– HI have been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).
Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana’a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis). In 2017, these activities have extended to new facilities in and around Sana’a.
In parallel, HI implements inclusive humanitarian action, by increasingly piloting inclusive interventions and promoting disability inclusive coordination and programming through the coordination system and the inclusion task force, and technical support and capacity development to UN agencies, NGO’s and increasingly networks and focal points of persons with disabilities and awareness raising activity with communities.
HI activities are very consolidated in Sana’a governorate, Aden, which opened in 2019, and Mokha, which started implementing in 2020. Activities in Hajjah and Hodeida have been launched early 2022.
Under the responsibility of the Head of Program of Yemen, the Field Technical Specialist contributes within the country where he/she is based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

VOTRE MISSION :

HI Yemen mission is one of the leading organizations in Rehabilitation services. This position will need to support both existing activities and partner and at the same time contribute to support long term plan and strategy with for example supporting the development of the Governmental policies, guideline and strategy in Rehabilitation in collaboration with MOH.

Responsibility
1: STRATEGY DEVELOPMENT

• Contribute to the protection pillar of overall strategic planning for HI’s mission
• Lead the definition of the Rehab technical strategy for HI’s mission and support its implementation by the operational teams;
• Provides sectorial technical input to the StratOps of the Programmes within his/her scope and in his/her sector, in line with the global StraTech and ensure relevant follow up.
• Analyse existing REHAB resources and needs to define or update the Rehab Strategy and Operational Framework for Yemen in close coordination with Head of Program, the Field rehabilitation specialist, the area managers and Project Managers)
• Review previous HI Rehab services provided in Yemen (Phase 1 and 2) and contribute to anticipation and planning for REHAB future needs
• Participate in continuous needs assessments for development of new projects and / or adaptation of existing projects
• Lead the collaboration with the MOH in reviewing and upgrade their rehab policies, guidelines, and protocols.

2: TECHNICAL SUPPORT

• Provides adequate technical guidance and support to Area Manager, Project Managers, Technical Supervisors, when relevant (adapt standards to PM’s tools, contribute to proposal writing and reporting) in line with strategies, standards and mandatory transversal approaches
• Ensures adequate support to multi-sector responses within projects, in line with the other specialists
• Ensures a local sectorial watch, best practices to adopt within his/her sectorial scope
• Contributes to recruitment and briefing when relevant
• Support and coordinate the capacity building of REHAB staff through direct provision of training sessions, supervision, practical analysis and on the job training when in the field.
• Develop/review a package of REHAB tools and guidelines
• Review the Guidelines and SOPs for HI REHAB service providers to enhance smooth operations and ensure the quality of services received
• Facilitating a system of sharing, learning, and documenting best practices and lessons learnt in REHAB within HI teams
• Reviewing existing HI materials and training tools that can be developed for use in the field
• Provide regular training to HI and partner staff in order to improve their knowledge and appropriation of new tools and appropriate REHAB technology Provide technical guidance to HI staff, including performing regular field visits to monitor practices and provide on the job training
• Evaluate REHAB partners for future HI programming, including investigating new REHAB technologies
• Work closely with other HI field specialists (Rehabilitation and MHPSS) to promote a well-integrated and comprehensive quality service to support the teams and beneficiaries in the field
• Provide technical support to the logistics department, ensuring technical validation of REHAB devices, items and equipment (including participation in the technical selection of REHAB devices/suppliers and other related items)
• Design technical tools, training, leaflets, protocols and other relevant documents and disseminate them among the mission upon prior validation by HQ Rehabilitation specialist
• Support in the recruitment of national REHAB staff
• Contribute to projects’ capitalization and ensure technical learning from projects within his/her sectorial scope.
• Ensure regular technical quality control of projects and programmes and issue warnings and recommendations
• Monitor the Ensure the technical relevance and quality of HI intervention related to your field of expertise
• Review the cost efficiency of HI REHAB services in Yemen and make recommendations to promote the use of other materials/components, etc., where appropriate
• Advise, where possible, public and private hospital surgeons on good surgical practices for optimum prosthetic fitting and post-amputation outcomes
• Mentor HI suppliers to improve their skills and techniques to raise the quality of their services (if possible)
• Develop or update a mapping of REHAB services providers in Yemen and assess their technical level
• implementation of audit recommendations, if applicable, in his/her sectorial scope
• Ensures compliance of the technical proposition with nexus stakes
• Contributes to the development of research and innovation projects in the region when relevant, in his/her sectorial scope

3: RESEARCH AND ANALYSIS

• Conduct regular analysis of project data and external secondary data on REHAB needs and interventions in close collaboration with the Head of Program, Information Manager and the Monitoring, Evaluation, Accountability and Learning (MEAL) Manager;
• Contribute to the development of research and innovation projects at the country and region level, when relevant to REHAB.
o Suggest and steer technical innovation projects
o Identify the priorities of Research and Studies and steer R&S

