HAMAP IN BRIEF

The mission of’HAMAP-Humanitaire is to allow the populations of’ to access, find and value their land and water resources. Faced with conflicts and climate change, HAMAP-Humanitaire supports local organizations in their projects of demining of territories,’ access to’eau and’ sanitation, agriculture, and’, by promoting a respectful use of the’environment.

HAMAP-Humanitaire S’ partners with other’ organizations to jointly meet essential needs such as’education and health.

ACTION AGAINST MINES IN MAURITANIA

HAMAP-Humanitaire started working in Mauritania in 2003. Several demining and awareness-raising missions were carried out between 2003 and 2006 in the Nouadhibou and Boulenouar region in conjunction with the Mauritanian national humanitarian demining centre (CNDH).

Today HAMAP-Humanitaire is reinvested in Mauritania with its partner the National Humanitarian Demining and Development Programme (PNDHD) to help make the Nouadhibou Peninsula safer across the country mine clearance and’ risk education of explosive devices and capacity building of the PNDHD.

RESPONSIBILITIES OF THE POSITION

Under the supervision of the mine action project manager, and in functional liaison with the basic coordinator in Mauritania, the, ’ is to ensure the coordination and follow-up of the projects currently being carried out in the country according to the priorities of the structure :

• Appui to the management of the local office Nouakchott :

− Support relations with the basic coordinator of the office in Nouakchott for administrative needs related to the implementation of projects ;

− Support the monitoring and follow-up of the geopolitical and humanitarian context, allowing the punctual realization of strategic watch notes on project areas ;

− Participate in the realization of strategic watch notes on project areas.

• Appui monitoring ACM projects in Mauritania :

− Monitor the operational life cycle of projects: monitoring of the launch of activities, monitoring of the project trajectory and operational difficulties ;

− Ensure operational reporting ( indicators, logical framework and chronogram ) of activities implemented ( land recount, and creation of a headquarters tool ) ;

− Coordinate the production of activity monitoring reports and project indicators, in conjunction with the local office ;

− Monitor potential project audits in connection with the ACM project manager and the Administrative and Financial Manager, at headquarters ;

− Possibly support the setting up of new projects to be presented to the CDCS: needs analysis, budget package, identification of activities ;

The position involves travel between Nouakchott and Nouadhibou during ad hoc monitoring missions.

SKILLS AND QUALITIES REQUIRED

Qualifications required
• M2 in international relations and/or international programme management.
• 2 Years experience of projects within’ONG or development agencies of at least 2 years.
• 4 Knowledge of’engineering projects and donor requirements (understanding of the logical framework, monitoring of indicators, implementation and’ monitoring tools.).
• English and French required.

Benefits
• Subsistence allowance from 800 to 1200 € ( depending on the profile ).
• Contribution to local living costs of 560 € and security allowance of 100 € according to HAMAP’s internal policy.
• Full social protection ( CFE and complementary mutual insurance ): Repatriation insurance, Civil liability and Old-age insurance.
• Compulsory training in preparation for departure and return from mission.
• 2 days of leave per month of mission performed.
• 1.33 recovery days per month of mission performed.
• A rotation system giving the right to a 15-day break to be taken between the 7th week and the last week of the three ( 3 ) months of presence in the country of assignment in the good team coherence.
