presenting their Technical Backgrounds, its Legal Resources and its Economic Proposal for the realization of the Environmental Impact Study for the aforementioned building, in accordance with the bases and conditions established in the attached documentation and within the framework of the Proposal Request SDP / 14311/169/2023.
The Request for Proposal will be carried out in accordance with UNDP rules and procedures, within the framework of: a ) the “ Technical Assistance Agreement between the Government of Paraguay and the United Nations Development Program ” signed on October 10, 1977 and ratified by the Congress of la Nación, on June 7, 1978, through Law N ° 686; and b ) the “ United Nations Convention on Privileges and Immunities ”, approved by the General Assembly on February 13, 1946 and ratified by the National Congress on February 19, 1952, through Law N ° 11.
Notwithstanding the foregoing, the proponents will be bound by the legal provisions in force in the Republic of Paraguay, especially by Law N ° 125/91 on the Tax Regime.
Proposals must be submitted to the offices of the United Nations Development Program ( UNDP ), Avda. Aviadores del Chaco N ° 2050, World Trade Center Building – Tower 1 – Floor 7, until 11:00 hours of October 16, 2023, in a closed envelope that will contain its Technical Background, Legal Collections and Economic Proposal, addressed to Mrs. Silvia Morimoto, indicating the sender and referring to this Request for Proposal – SDP / 00014311/169/2023.
The files will be opened and evaluated by the Evaluation Committee of the Request for Proposal, in accordance with the selection criteria indicated in this document.
Likewise, in accordance with the Documents of the Request for Proposal, clarifications can be requested up to seven ( 7 ) business days before the expiration date of the deadline to submit proposals and these must be done by communication typing in the email acquisitions-pnud.py@undp.org
