Organizational framework

On December 1, 2018 with the support of the Economic Commission for Latin America and the Caribbean ( ECLAC ), at the initiative of the Governments of Mexico, El Salvador, Guatemala and Honduras, they launch the Comprehensive Development Plan ( PDI ), presented on December 10 of the same month, within the framework of the Conference for the Global Compact on Migration.

In line with that initiative, the Food and Agriculture Organization of the United Nations ( FAO ) with resources from the European Union implements the Project to Support the Comprehensive Development Plan for Central America within the framework of the European Union’s global response to COVID-19. The project aims to mitigate the impact of the COVID-19 crisis by improving long-term resilience and reducing migration flows among the population objective of the three countries of the Central American North Triangle, for the achievement of the Sustainable Development Goals ( ODS ) together with the global commitment to implement actions to implement the Global Compact for Safe Migration, Ordained and Regular in rural areas that are the origin of large groups of migrants from the three countries,by increasing employment and consolidating livelihoods in selected rural territories.

Hierarchical dependency

The project administrator will work under the general supervision of the FAO Representative in Honduras and the Assistant Representative for Administration, reporting directly from the Project Coordinator “ Support for the Comprehensive Development Plan for Central America within the framework of the European Union’s global response to COVID-19-GCP / SLM / 005 / EC.

Field of specialization

The owner will have as:

  •  Provide leadership, technical assistance and monitoring in the project’s administration and finance area, in coordination and collaboration with the administrative and financial personnel hired in the countries.
  •  Generate and organize the necessary information for the financial and administrative monitoring of the project.
  •  Ensure compliance with FAO and donor financial and administrative procedures, standards and standards ( EU ).
  •  Organize and provide advice and technical support to the project in relation to financial and administrative matters.

Tasks and responsibilities

  •  Review the accounts and ensure the proper authorization of payments and in particular the preparation of the appropriate expense documents;
  •  Keep track independently for the project, following FAO administrative procedures, based on agreements established with each resource partner.
  •  Manage all financial records, administrative correspondence and be in charge of monitoring and advising on the financial situation of the project;
  •  Ensure the maintenance of updated financial records, including the preparation of bank statements and other reconciliation statements, and supervise and close the accounts at the end of the year and the biennium;
  •  Ensure that expenses are in accordance with approved budgets and that all documents are correctly complete and consistent
  •  Administer, control and disburse project funds in accordance with established rules and regulations and within the framework of the powers delegated to it;
  •  Prepare and review specific reports on project accounts, coordinate and submit special reports for periodic budget preparation and audits.
  •  Participate in administrative and financial planning.
  •  Organize logistics and administrative of events and trips developed within the framework of the project;
  •  Advise, prepare and follow up on the purchase processes and letters of agreement within the framework of the project;
  •  Ensure that national and international staff are duly informed about FAO and donor administrative and budgetary rules ( EU ).
  •  Perform other financial and administrative tasks in support of project implementation

THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  University degree at the bachelor’s level in administration, finance, economics or similar academic field;
  •  At least 4 years of experience in the operational, administrative and / or financial management of international cooperation projects;
  •  Limited English knowledge ( oral and written ).
  •  Honduran National.

Selection criteria

  •  Degree of experience in the area of financial administration and management, including accounting and administrative area
  •  Knowledge of FAO and / or the United Nations on the issues of administrative and financial policies, rules and procedures, financial / travel / corporate human resources computer systems.
  •  Ability to organize, coordinate and supervise the work of the other ( financial and administrative personnel in the countries )
  •  Ability to monitor project budget execution
  •  Excellent oral and written communication skills in Spanish.
  •  Work experience in more than one place or workplace
  •  Amplitude and relevance of project experience.
  •  Amplitude and relevance of the experience in managing projects with international organizations.
  •  Knowledge of computer programs ( Word, Excel, Power Point, Internet Access, E-mail )
  •  Knowledge of administrative procedures

  •  Analytical skills and good judgment.
