Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, the United Nations Entity for Gender Equality, and the Empowerment of Women (UN Women) works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of substantive equality between women and men. The fundamental objective of UN Women is to enhance national capacity and ownership to enable national partners to formulate gender responsive laws, policies, and upscale successful strategies to deliver on national and international commitments to gender equality.

The National Council of Women and the Department for Community Development through the Ministry for Community Development, Youth and Religion are in the process of reforming and revitalizing the National Council of Women (NCW). Critical to this reform is the continued implementation of the NCW Act 2013 through mobilization of its membership at the Ward and Local Level Councils, holding independent and legal PCW Elections and the need to analyze its structures, systems, processes and functions including the NCW Act (2013).

1.2 An assessment of the NCW Act 2013 and its prescribed operating units of NCW will be undertaken to determine the key issues that are constraining effective performance and delivery of services to the NCW membership. The reform will look into three main areas:

  •  Ensuring organizational structures are efficient and effective in delivery of services.
  •  Improving human resources management across principle member organizations, and;
  •  Review of the NCW Act.

1.3 Organizational Review will be a core part of the reform, primarily to identifying and strengthening the core functions and policy priorities of each component of the structure through capacity building of its executives. Leading to improved planning, resources mobilization and allocation and improved management.

1.4 Reform will support NCW in the achievement of the long-term Strategic Goals in Vision 2050, MTDP-3, SME Policy and APEC Strategic Plan on Women and Economy and other relevant plans and policies of the PNG Government impacting lives of women.

  •  The reform will cover, all aspects of the entity’s management from their roles and rules, right throughout the structures, systems and processes, and covering all functional areas. It consists of four main components:
  •  Policy and Strategic Management through development of Strategic Plans.
  •  Public Financial Management and Human Resource Management and Development through development of operational manuals, information and education materials and capacity building
  •  Legislative Review/Reform

The Ministry for Community Development and the National Council of Women are seeking an organizational development lead expert, who has experience in undertaking organizational reviews in small public organizations. It is envisaged that the lead expert will work as part of an internal team of technical experts in organizational development, local policy and strategic planning that will constitute the review team.

Duties and Responsibilities

Under the overall guidance of the UN Women Deputy Country Representative in PNG, and direct supervision of the UN Women Programme Manager for Special Initiatives, the Consultant will be responsible for the following specific tasks: The Technical Assistant is expected to:

  •  Perform a desktop review of the NCW Act 2013.
  •  Undertake an evaluation of the organizational status to determine whether the structures, systems and personnel are adequate to deliver on strategies and core functions.
  •  Develop and Produce I & E materials and develop a framework for Capacity Building of NCW Leadership;
  •  Examine existing Administration Manuals and to modernize them and the organization by improving productivity using ITC systems, records management and performance management to contribute to enhanced service delivery. This examination should involve a review of existing plans and strategies to determine whether there is a systems approach in the implementation of policies and programs.
  •  Evaluate the core functions of NCW against similar organizations in the world/region.
  •  Produce a Change Management Plan/Strategic Plan setting out the agreed functions of NCW and activities over a 3–5-year period.
  •  Ensure review of the NCW Act is completed to make it implementable.

Competencies

  •  Minimum of ten years post-graduate experience.
  •  Proven experience in conducting Organizational Reviews in a public sector environment.
  •  Working experience with senior officials within government and private sector organizations.
  •  Full computer literacy in Microsoft Office.
  •  Experience with UN and interagency work highly desirable.
  •  Good knowledge of women’s issues in PNG
  •  Good knowledge of PNG Laws and Legislative environment for women’s empowerment
  •  Has a broad understanding of how the PNG public service and NGO environment.
  •  Legal background
  •  Understanding of PNG legislative environment for women
  •  Good knowledge of NCW 2013 amended Act
  •  Fluency in English is required and Tok Pisin.

Required Skills and Experience

The Technical Assistant must possess graduate qualification in Law or Human Resource Management and/or Organizational Development with post-graduate training and/or professional qualification in Strategic Human Resource Management or master’s in business administration.
