ORGANIZATIONAL UNIT

The General Secretariat directs all the administrative and financial aspects of the Union’s activities, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication matters for operational and other purposes, the provision of legal advice to the Bureaux of the Union and the departments of the General Secretariat, logistic support to the Union’s activities including conferences, the coordination of the work of the Union with other international organizations, the dissemination of information to the Member States and Sector Members, press, corporate and individual users of telecommunications and the general public. The General Secretariat is also responsible for the organization of world telecommunication exhibitions and forums.

Within the General Secretariat, the Human Resources Management Department (HRMD) advises the Secretary General on human resources management. It manages ITU’s resources ensuring consistency with ITU strategies, policies, regulations and rules as well as UN Common System policies. It efficiently manages the human capital of the Union; creates a stimulating and supportive work environment and encourages organizational creativity and performance measurement based on results.

BACKGROUND INFORMATION

It is essential for the International Telecommunication Union (ITU) to recruit the right person, in the right job, with the right skills, at the right time. Recruitment is therefore an essential activity for ITU and the quality of the process has a direct impact on the overall performance and success of the organization. Although recruiting is a collaborative process between Hiring Managers and the Human Resources Management Department (HRMD), the latter plays a key role in providing advice, administering, and overseeing the recruitment process. The Hiring Managers remain accountable for the recruitment processes, selection, and recommendations.

As part of a project to improve ITU recruitment processes, the Human Resources Management Department implemented Recruitment Guidelines which were incorporated into a new Recruitment Management System (RMS). These Guidelines apply to the advertisement and selection processes regarding vacancy notices (VN) and temporary vacancy notices (TVN) that are meant to result in the selection of a candidate for a fixed-term appointment (FTA) or a short-term (ST) contract as well for a Special Service Agreement (SSA).

HRMD is currently in the implementation phase of the project which consists of setting up the new recruitment processes and managing the implementation of the new RMS. The new recruitment processes and the new RMS have generated additional duties and responsibilities within the Organizational Design & Recruitment Service.

A consultant in recruitment is needed to support the team with the Project and the new duties and responsibilities assigned to the Service.

GENERIC TERMS OF REFERENCE

Under the guidance of the Head, ODR Service, the consultant will work closely with the HR and Partnerships Programme Officer, HR Project Coordinator, and the Junior Recruitment Officer to provide support in the recruitment processes of FTAs, STs (national/international) and SSAs. Specific responsibilities include:

  •  Draft, review, edit and post vacancy notices;
  •  Conduct initial screening against minimum requirements of all the applications for the vacancy notices;
  •  Provide logistical support and document preparation for the interview panels and tests;
  •  Organize pre-selection panels, interviews and tests;
  •  Conduct credentials verification and professional reference checks and other assessment tools to assist in the recruitment processes;
  •  Review and edit documents;
  •  Provide support in development, testing and implementation of the RMS and tools to enhance the recruitment process and the RMS.

CONCRETE DELIVERABLES

  •  Activities to support the work of recruitment processes delivered on time;
  •  Accurate initial screening;
  •  Draft of vacancy notice and documents reviewed with precision and the necessary modifications made;
  •  Timely and accurate organization of preselection and interview panels and tests;
  •  Accurate reporting with up-to-date and secure recruitment databases, files and records.

QUALIFICATIONS REQUIRED

Education: Complete secondary education with a diploma OR complete equivalent technical or commercial studies with a diploma.

Experience: At least eight (8) years of experience in administration and at least three (3) years in human resources. Experience in an international organization in the area of human resources would be an advantage.

Languages: For this contract, knowledge of English and French is essential (one language at advance level and the other at intermediate level).

REMUNERATION & ADDITIONAL INFORMATION

Monthly fee of 7,080 CHF per month

Generic Terms of reference, vacancy opened for several Special Service Agreements (SSA).
