Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.


In response to the ongoing crisis in Afghanistan, the Afghanistan ICCT activated a Camp Coordination & Camp Management (CCCM) Working Group (WG) to improve the standards and approach of cluster partners operating in camps, camps-like settings, and informal sites. The CCCM working groups aim is to develop an operational strategy for displacement sites, including the development and maintenance of collective infrastructures, disaster risk reduction, community participation as well as complaints and feedback mechanisms. The CCCM WG is lead by the United Nations High Commissioner for Refugees (UNHCR) but as the International Organization for Migration (IOM) is a global CCCM cluster lead agency, IOM and its mobile CCCM programme (operating in sites in Mazar as well as a rapid response roving team) are a key component of this CCCM WG.

In addition, a national durable solutions working group has been set up in Afghanistan to support thinking and action around solutions to displacement in Afghanistan. IOM co leads the working group at national level as well as in the current sub national structure present in Herat. This work related to IOMs global commitment to advancing solutions for displacement affected communities. IOM is a lead organisation in the High-Level Panel on Internal Displacement, contributing heavily to the report and the resulting Action Agenda on internal displacement which aims to help mobilize collective action and advance solutions for displaced populations.

Under the overall supervision of the Chief of Mission (CoM), and the direct supervision of the Emergency Coordinator, the Programme Coordinator (CCCM and Durable Solutions) will contribute to both CCCM and Durable Solutions outcomes: strengthening and further development of the IOM CCCM program in Afghanistan and representing IOM in the CCCM working group as well as co-leading of the national Durable Solutions WG.

Core Functions / Responsibilities:

  1. Operationalize IOM CCCM interventions, to provide quality assistance and protection within displacement sites, ensuring good coordination with other IOM programs and service providers as well as Non-Governmental Organisations (NGOs), United Nations (UN) agencies and other relevant actors.
  2. Oversee the construction/installation and/or maintenance of IOM operated structures such as Community Resource Centres, safe spaces and shelters
  3. Plan and coordinate the delivery of CCCM capacity building activities, workshops and trainings for IOM CCCM teams as well as support any capacity development initiatives in the wider CCCM response targeting cluster partners; and others as required.
  4. Represent IOM at and prevent technical input to the CCCM working group, as well as in other coordination mechanisms as required. Ensure the identified gaps in assistance to beneficiaries, identified by CCCM teams are raised to the relevant clusters/ working groups for action
  5. Develop project proposals for further CCCM operations in close coordination with the Emergency Coordinator (EC), Programme Support Unit (PSU) and other relevant Programme Managers (PMs) in Afghanistan.
  6. Coordinate with the relevant authorities and partners on programmatic implementation to ensure transparent and coordinated implementation.
  7. Produce regular reports on the implementation of IOM camp management activities, reporting on operational constraints and advising on future program developments.
  8. Liaise with Stabilization, Reintegration, and Resilience (SRR) and other relevant teams within IOM to ensure consistent program implementation and coordinated multisectoral service delivery where possible in the areas where the CCCM activities are carried out.
  9. Represent IOM in the National Durable Solutions forum ensuring IOMs global position on solutions to displacement is well represented.
  10. Lead on the development of IOMs approach to Durable Solutions, ensuring internal coordination between contributing units in coordination with the CoM, EC, and head of SRR.
  11. Coordinate and manage the sub national durable solutions focal point who will co-lead regional Durable Solutions Working Groups and ensure a coherent approach as well as appropriate engagement with other units internally as well as other external actors.
  12. Produce regular reports on the progress towards durable solutions in Afghanistan, against the action agenda, reporting on operational constraints and advising on future strategi actions to be taken in Afghanistan and IOM as an agency.
  13. Undertake duty travel to ensure the smooth implementation of all the tasks mentioned above.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:


  • Master’s degree in International Relations, Political Science, Business or Public Administration, Humanitarian Affairs, Conflict Studies or a related field from an accredited academic institution with five years of relevant professional experience; OR
  • University degree in the above fields with seven years of relevant professional experience


  • Professional Experience in a Camp Coordination and Camp Management related field,particularly Complex Emergency Response in conflict / post conflict environments
  • Experience in durable solutions programming for internally displaced persons / returneepopulations particularly in a Complex Emergency Response and/or post conflict environment;
  • Extensive field experience in operations management, programme development, implementation and evaluation, preferably in complex emergencies or post conflict situations;
  • Experience in post-conflict/emergency zones and in working in a high-risk environment;
  • Project management experience including administrative and financial management (previousexperience with IOM an advantage);
  • External Representation experience and/or experience in leading a coordination forum such asa working group or cluster (previous experience with IOM in this role an advantage);
  • Experience in liaising with governmental authorities and local communities.


  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds.
  • Ability to work independently, with excellent organizational and multi-tasking skills.
  • Ability to work in challenging settings, under pressure while respecting tight deadlines.

  • Strong coordination skills are a must.
  • Technical CCCM background as well as skills in durable solutions thinking and operations.
  • Ability to prepare clear and concise reports.
  • Computer literate (word processors, spreadsheet, database, Epanet, CAD (AutoCAD,ArchiCAD or similar engineering software), and statistical packages, etc.)


IOM’s official languages are English, French, and Spanish.
