Programme Officer, Monitoring and Evaluation At International Training Centre of the International Labour Organization


INTRODUCTION

The International Training Centre of the International Labour Organization (the Centre) is the training arm of the ILO, the Specialized Agency of the United Nations, which promotes social justice and human rights in the world of work. The Centre delivers training, learning and capacity development services to governments, employers’ and workers’ organizations, and other national and international partners, in support of decent work and sustainable development. Its mission is to be the leading provider of learning and training for the world of work. During the 2020-21 biennium, the Centre delivered about 2000 training activities and advisory services for around 130,000 people from over 180 countries.

The position is located in the Organizational Development and Project Services Programme (ODPS).

The mission of ODPS is to provide comprehensive capacity-building interventions, training and certification programmes, advisory services, and diverse learning programmes tailored for ILO constituents, ILO staff, and development cooperation practitioners, aiming to enhance the governance and management of both development cooperation programmes and projects and their respective institutions.

The ODPS programme and expertise is structured around the following three components of products and services:

1. A component on programme and project cycle management which includes the main body of capacity development services,

2. An organisational development component, which includes consultancy services, system design and data-driven and knowledge management services, and monitoring and evaluation services; and

3. A third component on project management services: the project management hub, which brings together the tasks and experience in the identification, design, implementation, monitoring, and evaluation of projects carried out by the Centre.

The Programme Officer will provide training and learning services essentially under Component 1 and the he/she will also be required to support the two other programme components with his/her monitoring and evaluation expertise.

Functional responsibilities

Under the supervision of the ODPS Programme Manager, the Programme Officer is expected to contribute to the design and implementation of training programmes, capacity development projects and activities in the area of monitoring and evaluation in collaboration with the other professionals of the programme.

More specifically, the Programme Officer is expected to:

  • Design and implement training programmes and learning activities on monitoring and evaluation in cooperation with ITCILO colleagues, ILO/UN partners, other international organizations, government agencies and other partner institutions;
  • Develop online training materials and contribute to the ongoing improvement of the programme training products, services and digital ecosystem;
  • Manage the administrative aspects and human resources, such as external consultants, related to the organization and implementation of assigned projects, training programme activities; monitor training programme design and implementation; ensure quality control of learning activities; and validate existing training modalities and approaches through monitoring and evaluation;
  • Undertake the preparation or updating of curricula, select training methodologies, develop training toolkits and consolidate lessons learned and good practices;
  • Participate in training needs assessments of various target groups and competence with a view to developing strategies and plans in response to those evolving needs;
  • Contribute to technical researches, organisational diagnostics, evaluations and knowledge sharing exercises in the programme’s relevant technical areas;
  • Assess the demand for learning and training in monitoring and evaluation with a view to developing new products and services, including the development of eLearning products and innovative training modalities integrating the potential of technologies;
  • Contribute to the formulation and development of specific capacity development or organizational development projects and activities which include a monitoring and evaluation component;
  • Promote the international visibility of the Centre and ODPS, accelerate the mobilization of financial resources and formulate proposals for submission to potential sponsors;
  • Liaise with the relevant ILO/UN sectors, programmes and specialists and other ODPS partners under the coordination of the Programme Manager;
  • Perform other related duties as required.
  • Qualifications required

    Education

    Advanced university degree in international development, public sector administration of management, evaluations, project management, social science research or any other related field.

    Experience

  • At least five years of progressively responsible professional experience in the design and implementation of monitoring and evaluation related tasks, of which three years at the international level;
  • Experience in implementing monitoring and evaluation training programmes with different training modalities: face-to-face and online;
  • Technical expertise and experience in conducting programme and project evaluations or in delivering consultancy services;
  • Experience working with stakeholders coming from middle income and/or developing countries;
  • Familiarity with the UN system and ILO mandate is considered an asset.
  • Languages

    Excellent command of English.

    Very good working knowledge of a second language among the following: Spanish, Arabic, Russian or Chinese.

  • Technical competencies

    · Knowledge and skills on the key areas of expertise of ODPS programme and in the programme and project cycles phases: identification, design, implementation, monitoring and evaluation.

    · Excellent training skills, including knowledge and practice of participatory and action-oriented training methods and tools.

    · Ability to identify training needs, design and deliver effectively training programmes, evaluate results of training activities and mobilize resources.

    · Analytical and problem solving ability.

    · Presentations and negotiating skills.

    · Skills in utilizing advanced computers applications, including project management and data processing software.
