In Syria, WFP provides food assistance to more than 4.8 million people each month. This includes families who require emergency assistance when affected by conflict and displacement and those who need help to improve their nutrition and food security. WFP supports children across Syria with healthy meals and snacks at school, mothers with nutritious diets, and families and communities with sustainable livelihood projects.

WFP Syria Country Office’s Mersin Field Office operates cross border to assist around 1.5 million people residing in Northwest Syria (NWS) each month, through its cooperating partners via various assistance modalities.

JOB PURPOSE

To deliver standard business support processes for a specific professional area of work, to facilitate effective service delivery as well as to perform specialized and/or standardized policy and programme-related processes and activities to support the effective targeting of beneficiary households and to provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the supervision of the Head of M&E, VAM, and AAP, the incumbent will be responsible for:

  •  Supporting the development of the permanent NWS beneficiary database system including the development of dashboards for end users.
  •  Designing, drafting, and maintaining the beneficiary registration questionnaires (XLS Form with all constraints, calculations, and media files).
  •  Performing regular data cleaning and analysis on existing and incoming data in the beneficiary database.
  •  Supporting the design, rollout, and implementation of a targeting methodology, referral process, and appeals process for NWS.
  •  Designing quantitative and qualitative assessments on thematic interests related to better understanding the vulnerabilities of WFP NWS beneficiaries.
  •  Conduct regular capacity trainings for implementing partners to improve their processes for data collecting and beneficiary management.
  •  Producing periodic reports on WFP NWS beneficiary vulnerability status based on the beneficiary database results.
  •  Designing any survey forms needed by the Unit, as well as other Mersin FO units
  •  Performing other relevant duties, as required by the Head of Unit.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Information Technology, Computer Science, Economics, or Data Analytics or First Level degree in the above areas with two additional years of experience.

Experience: – With an Advanced University Degree: One year of experience in the Humanitarian or Development sector, with experience working in Monitoring & Evaluation and/or targeting, assessments, database management .

– With a First University Degree: At least three years of experience in the Humanitarian or Development sector, with experience working in Monitoring & Evaluation and/or targeting, assessments, database management .

Language: Fluency in oral and written communication in English, Turkish, and Arabic.

OTHER SPECIFIC JOB REQUIREMENTS

  •  Fluent in at least one programming language e.g., Python, SQL, Java Knowledge of food security vulnerability indicators.
  •  Advanced skills in designing XLS Forms and using ODK (Open Data Kit)
  •  Knowledge in targeting practices and managing a beneficiary database.
  •  Knowledge and experience in statistical data analysis using tools like SPSS, R, MS Access.
  •  Knowledge and experience in building dashboards using TableauThis section is optional to describe additional responsibilities & knowledge required for the specific job.
