Preselection specialized consultants with a developmental, humanitarian and child rights approach. At Plan International Latin America and the Caribbean


Terms of reference for the preselection of consultants specialized in analysis of social contexts, needs assessments, formulation of projects with a development or humanitarian approach and with a focus on children’s rights.

I. INTRODUCTION

The Regional Hub of the International Plan for the Americas publishes the Terms of Reference for “ Pre-selection of consultants specialized in context and social analysis, needs assessments, formulation of projects with a developmental or humanitarian approach and a focus on children’s rights ”.

Business Development teams at Plan International have to respond to different financing opportunities and sometimes internal capacities are not sufficient for this. Strategically, the need to outsource some of these processes at the regional level has been seen, since the time, efficiency and quality of the analyzes can be optimized and/ the formulations if this work is carried out by an extensive expert, provided that it complies with the guidelines of Plan International.

II. INFORMATION ON THE INTERNATIONAL PLAN

Working together with children, youth, our donors and allies, we strive for a just world, addressing from the root the challenges facing especially girls, and all vulnerable boys and girls.

We support the rights of boys and girls from birth to adulthood, and we support communities in adapting and responding to crisis and adversity.

We have over 80 years building effective partnerships for boys and girls, and we are active in more than 70 countries.

Panama is the headquarters of the regional HUB for the Americas (ROAH) that technically leads and supervises the 13 countries of Latin America and the Caribbean, where it has operations. Plan International promotes gender equality in all its programs, projects and offices.

III. JUSTIFICATION

In order to guarantee greater organizational capacity to respond to the growing needs for social intervention of the communities where Plan works in development projects and of communities that are seen affected by humanitarian crises, Plan International in Latin America and the Caribbean seeks to create a “ pool of consultants ” who can be hired ad hoc, when the organization identifies a need for timely support.

IV. GENERAL OBJECTIVE

Pre-select consultants who meet the profile to form a pre-identified “ pool of consultants ”, pre-evaluated and pre-selected to be contacted when the organization seeks timely external support to carry out processes of: a) analysis of social contexts, b) stakeholder analysis, c) needs assessments and d) formulation of proposals and budgets to be presented to institutional donors in the development or humanitarian sector to finance projects to be implemented by Plan International and/or its partners.

V. PURPOSE AND REACHMENT

A “ pool of consultants ” will be established with a validity of 1 year (renewable). The consultant must be located in one of the following countries:

· Mexico;

· The Savior;

· Guatemala;

· Honduras;

· Nicaragua;

· Dominican Republic;

· Haiti;

· Colombia;

· Ecuador;

· Peru;

· Brazil

· Bolivia;

· Paraguay

· Panama ( Hub Regional )

The selected consultants must meet the following objectives:

1 ) Analyze the needs, the local social context and the context of actors involved around some specific social problem or a specific geographical location.

2 ) Collaborate with the Plan International team in formulating projects that address those needs.

3 ) Provide guidance and technical support in the development of project proposals and their corresponding budgets for donors of international cooperation ( development and humanitarian ) with a focus on donors such as INTPA, ECHO, USAID, BHA, BPRM, GFFO, BMZ, ASDI, among others.

to. CARACTERISTICS OF THE SUPPLY

Consultants interested in this hiring process must meet the following requirements:

· Proven experience in the formulation of international cooperation projects for development and / or humanitarian issues (min 4 years).

· Proven experience in the formulation of projects related to children’s rights and equality of girls (minus 3 years).

· Proven experience with the gender approach (min 2 years).

· In-depth knowledge of the base themes (childhood and gender) and also of the procedures and requirements of the main international donors.

· Ability to carry out analysis of local needs and contexts.

· Excellent written and oral communication skills in Spanish and English. French or Portuguese is an added value.

· Availability to travel to the project site as needed.

· Previous experience working with organizations similar to Plan International will be considered an advantage.

VII. INDICATIVE BUDGET AND PAYMENT WAY

Each consultant must present their service fee in USD.

The consultants will be shortlisted by the Regional Hub located in Panama and the corresponding payments will be processed from Panama. Consultants must be enabled with their bank to receive international transfers.

VIII. COORDINATION and APPROVAL

Coordination. The coordination of the “ pool of consultants ” will be in charge of the Regional Coordination of Business Development.

Leading Person from Plan / Supervision. The punctual supervision of a consultant will be defined when a specific opportunity for collaboration is presented.

Approval. The approval of the products delivered by a consultant will be defined when a specific opportunity for collaboration is presented.

IX. DURATION TIME:

A “ pool of consultants ” will be established with a validity of 1 year (renewable), after updating the consultants’ rate. .

X. DECLARATION OF ETHICS:

Plan International is committed to ensuring that the rights of those involved in data collection or analysis are respected and protected, in accordance with the Ethical Monitoring Framework, Corporate Assessment and Research and the Global Policy for the Protection of Children and Young People. The work to be carried out will also consider other relevant institutional policies such as the Gender and Inclusion Policy, the Anti-Fraud Policy, etc.

All applicants should include details in their proposal on how they will ensure child ethics and protection (when applicable) in the data collection process. Specifically, the consultant (s) will explain how adequate participation will be guaranteed, safe and non-discriminatory of all stakeholders and how special attention will be paid to the needs of children and other vulnerable groups (if applicable).

The consultant (s) will also explain how the confidentiality and anonymity of the participants will be guaranteed when applicable.

XI. SELECTION PROCESS:

The selection process will consist of the following steps:

one. Receipt of documentation (economic and technical proposal)

2. Evaluation of the documentation presented

3. Interview with selection committee

4. Screening of shortlisted candidates

5. Subscription of a pre-selection agreement (it does not in itself constitute the contracting of a service), but this agreement will allow to be contracted ad hoc, when the organization identifies a need for timely support through a consulting service

B. TECHNICAL PROPOSAL:

The technical proposal must include:

· Presentation letter

· Summary CV of the company with names and positions of the work team or summary CV of the person, demonstrating the requested experiences

· Copy of the legal document of the company / consultant that ratifies its existence

· Home address and contact information

· Portfolio of designs and most outstanding works

· 3 Work references or consultancies
