Organizational framework

The Food and Agriculture Organization of the United Nations ( FAO ) and the Government of Guatemala signed the Country Programming Framework ( MPP ) 2022 – 2025, in which, National priorities that FAO will address through country-level actions within their respective strategic frameworks are defined. These priorities aim to guarantee FAO’s comparative advantages to contribute to the achievement of the goals established in State policy instruments such as the K’atún National Development Plan Our Guatemala 2032 ( CONADUR-SEGEPLAN, 2014 ), the National Development Priorities ( SEGEPLAN, 2016 ), the General Government Policy 2020-2024, as well as the United Nations Framework for Cooperation for Sustainable Development in Guatemala and Agenda 2030.The Guatemalan MPP establishes three priority government areas to be addressed by FAO, these are: 1 ) More productive, prosperous and inclusive territories for a better life, 2 ) Food security and better nutrition, and 3 ) Resilience and better environment. The results contemplated in these three program areas will be achieved through the development of the Organization’s normative instruments and the projects implemented by FAO, together with its partners, in the country. Based on the above, in accordance with the FAO Country Programming Framework, there is the project Strengthening Animal Health Surveillance Systems and Preparation in Guatemala (OSRO/GUA/043/USA) which focuses on the effective support to the country to create a sustainable animal health system and “One Health” capacities to mitigate the risks and threats caused by emerging and re-emerging zoonoses, endemic zoonoses and AMR

The Technician will be under the direct supervision of the Assistant Representative (Program).

Field of specialization

The techniques in alliances will be responsible for providing support to the FAO Representation in Guatemala, in the management and follow-up of alliances derived from the execution of the FAO field program, as well as the projects of the Program of FAO Technical Cooperation ( through TCP projects ).

Tasks and responsibilities

– Support the management and monitoring of FAO’s strategic alliance agreements with key actors for the execution of FAO projects. – Guide the directors / directors and technical team of FAO projects in the formulation and management of Letters of Agreement -CDA- in all its phases ( preparation, disbursement, amendments, closing, monitoring ). – Verify compliance, with quality standards, of the results, products and activities stipulated in the letters of agreement and / or other instruments that FAO has at its disposal for the establishment of alliances. ( UN to UN Agreements ). – Ensure the adherence of the Letters of Agreement to section 507 of the FAO Manual. – Keep control of compliance with disbursements corresponding to Letters of Agreement and / or UN to UN Agreements. – Give accompanying, follow-up and support the activities stipulated in the Letters of Agreement, UN to UN Agreements or other instruments, in coordination with the Project Directors and service providers to ensure that the quality of the products and results is better guaranteed. – Follow up on all the processes involved in the formulation, execution, monitoring and closure of the projects of the Technical Cooperation Program managed by FAO, ensuring compliance with the standards established by the organization in this type of project. – Coordinate with national counterparts in the preparation of the operational plan of the projects of the Technical Cooperation Program of FAO, as well as the procurement plans and human resource management plans. – Support national counterparts in administrative procedures in FAO for the hiring of personnel, purchases of goods and services, travel, preparation of terms of reference, among others that are required for compliance with the TCP operational plan. – Carry out field visits to follow up on the execution of Letters of Agreement, TCP, UN to UN Agreements and / or other FAO strategic alliance mechanisms. – Keep the Representation / Assistant Representation informed about the status of the CDAs and TCPs. – Others that are required by the Representation. UN to UN agreements and / or other FAO strategic alliance mechanisms. – Keep the Representation / Assistant Representation informed about the status of the CDAs and TCPs. – Others that are required by the Representation. UN to UN agreements and / or other FAO strategic alliance mechanisms. – Keep the Representation / Assistant Representation informed about the status of the CDAs and TCPs. – Others that are required by the Representation.

THE CANDIDATES WILL BE EVALUATED ACCORDING TO THE FOLLOWING CRITERIA:

Minimum requirements

– Higher university degree in International Relations, social sciences or related field. Preferably with studies in project management. – Two years of pertinent experience in the management, operation and support of projects in alliances and technical cooperation projects. – Five years of experience in development projects. – Guatemalan nationality. – Practical knowledge of the Spanish language and level B of the English language.
