Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. 1. ORGANIZATIONAL CONTEXT AND SCOPE:

The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is a non-binding and state-driven process involving 49 members (countries and international agencies), including the United Nations High Commissioner for Refugees (UNHCR), the International Labour Organization (ILO), the International Organization for Migration (IOM) and the United Nations Office of Drugs and Crime (UNODC), as well as a number of observer countries and international agencies who participate in this voluntary forum.

The Regional Support Office of The Bali Process (RSO) was established in 2012 to facilitate the operationalization of the Regional Cooperative Framework (RCF) to reduce irregular migration in the Asia and Pacific region. The RSO aims to support and strengthen practical cooperation on refugee protection and international migration, including human trafficking and smuggling, and other components of migration management in the region. The RSO is co-managed by the Australian and Indonesian Governments.

2. RESPONSIBILITIES AND ACCOUNTABILITIES

Reporting to the Programme Manager, the Programme Assistant will contribute to RSO engagement, communication and advocacy activities and contribute to RSO strategic communications by supporting the development, refinement, and implementation of the RSO Communications and Engagement Strategy and supporting plans.

Deliverables:

  • Support stakeholder engagement activities, to inform and update the communications and engagement strategy.
  • Support the management of the Bali Process and RSO’s digital engagement platforms, including the public website, social media and other communications channels.
  • In coordination with RSO staff assist in the production and maintenance of internal and external communications products and materials, including multimedia products such as video and graphic design, website updates, social media articles and printed materials.
  • Support the management of the Bali Process and RSO website refresh project. This includes working with the vendor to re-draft existing content and source new content, working with existing vendors to appropriately store/archive data, overseeing user-acceptance testing of proposed products, and conducting post-project evaluation activities. Conduct and look for opportunities to conduct proactive communications and engagement activities with Bali Process Member States and RSO stakeholders.
  • Manage and coordinate the RSO Monthly Report and RSO Quarterly Highlights update.
  • Conduct research and liaison with stakeholders and experts to build RSO’s brand recognition and increase RSO’s Twitter and LinkedIn followers through communications and engagement campaigns.
  • Support the creation and running of the RSO Alumni network.
  • Provide input to reports, briefings, documents, discussions and roundtable dialogues as directed.
  • Support the delivery of RSO Flagship communication activities, RSO events, RSO diplomatic networking events and informal Bali Process member gatherings etc.
  • Support the delivery of the RSO 10th anniversary celebration members Forum.
  • Assist in the development and publishing of strategies, guidelines, policies and procedures for the RSO.
  • Where required, assist with planning and logistics for RSO events.
  • Support RSO staff in the preparation and layout of publications.
  • Manage the RSO Info inbox and the adequate channeling of the requests to responsible staff at the RSO.
  • Responsible for maintaining the RSO Shared Drive and Databases such as contact database, alumni database, publications library as well as the general office library.
  • Support the Programme Manager in maintaining effective working relationships with Bali Process members, international and regional organizations, and other key partners in coordination with RSO staff.
  • Assist where required with research, analysis and reporting from a wide variety of sources to monitor emerging trends and propose new ideas in the development of activities and projects for Bali Process members.
  • Provide input to reports, briefings, documents, discussions and roundtable dialogues as directed.
  • Provide regular updates on the status of activities and projects.
  • Represent the RSO professionally at all times.
  • Demonstrate and model a high level of ethics, accountability and personal integrity at all times.
  • Perform such other duties as may be assigned.

3. REQUIRED QUALIFICATION AND EXPERIENCE

Education:

  • University degree from an accredited academic institution with two years of relevant professional experience.

Experience:

  • Knowledge or experience of regional migration and border control trends and issues relevant to the Bali Process;
  • Excellent oral and written communication skills;
  • Excellent organisational and time management skills and a demonstrated ability to work independently, prioritise, organise and complete work in a timely manner.
  • Experience in liaising with governmental authorities, other national and international institutions.

  • Ability to multitask.
  • Ability to pay attention to detail.

Languages:

  • Fluency in English (oral and written) is required.
  • Thai (oral and written) is desirable.