4: COORDINATION AND REPRESENTATION

• Ensure coordination of our REHAB intervention amongst local and international actors, avoiding duplication and promoting cohesiveness
• Contribute to the local external prestige and influence of HI’s expertise in REHAB sector
o Represent the technical expertise of HI throughout the local relevant networks
o Contribute to communication messages locally in line with the global communication priorities
• Liaise with national Authorities and other line ministries and participate in different forums

• Represent HI in relevant coordination meetings with (INGOs, national NGOs and humanitarian coordination);
• Ensure regular contacts and good bilateral relations with relevant actors;
• Regularly coordinate and share activities with your Technical Referents at headquarters and at the same time ensure his (her) technical advice is implemented in the field
• Contribute to advocacy on specific themes in line with the global advocacy priorities in coordination with the PAA
5: BUSINESS DEVELOPMENT

• Contributes to the context analysis in his/her sectorial scope (REHAB)
• Contributes to the design and writing of new projects in Yemen with if needed coordination with region and HQ for multi country project.
• Identify & transform major opportunities in Yemen under REHAB.
• Contributes to the conception of major projects (multiple countries, one theme) or of new projects in the region.
• Identify & develop local partnerships and/or consortium with NGOs, Institutions, companies on technical priorities or important topics in the region under his/her sectorial scope.
• Contribute to the monthly situation report (SITREP) by providing progress related to his/her position
• Report regularly to his/her line manager and upon request
• Provide the desk officer with a mission report and/or handover at the end of his/her contract
• Debriefing at HQ at the end of your mission

6: REPORTING

• Review and ensure technical quality of any report ( Donors and ministries) related to REHAB
• Ensure that lessons learnt and best practices in your sector of activities are documented and shared with the technical unit and headquarters;

7: CAPACITY BUILDING AND SUPPORT TO LOCAL AND STATE CAPACITIES:
• Building local and state capacities in REHAB, in particular in the field of Quality management, Information management, conflict sensitivity, Gender Action Learning Systems, diversity and inclusion and the preparation of new team members in REHAB.

8:Team Management
• Ensure strict application and respect of Internal Regulations by staff under direct line management
• Manage the team under direct line management: set individual objectives, complete appraisals of team members, ensure disciplinary measures are taken when necessary, identify training needs, etc.
• Support team members in their management duties and professional development
• Ensure good communication and coordination amongst team members;
• Coordinate the technical capacity building for staff members in coordination with the HR department
• Follow the nationalization process for relevant positions: support the identification of suitable national candidates, create capacity building plans and follow up on its implementation

SPECIFICITES/PARTICULARITES DU POSTE :

The position is based in Sana’a– Yemen The expatriate is request to travel between HI bases (Aden, Mokha, Hodeida and Hajjah). In the four locations, share.d guesthouses well equipped with a safe room, most of the work is done at the office but there are some possibilities to go out for work purposes. Outside movements are possible for some extra professional activities in Sanaa and Aden. All movements are done by car. HI has set-up a curfew. The situation is relatively calm in Sana’a and Hajjah nowadays. However, the security is volatile in southern areas.
The mission has put in place adequate security rules and process to allow team to work in safe environment. Despite the country situation, risk for expatriate remain limited and no critical incident happened over the past period.
Local medical capacity remains a concern for person with fragile heath, ongoing treatment and that need close medical follow up.
Dress code: Men will be required to wear long pants and at least a short sleeved shirt. Women are required to wear the abaya and hijab (head scarf) outside of the compound. For female staff in the office, appropriate attire includes long pants, and long sleeve shirts.

Expériences / Formation

You hold a physiotherapy or occupational therapy degree (CAT1)
You have at least 7 years of professional experience in the field of REHAB services technical coordination
Experience in humanitarian context, preferably in emergency contexts
Strong communication and interpersonal skills are expected
Proven organisational skills is mandatory
English language skills are mandatory (oral and written)
Understanding of humanitarian coordination and the protection sector is necessary;
You know the different schools of thought and explanatory models of disability as well as the disability situation worldwide: disability/poverty/development, statistics and prevalence, impairment categories;
You know the frameworks and mechanisms of international development cooperation and humanitarian assistance;
You know how to develop capacity-building techniques for use with adults;
You’re able to work under pressure and without constant supervision;
You’re reactive and flexible
You have a good capacity to organize your work, and manage your priorities;
You have strong interpersonal and intercultural skills and emotional capacity to work under unstable security situations;
You are a good team member and keen to participatory approach;
You master problem solving approach;

Payment for travel costs (air ticket & visa) and transport of your personal effects (from 12 months of mission)
