Aiming to align the organizational structure with the CPD 2017-2021, extended until 2023 because of the pandemic, to the new CPD 2024-2028, still under construction, and the priorities of the Sustainable Development Goals ( SDG ), the UNDP Program portfolio design includes three main lines of work that are mutually strengthening, designed around three axes: 1. People and Prosperity: focusing on poverty reduction, economic and social policies, public-private partnerships, economy, infrastructure, inclusive markets and growth. 2. Planet: focused on the environment, biodiversity, climate change, disaster risk reduction, chemicals and the Montreal Protocol. 3. Peace: aimed at promoting the prevention of violence, justice, transparency, anti-corruption practices, human rights, development of local capacities.

In this sense, the UNDP Brasil Socioeconomic Inclusive Development unit works by developing and implementing partnerships in the economic and social areas, with public and private partners, seeking to strengthen institutional capacities, improve design, implementation and evaluation of public policies, strengthen regulation, support innovation and ensure that development is thought holistically, without leaving anyone behind. The Unit’s portfolio is thus composed of projects on the themes of economics, infrastructure, education, health, social protection, among others, that complement each other synergistically and align with the priorities of the organization, the Brazilian Government, the private sector and society in general.

Specific context of hiring: Considering the Brazilian reality – with its structural and cyclical challenges – and the importance of the social theme for human development in the country, the Inclusive Socioeconomic Development unit seeks to expand its capacities in the referred theme by hiring Project Manager who can work in the areas of education, social protection, early childhood, sports, combating inequalities and evaluating public policies. Other areas of focus of the projects, for which it is expected that the Manager can also provide substantive technical contributions are infrastructure and public private partnerships.

Thus, under the direct supervision of the Program Officer of the Inclusive Socioeconomic Development Unit, the Project Analyst ( Manager ) will be responsible for providing technical advice, manage the implementation and monitoring of projects in the modalities of direct execution ( DIM ) and national ( NIM ) attributed to her / him. Thus, the Project Analyst ( Manager ) will be responsible for all managerial activities related to project implementation, ensuring the fluid execution of projects, the consistency of its implementation and compliance with UNDP rules and regulations, in addition to providing substantive technical contributions in the areas of focus of the projects, contributing to the positioning and expansion of UNDP’s performance in the reference themes.

Scope of work

This Term of Reference aims to hire a ( a ) Project Analyst ( Manager ) for a set of projects from the Inclusive Socioeconomic Development Unit. The ( a ) Project Analyst ( Manager ) will be responsible for providing knowledge and providing technical and operational assistance to projects in the social area of that Unit, which implies, but is not limited, the following activities:  Provide efficient strategic management of operation work planning and project resources under your responsibility.  Ensure full compliance with operations with UNDP standards, rules and policies, in the implementation of operational strategies.  Manage projects in a project portfolio of the Inclusive Socioeconomic Development Unit, which involves the following actions:o elaborate proposals for terms of reference for hiring individuals / legal entities; o manage financial performance according to allocated budgets; o manage teams allocated to projects; o provide specific technical knowledge in the projects under their responsibility and related topics; o identify problems and propose recommendations for improving operational and administrative processes, o play the corresponding role in Quantum to approve purchase orders, vouchers and other transactions; advising and monitoring the performance of independent evaluations and internal and external audits; o analyze project flows and processes to support information management; o propose mechanisms for information management and process optimization;the elaboration of an Annual Work Plan based on the total planning of the projects; o support, facilitate or carry out communication and stakeholder relationship activities; o carry out other managerial obligations that contribute to the efficiency in the execution of the projects under its responsibility.  Ensure continuous process improvement and contribute to the mapping of business processes and the establishment of internal standard operating procedures in finance, purchasing and logistics services, in accordance with the UNDP internal control framework.  Provide and organize team training on budget functioning and management, promote discussion on lessons learned / best practices and contributions; Institutional Arrangement

The professional ( a ) will work under the guidance and supervision of the UNDP Program Officer, in order to ensure harmony between the technical, administrative and operational actions of the projects under his responsibility. This is a vacancy financed by a project ( s ), with an initial duration of one year, with the possibility of renewal during the duration of the initiatives.

Minimum education requirements

  •  Master’s degree or equivalent in Administration, Economic Sciences, Social Sciences, Political Sciences, International Relations is required.
  •  Diploma of University Graduation in Administration, Economic Sciences, Social Sciences, Political Sciences, International Relations or other related areas in combination with an additional 2 years of qualified experience will be given due consideration instead of a master’s degree.

Minimum years of relevant professional experience

  •  Up to 2 years ( with Master’s degree ) or at least 2 years ( with undergraduate diploma ) from experience in project management and / or management or implementation of public policies

Skills required

  •  Experience in projects or initiatives in areas related to social or economic policies or infrastructure is an asset.

  •  Technical knowledge of subjects related to social or economic or infrastructure issues.
