Job Description

According to the official data of TurkStat, Türkiye has a high rate of early school leavers and young people not in employment, education, or training (NEETs). In 2021, the NEET ratio among the youth population aged 15 to 17 was 9.2%. For the young population aged between 18 and 29, the overall NEET ratio was 37.5%, namely 50.5% among young women and 24.4% among young men. The covid-19 crisis has led to the gradual increase of the unemployment rate among the young population as statistics are indicted above and to the displacement of many young people. The pandemic also showed that e-commerce has grown two to five times faster than before the pandemic.

The overall objective (Impact) of the project is to strengthen human capital of Türkiye gender equally by building digital capacity for future professions. The IT, robotics and coding, e-transformation, digital marketing, and complementary areas such as social innovation, solution oriented and design thinking, etc. will be future skills required for youth and adolescents to create added value products to the technology market.

The specific objectives (outcomes) of the project: First specific objective (Outcome 1) is to upgrade and improve the skills of youth and adolescents to play active role in digitalization and innovations, technological and economic changes. The second specific objective (Outcome 2) is to upgrade the capacities of Municipalities/Local Administrations and CSOs in Türkiye on digital skills development and job transition.

Duties and Responsibilities

The Project Analyst (PA) shall be mainly responsible for the administrative compliance of the project activities. The PA will be in charge of managing operational issues (i.e., mobilization of short-term experts, procurement, payments, etc.) as well as managing contractual relations with the Contracting Authority.

The PA will have the following responsibilities

  •  Implement operational procedures and mechanisms for carrying out respective project activities in line with the UNDP requirements, procedures and systems.
  •  Ensuring proper financial management of the respective project, monitoring and analysis of the financial status and disbursements, preparation of budgets and budget revisions in consultation with the LED Projects Coordinator, preparation of cash flow forecasts, financial status reports etc.
  •  Review project payment requests and process payments in accordance with the applicable procedures and contract terms.
  •  Provide necessary administrative support for co-ordination of project activities with other UNDP units such as procurement, finance, human resources etc. and outside parties.
  •  Contribute to synergy-building among different initiatives by UNDP and beyond.
  •  Perform appropriate duties as assigned by UNDP.
  •  Work in close cooperation with the UNDP Türkiye, UMT and other project partners to finalize the discussions and present the deliverables to the UNDP Project Team and LED Projects Coordinator for approval.

Required Skills and Experience

Education:

  •  Master’s degree or equivalent in economics, business administration, international relations, and engineering advanced degrees in the same fields preferred (in any other related fields) is required.
  •  Bachelor’s degree in combination with an additional 2 years of qualifying experience will be given due consideration in lieu of master’s degree.

Experience:

  •  Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of relevant experience within project cycle management.
  •  Minimum 2 years of experience working with national/international institutions/organizations in the field of local economic development is an asset.
  •  Experience in at least 1 project within the rules and contractual procedures of the EU is an asset.
  •  Experience in at least 1 project within the rules and contractual procedures of UN is an asset.
  •  Experience in at least 1 project in collaboration with governmental organizations is an asset.

Required Skills:

  •  Driving license is required.
  •  Computer knowledge in word processing, spreadsheet, outlook, etc. is required.

Languages:

  •  Proficiency in Turkish and English (both written and spoken) is required.

Institutional Arrangement

The PA will be directly responsible for / reporting to / seeking approval of output from the UNDP ISG-PPI LED Projects Coordinator.
