UNOPS Brazil is responsible for managing the strategic and operational risks associated with the project portfolio in the country, including, developing and delivering economic services that contribute to sustainable outcomes for UNOPS partners and management outcomes.

In Brazil, UNOPS supports infrastructure (health, rule of law, urban planning, education), health service acquisitions, public-private partnerships, logistics for Brazilian humanitarian aid, etc, social development and human resources for UN sister agencies.

UNOPS Brazil is an integral part of the Multipay Office of Argentina and the regional management structure for Latin America and the Caribbean.

As part of its activities in Brazil, UNOPS regularly assembles teams to support partners in designing and implementing a diverse and challenging project portfolio.

Project context:

The Maceio Collective Damage Repair Program aims to support the Federal Public Ministry (MPF) in the implementation of activities to compensate for collective damages and promote the development of the affected population by the sinking of lands in Maceio (AL). The MPF has established a Non-Patrimonial Damage Management Committee with members of civil society and government agencies to select the specific activities to be implemented by UNOPS. The project team will initially include about 20 people to manage acquisitions and grants, but that number may change as the Committee selects additional activities. The project must be implemented in a period of 4 years. In addition to the MPF and the Committee, the justice system, the municipal government and local communities and associations are also important stakeholders.

The position will be occupied in Maceió, Brazil.

Project Background:

The Maceió Collective Bargaining Program aims to support the Federal Public Ministry ( MPF ) through the implementation of activities to compensate collective actions and promote the development of población affected by the flood of land in Maceió ( AL ). MPF has established a Management Committee for Donations in Patrimoniales with members of the civil society and government agencies to select the specific activities that UNOPS will implement. The project team will initially include 20 people to manage the acquisitions and subsidies, but this number can change as the Committee selects additional activities. Functional Responsibilities

The main activities planned for the Project Management Support Officer (Social Management), framed in the preparation, planning, implementation and closure activities, are:

  • Identify the own resources needed for the implementation of the project, allocate them and coordinate them.
  • Control the quality of the products developed by the responsible team.
  • From the selection of intervention proposals, direct and coordinate the planning stage, which includes as the first action the diagnoses of interventions, which serve as a basis for the signing of agreements with social organisations, UN bodies or undertakings responsible for the works.
  • Based on the diagnoses, identify the need for social monitoring activities and other issues important to beneficiaries.
  • Design, schedule, and organize awareness workshops to reduce the harmful effects of construction work, orientation workshops, and specific skill development, waste recycling campaigns and solid waste disposal systems that do not harm the ecosystem, among others.
  • In the implementation phase, coordinate and supervise the responsible team throughout the project, to coordinate the activities and give attentive support to the different actors and beneficiaries, and, trying to identify and prioritize the problems inherent to each intervention group, developing containment, prevention and action activities during the period of each intervention.
  • Develop work plans, updating them when necessary, ensuring the proper management of information, data and documentation.
  • Ensure the preparation and management of necessary reports, presenting them in a timely and appropriate manner.
  • In the closing phase, develop participatory evaluation tools and present the products, results and impacts, applying these tools, if possible, to, to assess the relevant aspects of the project and identify and systematize the lessons learned.
  • Supervise the multidisciplinary support team that meets the needs of the partner, supervised in conjunction with the focal point or technical responsible of each area.
  • Perform other related functions as requested by the Project Manager.

In parallel, the officer shall:

  • Actively participate in UNOPS communities of practice
  • Represent UNOPS in internal and external forums, as necessary, presenting the projects under its responsibility.
  • Know and apply UNOPS policies, guidelines and manuals on project management, agreements, infrastructure, gender management, diversity and inclusion.
  • Assist the UNOPS management team in Argentina in planning possible new projects.

For the development of its activities, the Social Officer must reside in Maceio. The/the candidate/the selected/a will receive this specific responsibility.

The main activities planned for the Official support to the management of projects (social management)Program, marked in the activities of preparation, planning, implementation and civil engineering, are:

  • Identify appropriate resources needed for the implementation of projects, designations and coordination.
  • Controlling the quality of products developed by the equipment in your position.

  • In the implementation stage, coordinate and supervise the equipment in charge of the entire project, the, in order to coordinate activities and provide a partnership attentive to the different actors and recipients, seeking to identify and prioritize the problems inherent to each intervention group, developing containment activities, and, prevention and action during each intervention.
  • Unroll work plans, updating them when necessary, ensuring an adequate management of information, dates and documentation.
  • Ensure the preparation and management of required information, presenting in time and form.
  • In the stage of cierre, to design herramientes of participatory evaluation, and to present products, results and impacts, applying these herramientas, si es viable, to, the purpose of evaluating relevant aspects of the project and identifying and systematizing lessons learned.
  • To supervise the support team/multidisciplinary support that meets the needs of the partner, the supervision is carried out jointly with the focal point the technical responsibility of each area.
  • To develop other functions that are required by the Project Manager.

In parallel, the official will be:

  • actively participate in UNOPS practice communities
  • represent UNOPS in internal and external forums when required, presenting projects under their responsibility
  • to know and apply UNOPS policies, guides and manuals in project management, accidents, infrastructures, gender management, diversity and inclusion.
  • assist the UNOPS management team in Argentina in the planning of new project potentials

For the development of their activities, the social responsibility must reside in Maceio. The candidate who is selected for the position will have this particular responsibility assigned.

Education / Experience / Language requirements

Education

  • Higher level university degree, preferably in areas related to social work, social sciences, public policy, public administration or other related areas.
  • Master’s or postgraduate studies in these areas are desirable and considered a differential.

Work experience

  • Minimum of two (2) years of experience in planning, implementing, managing or monitoring community social work activities with vulnerable populations.
  • It is necessary to have experience in supervising work teams (minimum of 2 years).
  • Experience in managing social projects is required.
  • Experience in multidisciplinary work teams is desirable.
  • Experience in socio-economic development projects is desirable.
  • Experience in gender integration, diversity and inclusion in projects is desirable.
  • Desirable experience in the development, management, implementation or control of public policies, social management and programs and projects aimed at vulnerable populations.

Languages

  • Native Portuguese is required
  • Intermediate knowledge of English and/or Spanish is required .

Labor experience
