Procurement Manager / Niger – Niamey At Action against Hunger Spain


Action Against Hunger is an international, non-governmental, private, non-political, non-denominational and non-profit humanitarian organization. Founded in 1979 to intervene throughout the world, its mission is to fight against hunger, poverty and against dangerous situations threatening men, women and children. Currently, 500 collaborators and more than 5,000 employees work for Action Against Hunger in more than forty-six countries, and in four areas of action: health/nutrition, food security and livelihoods, and water/ sanitation.

We have been present in Niger since 1997 and we currently operate in the regions of Diffa, Maradi and Tahoua with a Coordination office in Niamey.

GENERAL PURPOSE OF THE POSITION

Under the supervision of the Logistics Coordinator, the purchasing manager is in charge of all of the mission’s purchases.

  • He/She handles all national and international purchases from Niamey.
  • He/She ensures that the Price/Quality and delivery time criteria defined with the technical teams are respected.
  • He/She is responsible for the purchasing procedures described in the log kit and ensures that all of the mission’s purchases are carried out in compliance with the Action Against Hunger charter.

Objective 1: Ensure monitoring

  • Track the price of frequently purchased materials
  • Establish a product catalog and update their prices quarterly
  • Develop long-term relationships with preferred suppliers
  • Identify, anticipate and manage supplier risks
  • Interact with other NGOs in the dynamic of price comparison and databases

Objective 2: Ensure all purchases necessary for the proper functioning of the mission

  • Develop purchasing plans in collaboration with technical and logistics coordinators and upload them to GESPRA
  • In collaboration with the logistics coordinator, monitors the supply plan with the bases
  • Ensure the monitoring of framework agreements and their renewal.
  • Ensure the follow-up of purchases (SA) in Niamey
  • Develop, in collaboration with technical and logistics coordinators, calls for tenders and/or technical specifications for purchases to be made
  • Negotiate supply conditions with suppliers in terms of cost, quality, delivery time, payment conditions, storage, etc.
  • Draft purchase and service contracts
  • Supervise purchases made in Niamey and ensure strict compliance with Kit log procedures
  • Follow the invoice payment procedure to ensure payment deadlines are met
  • Archive purchasing files in compliance with ACF procedures
  • Anticipate future needs by prospecting, writing calls for tenders to select suppliers capable of meeting the needs of the organization.
  • Receive purchasing archives from the bases and organize them in the archive stock
  • In collaboration with the logistics coordinator, ensures the random check every month

Objective 3: Manage receipts and shipments.

  • Receive all goods transiting through Niamey:
  • Check the quality/quantity of goods
  • Ensure loading of goods
  • Establish the transport contract
  • Fill out delivery notes
  • Ensure the smooth delivery of goods to their destination base in compliance with deadlines and procedures
  • Ensure returns of BLs after receipt from the recipient
  • Archive the BL according to the Kitlog
  • Identify transporters in Niamey for transporting goods to ACF bases in Niger

Objective 4: Human resources management

  • Recruit, train and supervise staff assigned to the purchasing department
  • Carry out evaluations of your team periodically
  • Organize the work of your purchasing department
  • Plan staff leave in your department

Objective 5: Reporting

  • Implement and monitor activity indicators: SA, price list, contract monitoring and framework agreements
  • Share with the logistics coordinator any blockages that could slow down the purchasing procedure
  • Participate in weekly meetings with the logistics team to share the progress of purchasing procedures
  • Work closely with departments and bases to ensure good communication

Do you match the profile we are looking for?

Education: Diploma or higher education in logistics and supply chain

Specific technical knowledge: Mastery of purchasing, transport and contract negotiation techniques, Good knowledge of the humanitarian sector and logistics, good mastery of customs and exemption procedures

Experience (years): Minimum 5 years of experience in a similar function in international organizations

Knowledge of the humanitarian sector: Y UI

Knowledge of the organization: This would be a plus

Languages: French, English. Spanish is an asset

Information systems: Perfect mastery of the office pack

Mobility (national/international): National mobility between bases and capital

Commitment to gender equality: Successful experience on themes promoting gender equality or personal commitment.

Our remuneration package:

We offer immediate incorporation into a dynamic organization of international scope including the following contractual conditions:

  • Fixed-term employment contract: 12 months
  • Position Based in: Niamey
  • Salary between €36,317 and €43,729 gross annually depending on professional experience and responsibilities (per diem and monthly living expenses are included)
