Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Under the overall supervision of the Chief of Mission (CoM) of IOM Nigeria, the direct technical supervision of the Senior Programme Manager (FMM II), in close coordination with the Director of Research & Statistics, under the Commissioner of Economic Affairs & Agriculture, and the Director of Free Movement of Persons, Migration & Tourism, under the Commissioner of Economic Affairs & Agriculture at the Economic Community of West African States (ECOWAS) Commission, and in collaboration with the Programme’s Consortium partners, the successful candidate will be responsible for providing technical support and assistance with the coordination and management of migration data related activities of the European Union (EU) Funded Programme “Support to Free Movement of Persons and Migration in West Africa, Phase II (FMM II)”.

The overall objective of the programme is to maximize the development potential of free movement of persons and safe, orderly, and regular migration in West Africa in the context of the regional integration process. This second phase of the FMM programme will build on the success of the previous EU-funded support toward implementing ECOWAS migration-related policies and frameworks and improve migration governance in the region through a multi-stakeholder consortium implementation modality comprised of the International Centre for Migration Policy Development (ICMPD) and the International Labour Organization (ILO), under the lead of the International Organization for Migration (IOM).

This five-year programme will be implemented at regional, national, and local levels within ECOWAS Member States (MS) and Mauritania, with the main objective of effectively implementing the ECOWAS Free Movement Protocol and the ECOWAS Common Approach on Migration.

Core Functions / Responsibilities:

  1. Guide the Programme Manager on the implementation of migration data related activities,ensuring a smooth coordination among the Consortium partners (IOM, ILO, ICMPD), the EU Delegation (EUD) in Abuja, ECOWAS Directorate of Research & Statistics, ECOWAS Directorate of Free Movement of Persons, other relevant Directorates, in accordance with the planned activities in the programme’s workplan.
  2. Support ECOWAS Member States in the development or update of National Migration Profiles and ensure regular compilation following a harmonized regional approach;
  3. Produce or update an ECOWAS Regional Migration Profile;
  4. Collect and process migration data received from national levels and compile periodicregional reports on migration trends and on key topics;
  5. Create and regularly update a database on available migration data and researches inECOWAS region;
  6. Prepare quarterly and annual reports on migration data;
  7. Ensure that national stakeholders and data focal points in the region make use of theECOWAS regional guidelines on data collection and management;
  8. Develop and facilitate capacity building trainings on migration data collection andmanagement for Member States when the need occur;
  9. Ensure that monitoring and evaluation frameworks and activities are carried out to support theoverall follow-up of activities, results and objectives of the programme related activities and ensure the timely submission of narrative and financial reports to the programme manager, in accordance with the provisions of the contribution agreement signed between the Consortium Partners and the EU;
  10. Enhance coordination and regular liaison on data management between ECOWASDirectorate of Research & Statistics, ECOWAS Free Movement Directorate, Committee for Programme Steering and Coordination (CPSC), EUD in Abuja, other ECOWAS Directorates and Member states, and all other relevant programme stakeholders;
  11. Ensure synergies between FMM and other programs related to migration data, freemovement of persons and mobility to maximize impact and avoid duplication of efforts;
  12. Maintain flexibility to take on added responsibility as and when needed, in close coordinationwith the Director of Research & Statistics; and,
  13. Should be capable of undertaking frequent travels within the sub-region.

Required Qualifications and Experience:

Education

  • Master’s degree in Economics, Statistics, Mathematics, Information Management, Data Science, Political or Social Sciences, Development Studies, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • Bachelor’s degree or equivalent in the above fields with four years of relevant professional experience.

Experience

  • Experience in migration research, statistical analysis, data processing and/or reporting; with proven knowledge of data collection mechanisms, risks and mitigation solutions ensuring data protection;
  • Experience in organizing and delivering workshops, trainings, webinars and briefings in the fields of data analysis, research, data collection and/or reporting;
  • Experience in coordinating complex inter-agency programmes and engaging with multiple partners and stakeholders;
  • Experience liaising with regional bodies, governmental authorities, diplomatic missions and other international/national institutions;
  • Experience in the utilization of cloud computing solutions and/or software for data processing, data and statistical analysis, as well as visualization and reporting solutions such as Power-Bi and/or Tableau is an asset;
  • Previous work experience on migration-related programmes or projects in the Africa’s Regional Economic Communities (RECs) is an advantage; and,
  • Previous work experience in the West African Region is an advantage.

  • Understanding of the continental integration architecture in Africa and the role of Regional Economic Communities (RECs) is an advantage.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written).

Working knowledge of French and Portuguese is desirable.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
