The Norwegian Refugee Council (NRC) is looking for a dedicated, resilient and dynamic professional to assume the role of Program Development Manager who is responsible for design, development and implementation of the Protection against Violence (PfV) program in Mexico.

¿What will be your responsibilities?

  1. Responsible for reviewing and adapting Mexico’s basic skills strategy (CC), for protection against violence, POE / technical guidelines and logical macro frameworks.
  2. Responsible for the development and management of financing proposals, project budgets and donor reports for Mexico.
  3. General management of protection personnel designated of the project in Mexico.
  4. Coordination and management of the implementation of the Mexico project “ Protection against Violence ” CC (activities, budget and project documentation) in line with donor proposals, strategies and requirements.
  5. Guarantee the development of capacities and the transfer of key skills to the personnel of the CC of Protection against Violence in Mexico.
  6. Carry out needs assessments in the South and North of Mexico for the Specialized Protection Services program and in line with the NRC strategies.

Education and experience requirements

  • Minimum 3 years of experience in a high-level project implementation post in a humanitarian / recovery context.
  • Advanced academic qualification in a relevant field (law, social sciences or related disciplines).
  • clear understanding of protection issues, legal frameworks and professional standards in humanitarian and displacement contexts.
  • Experience working in complex and volatile contexts.
  • Experience in protection case management and community interventions.
  • Experience and knowledge of Latin American context.
  • Knowledge of relevant international and national legal and political frameworks, with a focus on international humanitarian law, human rights and the protection of children in armed conflict.
  • Experience in the implementation of new protection programs, including evaluation, development of strategies and program proposals.
  • Ability to use ICT software to develop proposals, budgets, work plans, and monitoring and evaluation tools.
  • Knowledge and understanding of humanitarian standards such as Sphere and HAP.
  • Experience in training and development of staff capacities, and aptitude for community mobilization.
  • Knowledge about skills / own leadership profile.
  • Fluency in English and Spanish, both written and verbal.

  • Type of contract: 9-month national labor contract.
  • Compensation / Benefits: According to the NRC salary scales, its terms and conditions, this position is Grade 9.
