ORGANIZATIONAL CONTEXT

The post is located in Antananarivo. Holders of positions are the responsibility of a head of the unit, a chief or an information technology officer or the designated person.

At this level, incumbents are expected to assume responsibility for completing a range of processes and activities requiring interpretation of standard guidelines / practices. Holders of positions are able to recommend an action plan to staff at different levels and can assign tasks to other staff.

KEY RESPONSIBILITIES ( not exhaustive )

1. Perform system maintenance tasks, such as performing monitoring tasks, performing system diagnostics and optimizing the system, to ensure efficient operation and allow easy use.

2. Maintain technology, including standard repairs, configuration and storage, in accordance with data security and access controls, to ensure that the computer equipment needed by WFP staff is available.

3. Prepare files and systems for inventory and archives, such as website content and directories, to ensure that information is accurate and up to date.

4. Assign tasks to other colleagues, ensuring that tasks are delivered to agreed standards and deadlines, to support the efficient delivery of services.

5. Answer various questions about technology and systems to help WFP staff provide their services.

6. With the support of senior colleagues, provide standard training to end users of technology and systems to ensure that personnel use standard technology and systems effectively.

7. Perform routine deployments of server hardware and software, including testing and problem identification, to help effectively operate the technology.

8. Responsible for maintaining information files such as updating web pages and statistical databases to ensure that information is current and well organized.

9. Install, operate and maintain telecommunications systems and equipment to provide optimal services in accordance with standard operating procedures.

10. Support the development of standard documents such as training documentation and web content on behalf of senior officials to ensure that staff have access to the required information on services and computer products.

11. Propose improvements to methods and processes to support the continuous improvement of IT services.

12. Monitor emergency response processes and procedures defined as required to provide support to meet emergency food aid needs.

FUNCTIONAL CAPACITIES

Name of capacity: Description of expected behavior for skill level

Governance, strategy and architecture: Demonstrate awareness of the overall structure of IT governance and the development of system architecture to support the process and help design the interaction between systems.

Implementation change, project management, planning and optimization: A basic understanding of project management principles to provide basic estimates on the schedule, use of resources and costs to facilitate the project planning process.

Technical expertise: Continuously updates its own knowledge of new technologies and product modifications; Is wanted for advice / expertise and recognized internally as an important technical reference.

Service management: Understands and respects the standards and protocols established for service excellence within its own domain in order to maintain the quality of delivery and the high levels of satisfaction of clientele.

Customer management: Exposes a detailed understanding of clients’ IT requests in order to respond effectively and manage the needs of internal customers. Identifies recurring problems to offer long-term solutions.

Supply and management of contracts: Participate in the technology selection process by gathering information on suppliers and / or products to assess them according to criteria.

STANDARD MINIMUM QUALIFICATIONS

Education:

High school diploma. A post-secondary certificate in the related functional area is desirable.

Experience:

At least five ( 05 ) years of professional experience

Language: Master of French ( level C ). Intermediate knowledge of English ( level B ).

QUALIFICATIONS REQUIRED FOR ENTRY IN THIS ROLE

·Has experience to solve more complex technical problems.

·Worked with the management of the units to define the requirements relating to the functional area.

·Has experience in applying customer service standards to solve or increase customer service problems.
