Chief of Party for El Salvador Water Access Activity At Tech Tetra


Tetra Tech International Development (International Development Jobs – Tetra Tech) is currently accepting expressions of interest from qualified candidates for a potential Chief of Party position on an anticipated USAID-funded program in El Salvador.

Position Description / Summary: The goal of this project is to strengthen water utility management, operations, and service delivery in El Salvador. The COP will be the main point of contact in El Salvador for the Activity. The COP will coordinate and ultimately be responsible for all Activity management and implementation. The COP will be the primary liaison with USAID / El Salvador on technical matters and must adjust activities and operations in response to USAID / El Salvador technical direction. The COP will also be responsible for ensuring quality control and the overall responsiveness of technical assistance provided under the award. This is anticipated to be a full-time position based in San Salvador for the life of the project (anticipated five years).

Responsibilities:

* Provide leadership and technical expertise for the Activity, and supervise project staff / local teams;

* Develop strategic objectives and confirm project compliance with USAID regulations;

* Manage the Activity’s implementation, including overall responsibility for personnel and efficient budgeting and financial management;

* Oversee technical activities of the Activity and ensure that impact is achieving the results defined in the contract;

* Assume responsibility for overall USAID contract management ensuring quality control and timeliness of deliverables.

Qualifications:

* Minimum of a master’s degree in business administration, Public Administration, Public Policy, Engineering or a related field;

* Minimum 10 years demonstrated, progressively responsible experience in the successful implementation of public administration, utility reform, water supply services, and / or WASH civic engagement programs;

* Minimum of 5 years in director-level role leading and managing complex development / donor-funded programs and multi-disciplinary teams in the Latin America Region, preferably as a Chief of Party for a USAID-funded project or equivalent;

* Proven track record managing multi-disciplinary development programs and teams, engaging effectively with stakeholders, fostering collaborative learning and adaptive management, and promoting gender equity, youth promotion, and social inclusion;

*Familiarity with local context and water sector in El Salvador;

* Professional proficiency in both spoken and written in English and Spanish;

*Proven experience navigating complex and high-pressure operating environments;

*El Salvador nationals are strongly encouraged to apply.

Director for the Access to Water Activity in El Salvador

Job Description / Summary:The objective of this project is to strengthen the management, operations and service provision of public water services in El Salvador. The director will be the main point of contact in El Salvador for Activity. The director will coordinate and, ultimately, will be responsible for all the management and implementation of the Activity. It will be the main liaison with USAID / El Salvador in technical matters and must adjust activities and operations in response to the technical management of USAID / El Salvador. The director will also be responsible for guaranteeing quality control and the general response capacity of the technical assistance provided in the framework of the award. This is expected to be a full-time position based in San Salvador during the life of the project (five years planned).

Responsibilities:

* Contribute leadership and technical knowledge to the activity and supervise project staff and local teams;

* Develop strategic objectives and confirm the project’s compliance with USAID regulations;

* Manage the execution of the activity, including the general responsibility of the personnel and an efficient budgetary and financial management;

* Supervise the technical activities of the Activity and guarantee that the impact is achieving the results defined in the contract;

* Assume responsibility for the overall management of USAID contracts, guaranteeing quality control and punctuality of deliveries.

Qualifications:

* Minimum master’s degree in Business Administration, Public Administration, Public Policies, Engineering or a related field;

* A minimum of 10 years of demonstrated experience and progressive responsibility in the successful implementation of public administration programs, public service reform, water supply services and/or WASH civic participation;

* Minimum of 5 years in management positions leading and managing complex programs financed by donors / development and multidisciplinary teams in the Latin American region, preferably as Team Director of a USAID-funded or equivalent project;

* Proven track record in managing multidisciplinary development programs and teams, engaging effectively with stakeholders, fostering collaborative learning and adaptive management, and promoting gender equality, youth promotion and social inclusion;

*Familiarity with the local context and the water sector in El Salvador;

* Professional competence both spoken and written in English and Spanish;

*Proven experience in complex, high-pressure operating environments;
