Use tables as appropriate.] • Providing the evidence base and building partnerships to spur action to monitor, protect and restore freshwater ecosystems and manage water resources for sustainable development • The project document is built in alignment with commitments of UN Environment’s overall mandate, and specific goals and issues related to freshwater in order to deliver on UN Environment’s Programme of Work and its mandate as custodian of water-related global SDG indicators. The project is intended to facilitate positive, measurable and substantive change at global, regional and national levels. Prioritizing countries with a low level of water-related SDG 6 environmental target implementation as per the global reports on progress produced in July/August2018, the theory of change for UN Environment’s work in fresh water centers on supporting countries to progressively improve the state of their freshwater ecosystems and improve water resources management so that threatened ecosystems become well managed, climate resilient, healthy and able to sustain their services for human needs, the mitigation of risks, economic development and ecology for present and future generations. The project outcomes are envisaged to be: • 1. Countries monitor and report to UN Environment on SDG indicators related to the health and management of water-related ecosystems, including gender aspects where relevant • 2. Countries together with other actors from public and private sector implement actions to address water-related challenges based on UN Environment SDG monitoring and pilot demonstration information. This supports countries to not only meet the direct water-related SDG targets but also to achieve other goals and targets of the 2030 Agenda. The aim is to strengthen and provide the evidence base and build partnerships to spur country action to protect and restore freshwater ecosystems and manage water resources for sustainable development..

Duties andResponsibilities

The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The UNEP Medium-Term Strategy aims at addressing the climate, nature, and pollution crises our planet is facing. Freshwater ecosystems and improving management of freshwater resources plays a pivotal role and forms part of the solution, giving rise to the backbone of UNEP’s Global Freshwater Strategy 2022-2025 in implementation of its MTS. Furthermore the 2030 Agenda provides a unique and strong global policy framework as a foundation to address freshwater issues over the coming years. UNEP’s global mandate and comparative advantage make it well placed and prepared to support countries to implement the water-related SDG targets, with an official role as the custodian agency responsible for global monitoring and reporting of SDG targets relating to protecting and restoring freshwater ecosystems (SDG target 6.6), addressing ambient water quality of water bodies (SDG target 6.3) and implementing Integrated Water Resources Management, or IWRM (SDG target 6.5). In line with the UNEP Evaluation Policy and the UNEP Programme Manual , the Terminal Review (TR) is undertaken at operational completion of the project to assess project performance (in terms of relevance, effectiveness and efficiency), and determine outcomes and impacts (actual and potential) stemming from the project, including their sustainability. The Review has two primary purposes: (i) to provide evidence of results to meet accountability requirements, and (ii) to promote operational improvement, learning and knowledge sharing through results and lessons learned among UNEP and UNEP DHI [main project partners]. Therefore, the Review will identify lessons of operational relevance for future project formulation and implementation, especially for future phases of the project, where applicable. In consultation with the Project Manager, the Programme of Work Review Consultant will prepare the: • Inception Report: (see Annex 1 for a list of all templates, tables and guidance notes) containing an assessment of project design quality, a draft reconstructed Theory of Change of the project, project stakeholder analysis, review framework and a tentative review schedule. • Preliminary Findings Note: typically in the form of a PowerPoint presentation, the sharing of preliminary findings is intended to support the participation of the project team, act as a means to ensure all information sources have been accessed and provide an opportunity to verify emerging findings. • Draft and Final Review Report: containing an executive summary that can act as a stand-alone document; detailed analysis of the review findings organized by review criteria and supported with evidence; lessons learned and recommendations and an annotated ratings table. • A Review Brief (a 2-page overview of the evaluate and review findings) for wider dissemination through the UNEP website may be required. This will be discussed with the Project Manager no later than during the finalization of the Inception Report. • Review of the Draft Review Report. The Review Consultant will submit a draft report to the Project Manager and revise the draft in response to their comments and suggestions. The Project Manager will then forward the revised draft report to other project stakeholders, for their review and comments. Stakeholders may provide feedback on any errors of fact and may highlight the significance of such errors in any conclusions as well as providing feedback on the proposed recommendations and lessons. Any comments or responses to draft reports will be sent to the Project Manager for consolidation. The Project Manager will provide all comments to the Review Consultant for consideration in preparing the final report, along with guidance on areas of contradiction or issues requiring an institutional response. • The final version of the Terminal Review report will be assessed for its quality by the UNEP Evaluation Office using a standard template and this assessment will be annexed to the final Terminal Review report. • At the end of the review process, the Project Manager will prepare a Recommendations Implementation Plan in the format of a table, to be completed and updated at regular intervals, and circulate the Lessons Learned.

Qualifications/special skillsA university degree in environmental sciences, international development or other relevant political or social sciences area is required and an advanced degree in the same areas is desirable. A minimum of 8 years of technical / evaluation experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach A good/broad understanding of freshwater ecosystems management is desired.

LanguagesFor this consultancy, fluency in oral and written English is a requirement and proficiency in another UN language is desirable. Working knowledge of the UN system and specifically the work of UNEP is an added advantage
