UNDP Mozambique Country Office (CO) is part of the United Nations system working to support the country’s development agenda. Its overall aim is to ensure that people attain a better standard of living through sustainable development. Relations between the Government of Mozambique and the United Nations system were formalized in 1976.
The work of UNDP in the country is guided by the United Nations Sustainable Development Cooperation Framework (UNSDCF) for the period 2022-2026 and its Country Programme Document 2022-2026 (CPD), and focuses on:
- Human development
- Economic diversification and sustainable livelihoods.
- Climate resilience and sustainable use of natural resources.
- Peace building, human rights and inclusive governance.
Since 2017, violence perpetrated by extremist Non-State Armed Groups (NSAGs) has displaced around 1,050,000 people in the northern region of Mozambique as of February 2023. Thousands of houses were burnt to ground, livelihoods and public and private infrastructure/properties were severely damaged or destroyed. Local markets have been disrupted leading to a rise in the cost of food and household item increasing food insecurity in crisis-affected communities. The conflict has disproportionately impacted women and girls who has been victims of sexual and gender-based violence, abductions, and slavery. NSAGs have also targeted private and public buildings and destroyed symbols of the State including public schools, health centers, military barracks, police station and headquarters of district administrations. The Government of Mozambique has responded in the military front with its national security forces but also resorting more recently to the support of deployed security forces from Rwanda and from the Southern African Development Community (SADC). The government regained control over some important territories in the Province of Cabo Delgado such as Palma and Mocimboa da Praia where essential services are steadily expected to resume as security and access situations improve. As of February 2023, some 325,000 IDPs have returned to areas of origin. The government and partners have been supporting communities that are affected or vulnerable to the ongoing conflict by providing life-saving assistance, protection, livelihoods support and community cohesion activities. Despite the window opportunity from the recent gains, IDPs continue to be spread across the Northern provinces while community security and livelihoods opportunities remain limited in a volatile security context.
There is a consensus that to respond to the current crisis in the region, transformational change will not be achieved without considering a whole-of-nation approach. UNDP will deliver an integrated Programme on Sustaining Peace and Social Cohesion (2023-2026) with focus on building up the national and local peace architecture in Mozambique working in 3 dimensions:
- Institutional capacity-building and systems to improve state capacity to provide and maintain essential service, enhancing information management systems for HDP nexus and informed decisions on peacebuilding.
- Renewed policies and frameworks to enable an effective peace architecture at all levels that can orient effective planning and implementation of conflict prevention and peacebuilding action; Community engagement and empowerment: promoting resilient and sustainable platforms of dialogue, mediation and early warning systems for communities and state actors to collaboratively work for conflict prevention. the programme will also support economic opportunities for communities with focus on youth and women while enhancing community infrastructure and capabilities for local economic development (LED) that can promote an enabling environment for sustaining peace.
It is against this background that UNDP seeks to recruit a Project Manager to work in the portfolio Sustaining Peace and Social Cohesion in Mozambique.
Duties and Responsibilities
Under the overall guidance and direct supervision of the Team leader of the Governance and Social Cohesion Unit, the Project Manager will be responsible for the management and implementation of the Peace and Social Cohesion portfolio. In his/her work, the incumbent analyzes political, social, economic and development trends that affects Peace, Social Cohesion and Conflict Prevention and lead the monitoring and evaluation and communication of programme activities within his/her portfolio.
The incumbent will provide the direction of project activities, ensure the achievement of project targets and results, plan project activities and inputs, and manage the day-to-day implementation of the projects as well as supervise project personnel. The incumbent’s duties will be fulfilled in line with the prevailing UNDP rules and procedures as well as with due compliance with the UNDP internal control framework.
The Project Manager will be responsible for the following duties:
- Manage and supervise the implementation of the Peace and Social Cohesion portfolio in Mozambique, including planning and conceptualizing the programme’s activities; ii. Provide technical assistance to dedicated national institutions in the design and implementation of project work plans, management of day-to-day activities including the organization of events and meetings, research and preparation of reports, tools, collection and reporting of relevant data and information for measuring success of the programme in line with the qualitative application of Results Based Management Tools, Leave No one behind principles;
- Human Rights Based Approach and Gender Responsive Approaches; iii. Manage partnerships and collaboration with UNDP local, regional and HQs colleagues, other UN Agencies, Government institutions, and bilateral partners, actively identifying areas of opportunities for resource and partners mobilization and ensuring top quality delivery of resources and strategic implementation of UNDP country, interventions, resource mobilization and management of donor agreements;
- Managing and monitoring project risks initially identified, submitting information on the new risks and possible mitigating measures to the Project Board for consideration and updating the status of these risks by maintaining a Project Risk Log;
- Ensuring adherence of project activities to the existing financial, procurement and administrative processes that are in line with prevailing UNDP rules and regulations and, at the same time, observing the project timelines. Prepare progress reports (progress against planned activities), project budget, management of Project audit and closure requirements and perform other duties as assigned;
- Supervise the work of project junior and support staff.
Institutional Arrangement
The position as a Project Manager is embedded within the Project Sustaining Peace and Social Cohesion in Mozambqiue 2023-2026 of the Governance and Social Cohesion. S/he will report to the Team Leader – Head of Governance and Social Cohesion Unit (strategic leadership and supervision, direct reporting as it may be ad hoc required). The incumbent will also be expected to work collaboratively with the Stabilization, Rule of Law, Human Rights, Gender Focal Point, and colleagues in other relevant UNDP teams.

Required Skills and Experience
Education:
- Advanced University degree (master’s degree or equivalent) in International Relations, Human Rights, Political Sciences, or related fields is required.
- Bachelor’s degree in a relevant field with additional two (2) years of qualifying experience will be given due consideration in lieu of advanced university degree.
Experience:
- Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant work experience at the national or international level in governance;
- Demonstrated experience in project management and sounding knowledge of the project management tools;
- Knowledge of the Mozambique conflict situation and peacebuilding process and related issues;
- Outstanding analytical, communication and writing skills;
- Experience in the usage of computers, multimedia, web-based management systems;
- Knowledge of and work experience in social cohesion or conflict prevention Projects;
- Experience in results-based planning, Human Rights Based and Gender Responsive Approaches;
- Excellent knowledge and understanding of Monitoring, Evaluation and Learning (MEL) processes and principles;
- A certification in Project Management, (e.g., Prince, MSP) is a distinctive asset.
Language
- Excellent written and spoken communication in Portuguese and English.
