Micro Enterprises Support Programme Trust (MESPT) is a development organization with a purpose to grow small holder farmers and Agri SMEs to increase agricultural productivity, incomes and enhance competitiveness for job creation especially for youth and women. This is achieved through capacity building which includes skills development, technical support, business advisory, financial and market linkages.

Our focus is to facilitate support and provision of integrated financial and business development services for small holder farmers and Agri SMEs in Kenya. This is aimed at enabling beneficiaries to access finance, increase agricultural productivity, agro-processing, and access markets/ trade opportunities. For over a decade, MESPT has partnered with development agencies, donors, and investors to build the capacity of the business services sector and the agricultural sector in Kenya through a unique tripartite business model that links Farmers, Agri- SMEs, and Financial Institutions – creating linkages along value chains.

We pride ourselves for successfully implementing 12 agriculture-based Programmes that have seen us facilitate creation of 70,000 decent jobs at various levels of the agriculture value chains. We have also cumulatively disbursed KES 6.4 billion to financial institutions and reached over 250,000 end users with access to finance.

MESPT is seeking a Human Resource Management consultant to facilitate and conduct Job evaluation, Salary market survey, job satisfaction survey and review of HR Policy.

Objective of the assignments.

  • To review and update the entire HR manual in line with external and internal changes that have taken place since the last review in 2020.
  • To conduct job evaluation.
  • To ensure that the MESPT staff remuneration aligns with overall organizational strategy, goals, and objectives. Review and align the salary scale as appropriate.
  • To establish overall employees’ job satisfaction levels.

Scope of services & Key Requirements.

  • Facilitate review of existing HR Manual, conduct job evaluation and salary market survey, and establish overall employees job satisfaction levels.
  • The consultants are expected to design this process and to assign time frames.
  1. Proposal Submission Guidelines

The proposal should demonstrate sound knowledge, technical skills, and capability as required by the nature of the work of the assignments and understanding of the requisite tasks outlined in the terms of reference.

Eligible Agencies should submit technical and financial proposals. The financial proposal should quote consultancy fees and administration costs. Proposals should also include inter alia:

  1. Statement of relevant experience i.e. similar assignments executed in/under execution in the last five years.
  2. Propose separate fees for each of the assignment as listed below:
  • Review of HR Manual
  • Job Evaluation
  • Salary Survey
  • Job Satisfaction Survey
  1. Complete work plan (Starting from data collection through to submission of reports for each of the assignment)
  2. Requirements for successful Firm.

The firm must meet the following specifications:

  • Minimum of 10 years of professional experience in the HR consulting field.
  • Experience in developing and reviewing Human Resource policies and procedures manual.
  • Experience in conducting job evaluation and salary benchmarking for non-governmental organizations.
  • Experience in carrying out job satisfaction surveys for highly skilled labor force.
  1. Qualifications and Competencies of Proposed team
  • Minimum Experience of 10 years in Human Resource Management field
  • Experience with the development and review of HR Policies, salary surveys and job satisfaction surveys for non-governmental organizations.
  • Extensive knowledge of local and international labor laws, best HR practices and approaches.
  • Strong analytical, communication, writing and interpersonal skills.
  • Has successfully delivered on the design & roll-out of HR policies, designing frameworks, facilitating capability building sessions to communicate policies.
  • Ability to maintain the highest standards of confidentiality and professionalism and sound judgment.
  • Flexible, creative, detail-oriented, and well organized
  • IHRM practicing certificate.
  • Higher Diploma in Human Resource Management/ CHRP-K
  • Master’s degree in human resource management, Business administration, psychology, or related field.
  1. The support team should have at least the following qualifications.
    • Minimum Experience of 5 years in Human Resource Management field.
    • Minimum of bachelor’s degree in the field.
    • Higher Diploma in Human Resource Management/CHRP-K.
    • IHRM membership certification.
    • Highly confidential and detail oriented.
  2. Other Additional Knowledge and skills required.
  • At least five years strong competence in development and review of HR policies and procedures, salary surveys and job satisfaction surveys in similar industry.
  • Minimum of bachelor’s degree in the field of Human Resource Management.
  1. Financial Proposal.
  2. Clear breakdown of the financial proposal for each assignment including all the chargeable taxes.
  3. Terms of payment
  4. Total quote for the assignments
  5. Expected Outcomes
  6. Updated HR policies and procedure manual.
  7. Comprehensive and approved report of Job satisfaction findings, overall levels, and recommendations.
  8. Job Evaluation Report
  9. Final salary survey report
