Project Officer (Roving) – Kabul, Afghanistan (National) At Geneva Call


Mission

Geneva Call is a neutral and impartial non-governmental organisation dedicated to promoting respect for international humanitarian norms in armed conflict and other situations of violence. Main Objective

Under the supervision of the Program Coordinator, The Roving Project Officer is a full-time national staff position based in Kabul and in charge of conducting and coordinating activities in GC-focused provinces regarding the protection of Kochi and other minority communities. This position reports directly to the Program Coordinator and works closely with the provincial to ensure the smooth management of processes

Core responsibilities

The implementation and management of project activities in accordance with the work plan, budget(s), donor requirements, and internal procedures:??Planning, Coordination & Reporting

  • Conduct training for the Kochi and minority communities in GC-focused provinces in coordination with the field team.
  • Monitor protection trends and needs (for Kochi and minority community) in GC areas of intervention and recommend activities and responses for GC.
  • Analyze disaggregated protection-related data as a means to inform programming and response activities.
  • Undertake Community-level protection monitoring program (Kuchie and Host Communities).
  • Assisting in conducting assessments, mid-term and end-of-project reports, and evaluations.
  • Participated in the drafting of annual and monthly program plans, budgets, and project activities monitoring plans in consultation with the Program Coordinator, and other team members.
  • Contribute to the development of project proposals and concept notes.
  • Manage safe keeping of information and knowledge, including the filing of program documents and materials.
  • Collect and analyze, through regular field missions, information relating to the context, conflict situation, humanitarian needs, and potential impact on Geneva Call’s work in the project area(s) and relay this to the program coordinator/ Head of the Programme.

Partnerships

  • Maintains a close work relationship with the provincial team and in particular its supervisor.
  • Seeks partner’s highest level of engagement and anticipates/reports on shortcomings (activities, administrative, other).
  • Plans with partner anticipates and proposes solutions on the activities, constraints, capacity building.

Communications & External relations

  • In coordination with the program coordinator, engage local and international organizations regularly.
  • Assist program coordinator/Head of Programme in engaging senior officials and other key stakeholders.
  • Support coordinator/ Head of Programme to produce external communications materials in coordination with Country Director and global/regional Communications team(s).

Security

  • Monitor the security situation vis-à-vis the project, project partners and Geneva Call, preparing risk assessments and suggesting mitigating measures to the management of Geneva Call in Afghanistan and following up on incidents as necessary.

Other Duties

  • Attend and represent Geneva Call as required at conferences, seminars, and other form of interest to the organization.
  • The duty station for the position is Kabul, but considering the GC’s activities, this position requires frequent travel to the GC-focused provinces.
  • Perform any other tasks as assigned by the line manager.

Main qualifications

Education and experience

  • University degree in International Humanitarian Law, International Human Rights Law, or any other related field.
  • At least 3 years of experience.
  • Experience in working with Kochis.
  • Experience in working in humanitarian and minority focussed projects.
  • Experience with international organizations is preferred.

Technical skills

  • Excellent knowledge and understanding of Kochi and other communities.
  • Planning, coordination negotiation, and presentation skills.

Languages

  • Required: Excellent Dari and Pashto ? Good English is also necessary.

Personal skills

  • Understanding and respect for organizational principles, vision, mission, and confidentiality.
  • Ability to work in a team and multicultural environment.
  • Excellent networking skills required.
  • Experience in conducting training and workshops.
  • Experience in writing reports.
