The main objective of the FAO country offices, led by a Representative, is to assist governments in the formulation of policies, programs and projects aimed at achieving food security, reducing hunger and combating malnutrition. In addition, they seek to promote the sustainable development of the agricultural, fishing and forestry sectors, and promote the sustainable use of environmental and natural resources.

On December 2, 2020, Mr. MSc. Carlos Manuel Rodríguez, CEO and President of the Global Environment Facility (GEF), announced the approval of the Project Document “Strengthening management and governance for the conservation and sustainable use of biodiversity of global importance in ecosystems coastal mariners in Chile”. This project aims to improve the governance of coastal marine spaces, commit the actors that operate in the coastal zone to implement management measures and technologies to guarantee the sustainability of fishing resources, and improve the effective management of marine protected areas. . The executing agencies of the project are the Ministry of the Environment (MMA), in collaboration with the Undersecretary of Fisheries and Aquaculture (SUBPESCA), the National Fisheries and Aquaculture Service (SERNAPESCA), the Ministry of National Assets (MBBNN), the Undersecretariat for the Armed Forces (SSFFAA) and the Undersecretariat for Regional and Administrative Development (SUBDERE), with FAO as the agency in charge of its implementation . The three components of the GEF Project are: i) Governance system for the conservation and sustainable use of marine-coastal ecosystems, ii) Integration of biodiversity conservation objectives and methods in coastal municipal planning and in the policy and practice of artisanal fishing, and iii) Monitoring and Evaluation. In the context of the first and second components of the Project, a Local Manager is required to accompany the strengthening of Small-Scale Aquaculture (APE) in the town of Raúl Marín Balmaceda, Aquaculture Concession No. 110238, through through sustainable practices with an ecosystem approach, in order to increase the production, efficiency and diversity of cultivated species, while promoting the conservation and restoration of the coastal marine environment.

General supervision of the FAO Representative in Chile, and direct supervision of the National Coordinator of the GEF Project on Marine Coastal Governance, with support from the Regional Coordinator of the Southern Pilot Site of the GEF Project in question. The Local Manager in APE must work closely with the Southern Regional Coordination Team of the Project, as well as with other consultants who address the issue in the territory, always under the supervision of the Southern Regional Coordinator.

Field of specialization

The town of Raúl Marín Balmaceda, located in the northern area of ​​the Cisnes Commune, presents a favorable environment for the development of sustainable aquaculture projects, due to its marine wealth and state of conservation, the presence of a Marine Protected Area of Multiple Uses, and the interest of the local community in responsible management of natural resources. In this town there is one of the ideal concessions for APE in the entire South Pilot Site of the GEF Gobernanza Marino Costera Project, and the only one that meets all the requirements and permits to carry out a model initiative, even reported a production of 9 tons of mussels in 2022. This 1-hectare concession has permission to cultivate mussels, mussels, woolly oysters, northern oysters, southern oysters, Chilean oysters, Pacific or Japanese oysters, and pelillo.

The main mission of the Local Manager in APE will be to provide solid technical support to strengthen local aquaculture in Raúl Marín Balmaceda, particularly in Aquaculture Concession No. 110238, the only concession in the South Pilot Site that meets all the requirements and permissions. This will be achieved through the implementation of sustainable practices based on the Ecosystem Approach to Aquaculture, with the aim of increasing production, efficiency and diversity of farmed species. At the same time, the conservation and restoration of the coastal marine environment will be actively promoted.

The Local Manager in APE will be in charge of providing specialized technical advice, guiding and supporting the actors involved in local aquaculture. Their work will be crucial to promote the use of sustainable practices that minimize the negative impacts on the marine ecosystem, while maximizing the profitability and growth of the activity. In addition, it is expected to work closely with stakeholders, including local farmers, government institutions, the salmon industry and research centers, to foster knowledge sharing, constructive dialogue and the implementation of best practices in the aquaculture field.

The Local Manager in APE must reside and perform his functions in the town of Raul Marin Balmaceda. The modality of work will be face-to-face.

Tasks and responsibilities

The Local Manager in APE must accompany the initiative to: i) promote the diversification of species and farming techniques that may be interesting, efficient, viable and allow reducing dependence on traditional species/techniques; ii) improve dialogue and collaboration networks between local aquaculture farmers, government institutions, the salmon industry and research centers, to promote the exchange of information, support for local development and good practices; iii) support technical training and advice on good farming practices and aquaculture management, to a group of beneficiaries of the southern pilot site who are interested in developing in the area.

Specifically, the Local Manager in APE must:

  •  Promote close coordination and alignment with project implementation activities at the South Pilot Site, under the guidance of the South Pilot Site Regional Coordinator.
  •  Provide technical support to the cultivation and respective demonstration harvest of at least 2 species/resources in the target concession (Crop cycle of between 8 and 12 months).
  •  Make rounds of surveillance, maintenance, thinning and cleaning of the crop in the concession.
  •  Collect data in the field, monitoring and evaluation of key parameters of the farm.
  •  Provide support in the harvest and marketing of the production of the farm.
  •  Provide support in the management of meetings/conversations with government institutions, the salmon industry and research centers, which promote the exchange of information, support for local development and good practices. One face-to-face meeting and two virtual.
  •  Offer technical support in the implementation of training and advice on good farming practices and aquaculture management, to a group of beneficiaries (at least 15 people, 60% women) from the southern pilot site, interested in developing in the area.
  •  Plan and report the actions to be followed with the Southern Zone Regional Coordinator and National Coordinator of the GEF Coastal Marine Governance Project, as well as with the sectoral public institutions of the Aysén region (SERNAPESCA, MMA, SUBPESCA, etc.).
  •  Generate quarterly progress reports and final report (Word and PDF formats) with: Cover, abstract, introduction, background, objectives and methods, results, conclusions, recommendations and bibliographical references. The report must follow the FAO Editorial Style Guide: Spanish.
  •  Link consultancy progress with the Local Board of Raúl Marín Balmaceda and other aquaculture producers in the area.

Minimum requirements

  •  University degree in areas of marine science, marine biology and/or aquaculture.
  •  At least 3 years of demonstrable professional experience in marine sciences, aquaculture, training and field project assistance.
  •  Practical knowledge of the Spanish language read, written and spoken.
  •  Chilean nationality or resident in the country with a regular work permit. Residence in the town of Raúl Marín Balmaceda, Commune of Cisnes.
