ABOUT THE BSF

Created in 2007 by’historian Patrick Weil, Libraries Without Borders strengthens the power of’activate vulnerable populations by facilitating their access to’information,’education and culture. L’association deploys its inclusive and innovative projects in thirty countries around the world to enable people affected by crises and precariousness to learn, from their, entertain and (re)build their future. Thanks to its innovative tools, its content library and its expertise in mediation, BSF and its partners are taking over the major issues of the XXIst century such as’education, reading and culture, citizenship and social cohesion, health and also’employment and’entrepreneurship.

POSITION CONTEXT

In 2024, BSF will further develop its programs in Europe to support integration as well as access to education, culture and information for migrant populations. The project financed by the Asylum Migration and Integration Fund ( FAMI ), which is scheduled to start at the end of the first quarter of 2024 and which will last 2 years, aims to develop and implement local strategies for the integration of these migrant populations by relying on library networks, and thus strengthen their inclusion at regional and local levels. In this context, BSF is at the head of a consortium made up of partners in France, Poland, the Netherlands, Latvia and Romania.

The project coordinator will be responsible for ensuring that the project’s included activities are properly implemented in the 5 countries in close collaboration with the consortium partners. Relevant and effective support to the populations of’s will be achieved in particular through the adequate delivery of appropriate tools and services

POSITIONING IN THE’ORGANIGRAMME

The project coordinator will be under the direct supervision of the Geographical Manager Europe, and will work closely with the various technical departments of BSF at Headquarters.

MAIN MISSIONS

Within the consortium, the project coordinator will be responsible for the following :

1/Consortium leadership and coordination

  • Steering /contribution / follow-up of all stages of the project cycle in relation to the proposal validated by FAMI (diagnosis, planning, implementation, monitoring, evaluation);
  • Ongoing support for consortium members (e.g., organization of coordination meetings, capacity building, including donor rules, field visits, sharing of best practices) ;
  • S’ensure of the commitment of the consortium partners throughout the project ;
  • Document and share decisions taken within the consortium, ensure the implementation of the decisions taken ;
  • In accordance with FAMI guidelines, documentation and regular reporting on project activities (coordination of reporting and contribution to writing).

2/ Monitoring the implementation of the project

  • Budget follow-up of the project ;
  • Data collection and analysis for monitoring project indicators ;
  • Regular reporting of the BSF departments involved at Headquarters level;
  • Provide relevant material (e.g photos, testimonials) for the communications of the consortium, in collaboration with the BSF COM Department at Headquarters;
  • Participation in partnership meetings, clusters and/or any other platform that is relevant to the project.

3/ Strengthening local initiatives in the 5 countries of’intervention

  • Coordinate / contribute to mapping :
    • pre-existing initiatives at the level of local institutions and library networks in the field of’integration /inclusion of migrants
    • educational material available for the purpose of the’integration of target populations (in particular through culture)
    • national policies and strategies implemented in the field of’integration and’inclusion ;
  • Organisation and/or support to the’organisation of’ mobilisation events in each’ intervention country, in collaboration with migrant associations ;
  • Contribution to the creation and/or adaptation of content that will be integrated into the BSF Marketplace (interactive and innovative catalog of digital content, including, free and user-friendly) with the aim of supporting librarians in the implementation of intercultural’activities for migrants ;
  • At the end of the project, participation in the supervision and the’ elaboration of’un « Guide on’integration via libraries » for the attention of librarians, in connection with the consultants involved.

4/ Under the leadership of the consortium partner identified as being in charge in the project, and in collaboration with the other members, contribution to the development and implementation of local strategies and partnerships :

  • Contribution to the creation of’a manual of « local strategies » specific to each country of’intervention ;
  • Contribution to the definition and implementation of local strategies through tutorials, field visits, and workshops for partners ;
  • Participation in the creation of’une « European toolbox for local strategies » ;
  • Contribution to’alimentation of BSF MarketPlace content;
  • At the end of the project, participation in the’development of’un « Guide on the development of local partnerships for’integration »

5/ Dissemination of good practices and project conclusions:

  • In close collaboration with EBLIDA (European office of library associations, information and documentation) contribute to the deployment of the E-PANEMA platform (Eblida PArtNErship MAching tool) to ensure the dissemination of content, methodologies and strategies developed through the project;
  • In close collaboration with the BSF Desk France, organisation /participation in workshops during the Congress of Librarian Associations of France ;
  • In collaboration with the members of the consortium, facilitation of communities of practice in each’ intervention country ;
  • At the end of the project, contribution to the’development of’a new page « Displaced, exiled and migrant populations » on the E-PANEMA platform. Will aim to disseminate all the content created as well as the initiatives implemented locally during the project.

Other tasks related to the implementation of the project may emerge during the duration of the contract.

QUALITIES AND SKILLS SOUGHT

Skills and qualifications required:

  • Strong knowledge and mastery of all stages of the project cycle as well as budget management ;
  • Experience in managing consortium(s);
  • Knowledge of migration issues in Europe;
  • Project management experience funded by’UE;
  • Ability to represent BSF to different stakeholders with communication skills, including excellent diplomatic skills and the ability to influence and negotiate ;
  • Flexibility, adaptation and proven problem-solving experience, with the ability to manage a wide range of topics ranging from macro to micro and prioritize;
  • Organized and reliable, with the ability to work independently ;
  • Interest in and commitment to BSF values, mission and mandate; and ;
  • Solid and proven level of’english read, spoken, written (main language of work with consortium members).

Will be considered as more:

  • L’interest in digital education and new technologies ;
  • L’experience in the drafting and submission of’calls for projects, in particular with’ ;
  • L’experience in contact with migrant populations ;
  • L’experience in connection with libraries.

RECRUITMENT CONDITIONS

  • Status : Fixed-term contract (CDD) under French law
  • Start date of : 18/03/2024
  • Duration : 18 Months
  • Working time management status and modality : Status Frame to the Days Package (208 days). Attachment to the National Collective Convention ECLAT, on which BSF depends.
  • Remuneration : According to BSF salary grid and experience
  • Advantages : Restaurant tickets (50%) d’a face value of 8.00€; Mutual (50%) ; provident ; local transport ticket support at 50%.
  • Place of work : based at the headquarters of BSF in Montreuil, with regular trips to the countries of intervention’.
