General context of the project

The war in Ukraine, which started on the 24th of February 2022, shows no signs of abating and continues to drive increasing humanitarian needs across the country. The number of internally displaced persons (IDPs) has now dropped from a peak of just over 8 million, however, the majority (3.9 million) continue to be from the east of the country, the main focus of the current Russian offensive (IOM), with many IDPs coming from Kharkivska, Zaporiska and Dnipropetrovska Oblasts. Access concerns and humanitarian needs are particularly high in eastern Donetska and Luhanska oblasts where the conflict is intensifying, and critical infrastructure damages prevent civilians from accessing basic services.

INTERSOS is currently implementing Health, Protection, NFIs, and WASH interventions, funded by UNHCR, SV, OCHA, GFFO, UHF, and ECHO, by encompassing several components: distribution of medicines to Regional Health Departments and shelters and equipment for clinics, Cash for Health, mobilization of Protection mobile teams, the establishment of community-based protection mechanisms, case management for CP/PWSN cases, psychosocial support (PSS), Protection Monitoring (PM), and distribution of material assistance to vulnerable individuals and households.

General purpose of the position

The Project Finance Officer is responsible for carrying out and supervising the AICS project’s financial activities and ensures financial needs are met. He/she ensures the proper and effective management of financial resources, in accordance with the Organization’s and donor’s procedures and under the supervision of Project Manager and Finance Coordinator.

Main responsibilities and tasks

  • Manages the daily transactions of the project, ensuring duly support documentation.
  • Assumes responsibility for cash account management and prepares bank payments.
  • Updates the financial status of the project on a monthly basis.
  • Regularly checks, in collaboration with the Project Manager, the project’s financial performance: overall burn rate, expenditure against budget, and financial forecasts.
  • In collaboration with the Project Manager, prepares the monthly procurement plan and follows up on ongoing procurements for timely delivery of goods and services.
  • Ensures that all project financial activities are carried out on time and within budget to achieve project results.
  • In collaboration with the Finance Coordinator, prepares project progress, interim and final project financial reports.
  • Monitors project expenditures ensuring that no expenditure is incurred before it has been authorized.
  • Makes sure that the project uses available financial resources in an efficient and transparent manner.
  • Ensures compliance with INTERSOS and donor procedures.
  • Coordinates and ensures proper administrative filing according to INTERSOS procedures.
  • Ensures all support documents are translated in Italian.
  • Prepares internal and external audit.
  • Ensures proper budgeting, verifying the conformity of expenditure items, as well as compliance with current procedures.
  • Verifies that expenditures and purchase commitments are in line with budget availability and current level of expenditure.
  • Supports the HR Dept in the recruitment process of Finance positions.
  • Performs any other tasks as requested by the Head of Mission, Finance Coordinator, or Project Manager

Required profile and experience

Education

  • Desirable finance, business or administration related diploma

Professional Experience

  • Minimum two years’ relevant work experience
  • Experience in relevant and similar jobs
  • Preferable working experience with other NGOs in developing countries

Professional Requirements

  • Essential computer literacy (financial DB, word, excel and internet)

Languages

  • Proficiency in Italian (written and spoken) is mandatory. Professional level of English (written and spoken) is requested.
