Job Description

Background

The United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its recently developed Country Programme (CP) III, 2022-25 with a focus on transnational organized crime and border management, criminal justice and drug demand reduction and HIV/AIDS. As part of the CP there is significant strategic planning and coordination required with the Government to implement its Sub-Programme I on Transnational Organized Crime and Border Management. To deliver technical assistance to the Airport Security Force (ASF), UNODC Pakistan requires the services of a National Programme Officer – Airport Security with experience in security, civil aviation, transportation and terrorism as well as program planning, monitoring and evaluation.

The purpose of the assignment is to develop, manage and implement UNODC’s programme on strengthening airport security to detect transnational organized crime and terrorism. The National Programme Officer will be responsible to ensure that these objectives are achieved under the supervision of the sub-programme Advisor.

The generating deliverables will require the program officer DDR to be based in Islamabad at Country Office for Pakistan (COPAK) and report to the Advisor DDR SP-III, UNODC and will work closely with the Country Representative as well as sub-programme coordinators. The incumbent will interact with concerned ministries and agencies and international partners.

Payment Schedule and Rate The Program Officer will be issued an SC contract in accordance with United Nations rules and procedures. Payment scale will be determined by UNDP recommended rates for service contract holders. Travel costs including transportation and DSA for domestic and international travel will be paid by UNODC in accordance with United Nations rules and procedures.

Duties and Responsibilities

The National Programme Officer – Airport Security will undertake the following duties and responsibilities

  •  Manage projects and its implementation in the area of ongoing technical assistance to the Airport Security Force including in all areas related to transportation and terrorism.
  •  Design and supervise expert input into programme activities, both substantive and for monitoring purposes.
  •  Monitor and provide reporting on programme progress towards outcomes, within the framework of UNODC’s Country Programme III for Pakistan.
  •  Ensure the integrity of financial systems, reviews budget requirements of the programme and the office and ensures consistent application of rules and regulations in cooperation with the Programme Associate.
  •  Analyse the prevailing vulnerabilities of transnational organized crime in the country specially through airports and prepare and organize a variety of written inputs as necessary, such as background papers, concept notes, working and position papers, presentations, briefing notes as well as regular documents such as correspondence with governments and mission reports.
  •  Attend policy making and expert group meetings to analyse and advise on UNODC relevant issues; when requested, represent UNODC at those meetings.
  •  As required, supervise support staff in particular junior staff on substantive and programmatic issues.
  •  Identify areas of support in line with UNODC’s Country Programme III and Government priorities related to transportation and terrorism;
  •  Development of concept notes and project proposals under the guidance of the Programme Advisor;
  •  Act as a focal point with other international implementing partners for programmatic activities and delivery of critical areas of support;
  •  Engage with donors and international partners for broadening the work scope and funding support for programmatic activities;
  •  Provide capacity building to stakeholders as required;
  •  Implement work plan including completion of tasks such as workshops, dialogues, study tours and related activities in close coordination with the Programme Advisor.
  •  Draft donors’ reports and briefing materials.

Government Coordination to Support Policy Development

  •  Close and regular coordination with all stakeholders including Ministry of Defence, Airport Security Force, Civil Aviation Authority and others.
  •  Keep informed of all legislation and policy change and practices that relates to the Civil Aviation in Pakistan;
  •  Facilitate related workshops and meetings.

Any other tasks assigned by the supervisor.

Required Skills and Experience

Education:

Master’s in Criminology, Social Sciences, Political Science, International law, Project Management, Business/Public Administration or related fields.

Experience:

A minimum of two years of experience of programme development and coordination or previous experience working with airport authorities.

  •  Demonstrated experience to develop concept notes, project proposals, working and position papers, presentations and briefing notes.
  •  Working experience in the area of Civil Aviation or Air Marshal is an asset.
  •  Experience working with international organizations preferred.
  •  Demonstrated experience to coordinate and liaison with the national and international stakeholders at high level.
  •  Fluent in English (speaking and writing).
  •  Solid knowledge of MS office tools (Word, Excel) with advanced knowledge of MS Excel.

Location The Programme Officer will be based in UNODC’s Sub Office in Karachi, Pakistan, to complete the deliverables required under this position.
