The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
Sexual exploitation and abuse and violence, abuse, are too often under-reported. This has catastrophic consequences for adults and children in vulnerable situations, especially in disaster locations across the Asia Pacific. Both ARC and IFRC and Asia Pacific National Societies (NS) have identified PSEAH as a major priority in 2022 and beyond.
The IFRC has a Safeguarding Action Plan 2022-2025 that outlines its commitments and ambitions. As part of this, it is taking several steps. For example, the IFRC has developed a safeguarding assessment tool which can be used to assess PSEAH and child safeguarding in the IFRC delegations and National Societies in the Asia Pacific Region. In addition, IFRC has a new Child Safeguarding Risk Analysis that is required for all new IFRC projects with National Societies, including emergencies.
As part of advancing the IFRC Safeguarding Action Plan 2022-2025, this role will allow Asia Pacific to align with other Regions which now have in place Safeguarding positions. In particular, there are 2.3 FTE positions in Africa, 1 position posted for MENA, and 1 posted for Europe.
The specific aim of this role is its PSEAH focus is to directly assist national societies through a localised, locally led approach. National societies will be supported by this role to address NS led safeguarding priorities such as mainstreaming safeguarding in emergencies, developing and adapting reporting mechanisms.
The role will support Asia Pacific National Societies (38) in identifying and addressing their self-assessed safeguarding priorities.
Job Duties and Responsibilities
The role will support National Societies in the Asia Pacific Region to improve their Safeguarding (PSEAH and child safeguarding) capacities in the technical, policy, reporting, and compliance areas. It will support National Societies in the following ways:
- Provide technical guidance to National Societies to implement and advance their Safeguarding (PSEAH and child safeguarding) priorities.
- In cooperation with National Societies to conduct IFRC Safeguarding Self-assessments to identify existing National Society capacity and barriers, and to make practical plans to address and overcome barriers; for example, around effective (e.g. confidential / survivor centric) reporting mechanisms
- Establish and guide National Society Safeguarding Focal Points
- To implement their Safeguarding Plans based on Safeguarding Self-assessments
- Strategize on Safeguarding budgets (and access funding) and support National Societies to identify sustainable solutions and resources around Safeguarding
- Diversify Safeguarding Leadership
- Take a ‘bottom-up’ ‘localized’ sensitive, and pragmatic approach in ensuring safeguarding is fit for end user purpose
- Ensure best-practice training, policy and capacity building materials are available for National Societies
- Take a coordination and networking function: connecting National Society and regional PSEAH and child safeguarding experts with the wider PGI networks, communities of practice and networking events in each Asia Pacific sub-region.
- Strengthen existing PGI Communities of Practice such as the ACFID Community of Practice, so that they include PSEA and child safeguarding
- Strengthen and support the Sub-Regional PGI Networks
- Link and facilitate information sharing between National Societies
- Coordinate with Regional Safeguarding Roles in MENA, Europe, the Americas, Central and Western Africa
- To undertake the IFRC Safeguarding self-assessment tool, modify and support contextualize the tool to best fit needs identified by NS
- To support IFRC programs to complete the IFRC Child Safeguarding Risk Analysis tool
- Relevant university degree (social sciences, law, etc.) or similar professional qualification (safeguarding, PSEA, gender, human rights, etc.)
- Minimum 7 years experience in Protection, Gender and Inclusion in humanitarian context, including proven track record in leading and delivering trainings, and technical advisory outcomes.
- Proven technical expertise in Safeguarding, including child safeguarding and PSEA.
- Possesses understanding of global humanitarian issues and international humanitarian standards for Safeguarding, Protection, Gender and Inclusion in disaster response.
- Possesses working knowledge of Safeguarding, Gender and Diversity issues in humanitarian and development settings, specifically in the context of Asia Pacific Region.
- Experience with the Red Cross / Red Crescent
- Experience with other international organizations, large NGOs and/or governmental development agencies
