Context:

The Integration and Migration Training Unit within the Labour Mobility and Social Inclusion Division technically oversees the Organization’s portfolio of migrant integration and social cohesion, including pre-and post-arrival orientation, integration support services and programming related to combatting xenophobia and discrimination. The Unit coordinates global programmes related to pre-departure orientation – Canada Orientation Abroad (COA) and Australian Cultural Orientation (AUSCO) and and manages the Global Initiative on Diversity, Inclusion and Social Cohesion (DISC). The Unit seeks to strengthen and elevate the learning and knowledge hub function through the creation of new communication and knowledge products and innovative mechanisms of programmatic learning to support field missions and external stakeholders with a particular focus on the nexus between immigration and integration, social inclusion in humanitarian and development settings as well as innovative programming to facilitate equitable access to skills-based labour pathways for populations in vulnerable situations.

Under the overall supervision of the Head of the Labour Mobility and Social Inclusion Division of the Department of Programme Support and Migration Management, direct supervision of the Senior Integration and Migrant Training Specialist and, in collaboration with relevant units at

Headquarters and the Administrative Centres, the Project Officer (Regular Pathway and Integration Officer) will be responsible and accountable for supporting programme management and policy coordination, as well as in leading the communications, knowledge management and capacity-building activities related to the cross-cutting programming on regular pathways and integration, including skills-based admission of vulnerable groups such as forcibly displaced, linkage between pre- and post-arrival services related to language provision and cultural orientation and integration services.

Core Functions / Responsibilities:

  1. Support the management, coordination and ensure timely the successful implementation of global projects and initiatives related to regular pathways and integration, including work plan and budget monitoring, as well as comprehensive programme and financial reporting in line with IOM guidelines, timelines and donor reporting requirements.
  2. Provide technical support and guidance to IOM Country Offices’ programmatic and policy initiatives related to the thematics of skills-based labour migration pathways with a specific focus on vulnerable groups, linkages between pre- and post-arrival and integration programming.
  3. Provide technical support and guidance to displaced talent mobility initiatives to facilitate equitable access to labour mobility pathways for populations in vulnerable situations through the development of strategic position papers, guidance notes and support to IOM missions.
  4. Act as the coordinator of knowledge management activities, including the participation in the development of global guidance, toolkits, e-learning and assessment tools, especially with a focus on skills-based pathways for vulnerable populations, nexus between pre- and post-arrival services and integration.
  5. Facilitate the strengthening of the capacity development work of the Unit by identifying, planning and delivering training to strengthen the capacities of IOM staff in the cross-cutting issues of legal pathways, integration and social cohesion, with key stakeholders: IOM staff, governments, UN agencies, media and non-traditional partners.
  6. Support the organization and coordination of networks of expertise, learning events, conferences and webinars.
  7. Coordinate and provide support to programme development, resource mobilization, and partnership with a view to expanding global programming on regular pathways, integration, and social cohesion.
  8. Provide support for strategic communication and external visibility initiatives of the unit which include the update of online communications and knowledge management channels, graphic design of various creative assets, drafting and editing support for various materials and presentations, such as press releases, info sheets, talking points, speeches, etc.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Development Studies, Human Development, or a related field from an accredited academic institution with two years of relevant professional experience; or, • University degree in the above fields with four years of relevant professional experience.

Experience

  • Direct experience and in-depth knowledge of IOM’s institutional approaches and programming related to migrant integration and social cohesion;
  • Strong familiarity with and previous working experience related to the Global Compact for Migration, the 2030 Agenda for Sustainable Development and intergovernmental processes such as the Global Forum on Migration and Development and the UN Migration Network;
  • Proven capacity in project development and multi-project coordination involving multiple field missions/offices and partners;
  • Experience with public communication, including communication campaigns;
  • Experience in working and liaising with national governments, ministries, donors and research institutions; and,
  • Proven experience in delivering capacity-building activities for governments, IOM staff, media and other actors.

Skills

  • Strong practical knowledge of digital communications which includes managing social media channels and Microsoft SharePoint and Teams, and curating online multimedia content; • High proficiency in layout and graphic design which includes technical knowledge of Adobe Creative Suite, Microsoft Publisher and other related graphic tools;
  • Excellent writing and communication skills, which involve experience in language editing, drafting talking points and speeches, presentations, etc.;
  • Strong familiarity with IOM/UN policies and administrative and HR-related processes and other support functions; and,
  • Demonstrated general analytical skills.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
