BACKGROUND
The Norwegian Refugee Council (NRC) is an international humanitarian organization, founded in 1946, It is the only Norwegian organization specialized in international work with a refugee population and a displaced population.
NRC began work in Panama in 2011 carrying out activities aimed at promoting and protecting the rights of the displaced and refugee population, regardless of their age, gender, social status, ethnicity, religious or nationality.
OBJECTIVE OF CONSULTORY
Hire legal consulting services for RSD at the NRC Panama office.
REACH OF CONSULTORY
In close coordination with the Panama Office Coordinator, ICLA Leading Team and the Support Coordinator, they must carry out the activities to achieve the objective and the products described below.
PRODUCTS
one. Preparation of Reconsideration Resources in the first and second instance of the refugee status application process in Panama.
2. Preparation of briefs, requests, additional reporting, extensions, recording of
tests and any other activities associated with the refugee status procedure
in Panama.
3. Legal assistance, information and guidance of the refugee status application process to
cases assigned by the ICLA Coordination or Team Leader ICLA, on the ground or in the office
4. Preparation and delivery of a monthly report of the cases attended, described by age, gender,
nationality and legal status in the country.
5. Country of Origin Information Update to document briefs
6. Accompaniment of cases, carrying out incidents before authorities due to limitation to the PNPI of
access to arbitrary rights or arrests.
7. Home visits for interviews, case support or any activity that is associated with the refugee status application process in Panama.
8. Any other activity assigned directly by ICLA Coordination.
DURATION
The contract will last 10 months
From March 1, 2024 to December 31, 2024.
CONTRATIST PROFILE
Professional graduated in Law and Political Science with a minimum experience of four (2) years.
Accredit work experience with International Organizations and Cooperation Agencies
International.
Knowledge of national legislation on the determination of refugee status in
Panama. As well as in the matter of international agreements signed with Panama.
proven knowledge and experience in preparing writings, reports and activities associated with determining refugee status in Panama.

Propositional and Creative.

The parties accept these Terms of References expressed herein, and in faith of this we subscribe this document, in two copies of the same tenor and value, in Panama City at the respective start date.
