About the Programme

Since March 2022, Ukrainian Archive has been working on the creation of a digital memory of the crime of aggression, human rights violations, and war crimes committed in Ukraine by all parties.

We collect, preserve, process, verify and investigate data collected. The Ukrainian Archive has so far preserved more than 5 million records, has published complex open source investigations and provided dossiers to justice actors. The team collaborates closely with Ukrainian and international civil society actors, as well as with other programmes of Mnemonic. Our work is cited in the press internationally, and used in war crimes investigations.

About the Role

We are looking for a Programme Manager for the Ukrainian Archive who will lead the day-to-day management and implementation of program activities in coordination with the Director of Programmes and in consultation with the Ukrainian Archive team. The Programme Manager will also be liaising with Ukrainian civil society actors, international organizations and donors.

The Programme Manager is the main responsible for designing the programme’s strategy, planning activities and coordinating key tasks. Having both an eye for detail and performance indicators, the Programme Manager ensures these are linked to contributing to the ultimate impact: justice and accountability.

At ease working with a distributed team, speaking to researchers, technologists, advocates, funders or journalists – sometimes all in one day – the Programme Manager thrives as a communicator and is able to facilitate discussions inclusively. Taking responsibility and decisions is as much a key as reflecting these and being willing to change course. Finally, some procedural and administrative work is part of the role, to ensure we are fair, effective and compliant.

Description of responsibilities

The Programme Manager of the Ukrainian Archive will be responsible for:

  • Manage and coordinate the Ukrainian Archive team in order to enable the timely implementation and quality delivery of activities;
  • Supporting Ukrainian Archive team members individually in their professional growth and ability to contribute to the programme and the organisation as a whole;
  • Lead the development and management of the programme strategy, with the support of the Director of Programmes, and in consultation with the operations and the technical teams, as well as external partners;
  • Expand and maintain meaningful and equitable partnerships with civil society, governments, international organisations and donors;
  • Applying and integrating Mnemonic’ Standard Operating Procedures into the Programme, and feed the Programme’s experiences and innovations into the development of these procedures;
  • Create programme plans and clarify processes, define the scope of activities, and monitor implementation to make necessary adjustments;
  • Coordinate and collaborate with other programmes on joint initiatives;
  • Coordinate with legal advisor(s) on all requests from war crimes units, accountability mechanisms and other official bodies;
  • Own the programme budget, monitor expenditure and compliance, in collaboration with the administrative and finance team;
  • Ensure the team is aware of and following donor regulations and ensuring compliance with grant guidelines and requirements;
  • Prepare funding proposals, interim and final narrative reports in coordination with Director of Programmes and administrative and finance team;
  • Coordinate with Director of Programmes on updates, achievements, risks and opportunities.

Your profile

  • Very solid knowledge of the civil society sector in Ukraine, preferably with experience working on human rights documentation or justice initiatives;
  • Solid project and grant management experience, as well as an independent, hands-on, reliable, and quality-oriented way of working;
  • Preferred experience of 3-5 years within non-profit program management;
  • Excellent organisational and time-management skills;
  • Proactive with strong communication skills and great attention to detail;
  • Familiarity with grant requirements and administration;
  • Public speaking skills (ability to represent the program to funders, stakeholders, partners), as well as good writing skills;
  • Friendly, enthusiastic and positive attitude;
  • Understanding of software development or implementation is an asset;
  • Degree in human rights, law, public administration, or a related field, or 3 years equivalent experience;
  • Fluency in oral and written English and Ukrainian, Russian is an asset.

We offer:

  • A full-time position for a limited term, 12-month contract, starting April 2024. We hope to extend this position, depending on available funds, organisational needs and performance;
  • Highly motivated, growing, diverse team;
  • The pay range for this position is EUR 44,000 – EUR 50,400 annually for Berlin-based candidates; depending on experience and qualifications; compensation in other locations is determined based on cost-of-living.
  • 26 days of annual leave;
