Organizational framework

The Project “ Support for strengthening strategic governance, planning and coordination, monitoring mechanisms and evaluation of national MDRyT programs ”, contributes to the Government Priorities ( PG ) of Bolivia within the framework of the Bolivian MPP, in Nutritional Food Security with Sovereignty, Ecological agri-food systems, community and peasant family farming and the comprehensive and sustainable management of forests, water and biodiversity of the Ministry of Rural Development and Lands ( MDRyT ). As well as SDGs 16.6: Create effective and transparent accountability institutions at all levels and SDG 2.4 By 2030, ensure the sustainability of food production systems and apply resilient agricultural practices that increase productivity and production,contribute to the maintenance of ecosystems, strengthen the capacity to adapt to climate change, extreme weather events, droughts, floods and other disasters, and progressively improve the quality of the soil and land of the Plurinational State of Bolivia. The Project has the impact of contributing to SDG 16.6: Create effective and transparent accountability institutions at all levels and SDG 2.4 By 2030, ensure the sustainability of food production systems and apply resilient agricultural practices that increase productivity and production, contribute to the maintenance of ecosystems, strengthen the ability to adapt to climate change, extreme weather events, droughts, floods and other disasters,and progressively improve the quality of the soil and soil. El/la Especialista trabajará bajo la supervisión de la Representante Asistente (Programas), debiendo desempeñar sus funciones de manera permanente, según horario de oficina.

Tareas y responsabilidades

  •  En coordinación con el MDRyT desarrollará la planificación para la implementación del Proyecto en los tiempos previstos y el seguimiento técnico de las actividades, para el logro de los indicadores y productos.
  •  Realizar las acciones propuestas en las áreas técnicas de S&E de proyectos en coordinación con el equipo para la construcción de los mecanismos que identifican los principales problemas con respecto a las capacidades institucionales del MDRyT y la Unidad de Programas.
  •  Recopilar, analizar y sintetizar información técnica para fortalecer los criterios de S&E de la unidad de programas y el sistema de monitoreo, seguimiento y evaluación de los programas/proyectos que ejecuta el MDRyT.
  •  Colaborar en la elaboración el informe sobre los criterios técnicos y jurídicos para el diseño de implementación de una unidad de programas acompañado del sistema de monitoreo, seguimiento y evaluación del MDRyT.
  •  Elaborar una propuesta para la debida implementación de las necesidades técnicas identificadas y priorizadas para el sistema de monitoreo, seguimiento y evaluación del MDRyT.
  •  Recopilar y analizar el intercambio de experiencias en S&E en la instalación de Unidades de Monitoreo similares en otras instancias nacionales (otros Ministerios) y en la región.
  •  Apoyar en la elaboración de una guía metodológica para transferir habilidades y destrezas que permitan la conformación de la unidad de programas del MDRyT en todos sus ámbitos y necesidades.
  •  Colaborar en la elaboración de un mapa de actores (internos y externos) y desarrollar los mecanismos de integración de los mismo con la con la unidad de programas para su operación.
  •  Colaborar en la elaboración y estructuración de las directrices de la Unidad de Programas y en el desarrollo de la propuesta de funciones, capacidades, procesos y procedimientos, incluyendo los perfiles profesionales de la unidad, para su posterior aprobación por el mecanismo técnico administrativos internos del MDRyT.
  •  Elaborar instrumentos específicos en S&E, para la capacitación y adecuado manejo del sistema, incluyendo talleres del personal asignado para manejo del sistema.
  •  Apoyar en la elaboración de la guía de flujos de procesos y procedimientos, de acuerdo con los módulos desarrollados, articulando a la cartera de proyectos que administra la unidad de programas.
  •  Apoyar en la realización de la prueba piloto, verificando la adecuada implementación de herramientas y módulos desarrollados que permitan evaluar el sistema del monitoreo, seguimiento y evaluación técnico y financiero de programas/proyectos.
  •  Elaborar los módulos específicos de S&E mediante un documento que describa adecuadamente el plan de monitoreo, seguimiento y evaluación de la cartera de los programas / proyectos.
  •  Apoyar y coordinar con el especialista informático los criterios técnicos de S&E que deben establecerse para conformar un banco de datos, que permita la adecuada administración y manejo de la información.
  •  Preparation of periodic reports requested by the FAO monitoring team.
  •  Validation with the MDRyT technical team on the proposal of functions, competencies, processes and procedures of the Programs Unit.

CANDIDATES WILL BE EVALUATED ACCORDING TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  Professional degree in related areas: Agronomic Engineering, Industrial Engineering, Environmental Engineering, Economics and Rural Development Degree or other related fields.
  •  Related courses in monitoring and evaluation of Programs and Projects
  •  Professional experience of at least 5 years in monitoring and evaluation of programs and projects in agricultural and/or environmental areas.
  •  Professional experience of at least 3 years in organizational strengthening and training in programs and projects.
  •  Working knowledge of Spanish
  •  Bolivian nationality.
