Operations Manager for FEWS NET Strategic Planning and Activity Design (SPADe) Support Project At Tetra Tech


The USAID-funded Famine Early Warning Systems (FEWS NET) Strategic Planning and Activity Design (SPADe) Support project, a global activity implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech) is currently accepting expressions of interest for the Operations Manager position. This position can be fully remote from a continental US-based location or hybrid/remote within a commutable distance to either one of our office locations in Burlington, VT or Arlington, VA.

The Operations Manager will manage administration, procurement, and other operational functions, including logistics, for up to 20 Work Assignment Teams per year, assuring timely deployment. The position will support the Chief of Party (COP) with compliance and subcontracting and will serve as a security focal point to address field security concerns. The position will supervise the Operations Assistant and the Staffing Coordinator and will report to the Chief of Party. This is a full-time position, through 7 April 2026.

Responsibilities:

* Leads the Operational Support Team to field Work Assignment Teams, ensuring effective management of their logistics and security arrangements.

* Ensures compliance of project operations with USAID, Tetra Tech Home Office, and other required administrative policies and guidelines.

* Oversees administration, finance, contracts, security and logistical support.

* Ensures timely provision and delivery of all financial, administrative, compliance, procurement, and subcontract considerations.

* On-board staff in line with local labor laws.

* Ensures full compliance in maintaining the legal status of in-country registration during the life of the activity.

* Manages and supervises the Operations Assistant and Staffing Coordinator.

Qualifications:

* Bachelor’s degree in business administration, accounting, finance, international development, or any other relevant field. Master`s degree preferred.

* Minimum of five years’ experience supporting project operations, finance, and administration; experience providing operational support to USAID or other donor-funded projects and fielding teams in fragile contexts is highly desired.

* Knowledge of USAID financial and contractual rules and regulations.

* Experience and skills using cloud-based project management and finance tools, including Salesforce, Microsoft Office and 365, QuickBooks, and other systems.

* Proven ability to manage and monitor staff and subcontractors implementing diverse assignments across multiple countries and/or regions.

* Exceptional organizational skills and attention to detail.

* Strong written and verbal communication skills in English; proficiency in French, Spanish, Portuguese, or Arabic is preferred.

* Current US work authorization is required at the time of application.

Pay Transparency Statement:

We are committed to taking a thoughtful, compliant and equitable approach to employment compensation and rate setting. The anticipated pay range for this position $75,000 to $114,000 annually.
