The Norwegian Refugee Council (NRC) is an International Non-Governmental Organization based in Oslo, Norway that works in more than 35 countries offering humanitarian assistance to the most vulnerable population. NRC has been responding to the growing internal and external displacement in Central America and Mexico since 2015, focusing on the protection crisis and integrating legal assistance, education, accommodation and infrastructure interventions, water and sanitation, and livelihoods. NRC is an organization with a high international reputation for humanitarian assistance and has been working in Latin America for more than 30 years leading humanitarian action in many of the countries where it operates. In Mexico, NRC has been collaborating with local partners since 2019 and is currently expanding its reach,initiating activities through direct implementation with personnel hired by NRC in Mexico, assisting displaced persons in the intervention areas in the country.

JOB DESCRIPTION

one. Objective

This is an exciting opportunity to guide and lead the development and execution of Protection activities, contribute to their positioning and escalation in Mexico. The purpose of the position of Protection Team Leader is to manage the Protection team in Coatzacoalcos, surrounding areas and Tabasco, contributing with their specific technical skills in efficient management, constant monitoring and monitoring of cases of people in need of protection.

2. Main responsibilities

  • Lead the coordination and implementation of NRC case management in the Coatzacoalcos office.
  • In the framework of case management, ensure the delivery of services to people of interest in a safe, effective, efficient and participant-centered manner. Support technical protection assistants in the development of individual case plans and their follow-up regularly. Supervise and approve individual case plans and ensure their implementation.
  • Strengthen the referral system by establishing relationships with key actors for the delivery of complementary specialized services. Receive external / internal referrals and assign cases to protective assistants appropriately. Contribute to the construction of the mapping of protection actors, collect information and update the service map continuously.
  • Link a healthy workspace and provide support to protection assistants.
  • Strengthen the capacities of other actors and organize capacity development events and meetings according to the needs of the projects.
  • Develop IEC materials (information, education and communication) on protection services and other key protection messages as needed for projects and organize awareness or information dissemination events.
  • Specific responsibility for quality control and monitoring of protection activities.
  • Technically train and support protection assistants under their supervision. Compile and send on time and in a systematic way the information related to the cases received, active and closed with reference to the database and other activities of the Protection projects.
  • Guarantee the correct filing of documents in accordance with the confidentiality and case management clauses prepared with NRC. Ensure continuous updating and quality of database data, in coordination with technical case management assistants and the information management officer.
  • Ensure respect for the confidentiality of the participants and respect for the data processing policy.
  • Technical responsibility for monitoring the financial expenses of handling cases under his supervision. Ensure that administrative and logistical processes are implemented according to the NRC framework.
  • Develop operational plans and monitor the scope of the indicators of each project together with the Protection PDM.
  • Support in the preparation of strategic and operational plans for NRC’s work in Mexico by providing key information on the work areas.
  • Facilitate the integration strategy between the Protection competence and the other key competences and support the needs of collaboration with the other key NRC competences.
  • Other responsibilities that are assigned by the PDM for the implementation of the projects.

3. Competences:

Professional University degree in Law, Social Sciences or related careers.

Three years of work experience in the context of humanitarian aid.

Previous experience in case management, personnel management, and budgeting, with innovation and decision-making skills.

Capacity for interpersonal relationships and to reach agreements with different actors.

Excellent writing and handling of data and information.

Skills to develop work under pressure.

Previous experience of working in complex and volatile contexts.

Previous experience in caring for victims and vulnerable groups.

Knowledge and / or experience in issues related to forced displacement, humanitarian assistance and protection.

Office package domain.

Desirable:

Desirable English language proficiency.
