IFC’s Gender and Economic Inclusion Department: works across investment and advisory services to enhance gender-smart private sector development. It sets the strategic agenda, develops common targets, improves knowledge, develops practical gender approaches, measures results, and forges key partnerships that strengthen the private sector’s contribution to integrated development solutions. We help companies close gender gaps by building the capacity of colleagues and clients to drive gender-aware and inclusive business growth. The three pillars that enable us to achieve these goals are 1) providing evidence/research on the business case for gender equality, 2) providing direct client advice and investments, including working with our operational colleagues on integrating gender components in their projects as well as 3) creating private sector peer learning platforms that enable companies to distil best practice and learn from each other.

The GEID team in Asia Pacific implements several projects in Papua New Guinea, Fiji, Solomon Islands, Indonesia, Vietnam, Bangladesh, India and Sri Lanka across the three pillars outlined above. In addition, GEID supports AS and IS operational teams across APAC to better understand and explore opportunities to design gender and economic inclusion components into their projects in order to further the potential impact in closing gender gaps.

ROLES & RESPONSIBILITIES:

The GEID Operations Officer will have a wide range of evolving responsibilities in line with strategic priorities of the GEID team across Asia. Anticipated scope of duties and responsibilities includes the following: Portfolio management and Support to AS and IS Teams

  •  Monitor APAC GEID portfolio: Update and report periodically on program progress
  •  Provide Gender Flag advice/guidance on AS and IS projects: Advise teams on how their projects can meet requirements to trigger the Gender Flag.
  •  Review project documents, such as Concept Notes (CNs) and Implementation Plans (IPs), as requested and provide guidance (looping in industry focal points/regional/product leads as relevant).
  •  Quarterly Corporate Scorecard Reports: On a quarterly basis, prepare the IS and AS region and industry files on gender-flagged committed (IS) and approved (AS) projects.
  •  Ad-hoc support on Gender Flag: produce resources/materials/events, such as for trainings, the master deck etc.
  •  Collaborate closely with gender focal points of industries on all mainstreaming activities.
  •  Host showcases for successful investments as part of building colleagues capacity on gender.

Project Management & Gender Mainstreaming

  •  Design and manage a standalone GEID project to support implementation of IFC’s gender strategy across APAC, with a specific focus on supporting industry teams to meet IFC’s 40% target for gender in IFC investments across all sectors.
  •  Establish and manage a roster of gender and private sector consultants that can be deployed to IFC industry teams to support gender integration into IS and AS projects.
  •  Deliver and oversee training and other support to build the capacity of IFC industry and regional gender focal points on gender and private sector.

Strategy, Research and Analysis

  •  Assist in reviewing and providing input into strategy documents and/or preparing strategy presentations including for annual portfolio reviews, regional/senior management updates, etc.
  •  Gather metrics, data and research, inputs to support the strategy processes and documents Contribute to strategy documents and presentations including leading/drafting sections, such as for the WBG Gender Strategy, GSIP and related updates, SBO, Forward Look, and others.
  •  Deliver data and research needed for corporate strategy documents and country-specific documents such as CPSDs, SCDs, CPFs and Country Strategies.
  •  Undertake research and data analytics, and provide gender data to internal and external clients.
  •  Support workstream on collaboration with MDBs/IFIs, including providing insights and ideas on how program could be designed.

Partnerships/Donors/Funding

  •  Help facilitate and coordinate meetings with APAC’s operational teams and country stakeholders to engage them on strengthening their gender programming.
  •  Assist in providing input into donor proposals, fund raising notes, etc.
  •  Actively prepare and participate in meetings/discussion with subject matter experts, working level staff and other stakeholders to facilitate partnership building.
  •  Collect data and report on progress and results to development partners, donors and internal and external stakeholders.

Communication

  •  Assist in preparing internal corporate briefing materials, talking points, and speeches for regional and senior management.
  •  Support the organization of knowledge sharing events and support on event logistics.

Client-facing AS delivery

  •  Support on a needs-basis and selectively client-facing AS delivery

Selection Criteria

  •  Master’s degree in economics, Social Science, Business, Development Planning or other related areas.
  •  Minimum 6-8 years of relevant experience in the area of private sector development, of which some years of experience in advancing gender equality in gender in private sector development.
  •  Good understanding of concepts of gender and private sector development, including the business case for gender equality.
  •  Strong skills in research and analysis of qualitative and quantitative data, using Excel
  •  Demonstrated ability to manage multiple competing priorities in a fast paced environment.
  •  Demonstrated experience in stakeholder engagement and stakeholder management across different functional areas and different levels within an organization.
  •  Strong initiative and drive, as well as attention to details are key competencies that will be required.
  •  Excellent team player with strong interpersonal skills, and commitment to work in a respectful and transparent environment.
  •  Excellent communication and drafting skills in English.
  •  Willingness to understand and learn to navigate IFC internal systems, processes, standards and procedures.
  •  Proficiency in at least one APAC language beyond English is preferred.
  •  Existing experience working with IFC is an advantage.
