Public Financial Management Specialist – Tuvalu At DT Global

The Australia-Pacific Partnership Platform (The Partnerships Platform) is looking for motivated and skilled professionals who are keen to make a difference. We seek passionate staff who work collaboratively to deliver the ideas and advice that will help the countries in which we work meet governance and stability challenges. The Partnership Platform is seeking an experienced and motivated Public Financial Management (PFM) Specialist with a proven track record in improving systems and processes and building the capacity of co-workers through mentoring and transfer of skill. The ideal candidate is a collaborative, respectful, flexible and resilient public finance manager with a keen focus on financial planning, budgeting and investment advice to support fiscally achievable economic and social development outcomes in a remote, resource-constrained and cross-cultural context.

For this role, the Partnerships Platform is partnering with the Ministry of Finance and Economic Development (MFED), in Funafuti, Tuvalu. The PFM Specialist will support MFED with policy and planning, budget development and management, financial reporting, provision of strategic advice in managing public funds, implementation of revenue and expenditure measures, continued development and implementation of the nation’s financial management information system and improving aid co-ordination and management to support the achievement of the nation’s strategic priorities.

The areas of focus of the assignment are:

  • Provision of strategic advice and strengthening MFED’s ability to provide advice on the impacts of new and ongoing economic reforms, including the macroeconomic outlook.
  • Improve the role of the Planning, Budget and Aid Department in linking planning / budgeting, aid coordination, and evaluation/ monitoring of plans and strategies.
  • Build the capacity of relevant MFED staff in key areas of PFM operations.
  • Strengthen the implementation of TechOne to contribute to it being fully utilised to deliver maximum efficiencies.
  • Provide advice and guidance on gender equality, disability and social inclusion (GEDSI) and climate change preparedness principles and incorporate these principles into relevant MFED operations and service provision.

This position will be based in Funafuti, Tuvalu, it is an accompanied 2-year posting with the option to extend for one year. A competitive international standard remuneration package will be offered to the successful candidate, including housing, and return airfares if required for international candidates.

About You

We are seeking candidates who can demonstrate a high degree of flexibility, respect, resilience and adaptability, and a preparedness to work with limited resources in a challenging environment, this includes the ability to successfully build and manage relationships with a broad range of stakeholders.

To be successful in this role, you will have a tertiary qualification in Economics, Finance, Commerce or Public Financial Management or a related field, with proven experience in a senior technical position preparing strategic policy-focused financial planning, budgeting and investment advice. You will also have at least five years’ experience in a senior leadership position and high-level analytical skills with the ability to apply sound judgement and negotiate to achieve outcomes. Experience in the Pacific or low-lying atolls will be highly regarded, as will experience using the TechOne Financial Management Information (FMIS) system.

You will be required to demonstrate a strong understanding of, and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), child protection and the Prevention of Sexual Exploitation Abuse and Harassment (PSEAH), anti-corruption and other DFAT safeguarding policies.
