Organization Overview:
The American Bar Association Rule of Law Initiative (ABA ROLI) is a non-profit organization that implements legal reform programs. ABA ROLI has worked for over 25 years in more than 100 countries to promote the rule of law, advance human rights, strengthen judicial institutions, support legal professionals, and advance understanding of the law and rights of citizens by the public. To this end, ABA ROLI has established partnerships with a wide range of actors, including institutions in the justice sector (judges, prosecutors, public defense offices, mediation offices and national human rights institutions, investigators, and police), civil society organizations, bar associations, legal aid organizations, and lawyers, among others.
ABA ROLI’s work in Africa spans a variety of programming around the rule of law, access to justice, atrocity prevention as well as human rights protection and promotion. Its programs focus on institutional strengthening, enhancing legal service delivery, capacity building and the provision of technical and financial assistance to local partners. ABA ROLI’s Africa Division has country offices across the continent including in Benin, Burkina Faso, Central African Republic, Democratic Republic of Congo, Gambia, Liberia, Niger, South Africa, Sudan and Uganda.

Program Overview:
ABA ROLI is hiring a Program Manager (PM) to support the Promoting Press Freedom in Angola program, which is aimed at providing technical and financial support to civil society, especially journalists, to increase understanding of media rights and freedoms, including the context of how to understand, investigate, and hold corrupt acts and human rights violations accountable in Angolan society. Its principal objectives are to: (1) provide investigative training to journalists in the areas of anticorruption, human rights, social inclusion and recognized norms for journalism and press freedom, (2) empower journalists to be advocates for free speech engaging government as agents of change, and (3) provide journalists with strategies and methodologies for reaching populations in remote parts of Angola.
ABA ROLI plans to work in partnership with several multi-sector local partners to contribute sustainably to project objectives and facilitate inclusion of stakeholders from underrepresented areas of Angola. The Program Manager will support these civil society partners to promote advocacy, strategy formation, and capacity building activities across sectors to achieve the program’s targeted outcomes.

Job Summary:
The Program Manager (PM) will be responsible for coordinating day-to-day operations, program activities, managing local subgrantee partners in Angola, and overseeing collection and quality assurance of program data. They will report directly to the Country Representative and work closely with the Staff Attorney.
Principal Duties/Job Responsibilities:
• Responsible for day-to-day management of the Promoting Press Freedom in Angola project and ensure all programmatic requirements are met according to ABA ROLI and grantor requirements. This includes:
o Organizing/convening meetings, conferences, and training workshops.
o Supporting and participating in program implementation including work plan development, planning and activity implementation.
o Working with finance and administrative staff to ensure the effective facilitation of activities including bookings, vendor payments, collecting accountability documents, and compiling activity expense reports.
• Ensure timely and accurate programmatic monitoring and reporting including bi-weekly updates, consolidated monthly or quarterly reports for ABA ROLI on overall program implementation, production of scheduled program reports for ABA ROLI and grantor.
• Serve as the key focal point for ABA ROLI sub-grantees, especially with respect to oversight and support of program implementation, administrative reporting and accounting by sub-grantees.
• Establish and enhance effective collaboration and relationships with local entities and other development partners (e.g., local bar association, law schools, NGOs, CSOs, governmental agencies, etc.) to fulfill program objectives within cost constraints and garner additional funding from partners.
• Maintain proactive communications with the Country Representative (Angola), Program Management Unit (D.C.) and other ROLI leadership to ensure timely and accurate updates on program activities, achievements, and shortcomings.
• Oversee/manage project expenditures in line with the approved budget and ABA ROLI and donor requirements, working closely with the finance staff in Washington DC and Angola.
• Ensure that program activities and operations are compliant with all donor, ABA, federal, state, and local laws/regulations prior to offering the activities. Ensure personal and program compliance with the FCPA.
• Perform other related duties as required.
Qualifications:
• Relevant university degree (Law, Political Science, or other International Development-related field). Master’s degree preferred.
• Minimum 5-7 years of experience in program management and managing programmatic, operational and financial duties for USG-funded projects or other donor funded projects with similar complexity. Work experience on rights related to freedom of the press is preferred.
• Experience working in Angola and strong understanding of the political and operating context, specifically surrounding the project’s thematic areas (human rights advocacy, journalism, and press freedom, including extensive knowledge of Angolan civil society and media sectors).
• Proven experience establishing and maintaining systems for managing project operations, including overseeing the preparation and submission of project deliverables, stakeholder and risk management processes, cost and schedule controls, etc.

• Demonstrated experience overseeing implementation of monitoring and evaluation systems from project initiation to closeout stages.
• Experience working with and managing subgrantee organizations.
• Proven success in building and maintaining working relationships with all project stakeholders; engaging in coalition building; and empowering stakeholders to take ownership of key project outcomes for post-project sustainability of progress.
• Strong facilitation, communication, collaboration, and leadership skills.
• Legally permitted to live and work in Angola.
• Fluency in English and Portuguese (written and spoken) required.
