Organizational framework

The main objective of FAO offices, under the leadership of an FAO representative, is to assist governments in policy development, programs and projects to achieve food security and to reduce hunger and malnutrition; contribute to the development of the agricultural, fisheries, forestry and sectors, to the sustainable use of environmental and natural resources.

The position is located in the FAO Representation in Panama.

Hierarchical dependency

FAO Subregional Coordinator for Mesoamerica and FAO Representative ( FAOR )

Field of specialization

Formulation, management and coordination of programs, as well as providing operational support in relation to them, based on knowledge of the local, cultural, language and institutions of Panama.

Tasks and responsibilities

Effective and efficient management and coordination by providing technical and operational support to the activities of the programs and projects of the FAO Representation, in accordance with the FAO Strategic Framework 2022-2031, the organization’s Regional Initiatives and the Sustainable Development Goals ( ODS ).

  •  Establish links with government authorities and local, national and international institutions with competences in FAO and other United Nations agencies, and represent FAO at inter-agency meetings;
  •  Provide FAO information, knowledge and resources to governments, non-governmental organizations, the private sector and other local entities on the situation in food, nutrition and agriculture; and support the implementation in the country of FAO regulatory frameworks ( Codex Alimentarius, Code of Conduct for Responsible Fisheries, International Code of Conduct for Pesticide Management, etc. );
  •  Coordinate and manage maintenance in FAO institutional systems on country data, related to food, crops, livestock, forestry and fisheries, including information on external aid, as well as monitoring and reporting on changes in national policies affecting the agricultural sector;
  •  Assist the FAO Representative ( FAOREP ) in the processes of formulating national development frameworks such as: Joint UN Country Analysis ( A CCA ), United Nations Framework for Sustainable Development Cooperation ( UNSDCF ), Joint Work Plan ( UN ), Country Programming Framework ( MPP ) and others, as well as managing periodic reports in the UN system;
  •  Assist the FAO Representative ( FAOREP ) in the country-level strategic planning processes ( internal ), ensure their implementation and monitoring, as well as managing the different reports required in FAO’s corporate platforms and systems;
  •  Support in the formulation and preparation of program and project proposals, together with the technical, operational and administrative team of the representation;
  •  Monitor and review the status of implementation of representation projects to ensure that all activities are carried out in accordance with the Annual Operational Plan ( POA ) and the project document, including the planning and monitoring tools of the subregional office;
  •  Organize task force meetings of representation projects and present proposals to the FAO Representative on how to improve results and increase efficiency in their implementation, seeking synergy and collaboration between all representation projects;
  •  Coordinate the consolidation of national data for the fulfillment of the goals and indicators of the Sustainable Development Goals;
  •  Prepare the quarterly and annual reports of the Representation, in coordination with the technical, operational and administrative team of the representation;
  •  Ensure risk management and compliance with internal controls by ensuring compliance with internal policies and procedures, conduct periodic evaluations, and continually improve systems to identify, evaluate, monitor and mitigate risks throughout the Representation;
  •  Perform other functions entrusted to it.

THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  University degree of degree or equivalent in Agriculture, Agricultural Economics, Forest Sciences, Fisheries, Rural Development, Food Security, Law, Political Science, Public Administration or any other discipline related to the work of the Organization.
  •  Five years of relevant experience in agricultural development or project implementation in an FAO focal area in the country.
  •  Practical knowledge of Spanish ( C level ), official FAO communication language used for communication in the country. Limited knowledge ( level B ) of English.

Technical / functional skills

  •  It is desirable to have work experience in more than one place or field of work, especially in field positions.
  •  Amplitude and relevance of experience in the formulation and management of programs or projects.
  •  Proven knowledge of the objectives and functions of the technical program, operational guidelines and management procedures for projects or programs, especially those adopted by the United Nations or FAO.
  •  Extensive and relevant experience in the field of policy analysis related to food and nutrition security, agriculture and rural development; OR GOOD: Extensive and relevant experience in collecting country data on food, crops, livestock, forestry and fisheries.
