About the job
The Land Rights MEAL Officer is responsible to deliver all Monitoring, Evaluation, Accountability and Learning activities for ZOA related to capacity development on customary land registration processes, at district and sub county level, in Rwenzori, Busoga and Lango regions.
Project specific details: The overarching objective of the A-GRIP project, is to contribute to: “Strengthened, food secure and resilient farming systems through increased accessibility, availability and quality of land tenure security, agriculture and food security services in 16 selected districts of the Busoga, Elgon, Kigezi, Lango, and Rwenzori regions in Uganda.”. The A-GRIP project uses a Results Based Financing (RBF) approach.
The capacity development activities (under outcome area 1 of the A-GRIP project) will be implemented by ZOA in Rwenzori, Busoga and Lango Regions and by other partners in other locations. ZOA has a strong track record in delivering land rights projects in northern Uganda,
Capacity development for customary land management is a prerequisite for the RBF roll-out to be a success. Capacities will be developed at district and sub county levels to fulfil their roles in awareness creation, conflict mediation, land registration and administration. Master Trainers will be assigned to deliver the actual training, with support from the ZOA Land Rights Capacity Development team in the first two years of the project (expected to run from November 2023-October 2025).
Confirmation of contracts is pending donor approval/funding.
Responsibilities
Daily MEAL implementation
- Creates and operates a functional monitoring and evaluation system that gathers performance data at output, outcome and impact level based on objectives and indicators contained in the RBF project MEAL framework.
- Leads analysis and interpretation of MEAL information as an input to regular reporting.
- Operates Q-GIS software to provide graphical explanation of project reach on key performance indicators.
- Ensures timely and consistent availability of project results data and adherence to; ZOA MEAL framework, data protection policy and data governance principles.
- Promotes the utilization of the collected data at country level for adjustments in planning and implementation (adaptive programming).
- Attends regular MEAL coordination meetings to
- ensure correct analysis and interpretation of MEAL information.
- discuss MEAL related issues.
- exchange MEAL expertise and experiences between the partners.
- Supports implementation of the land rights capacity assessment, coordinating activities and finalising the report with support from the MEAL Advisor and Land Rights Advisor
- Designs tools to support pre and post training assessments in support of the capacity development initiatives.
- Ensures project staff and stakeholders are trained on tools, data to be collected, best practices, data quality and proper documentation management.
Accountability to project participants and communities
- Oversees ZOA’s commitments to the Core Humanitarian Standard (CHS) within the project, ensuring the that the Feedback and Complaints mechanism (FCM) either operated by ZOA or project partners / lead is fit for purpose, and that complaints and feedback are being monitored and followed up appropriately.
- Sensitises stakeholders on feedback and complaint mechanisms and upon receipt of a complaint or feedback, ensures that it is correctly documented following correct reporting procedures.
- Understands ZOA’s Code of Conduct and safeguarding policies, ensure adherence to these policies and that project activities are implemented with a “Do No Harm” approach.
Requirements
Knowledge and experience
- Graduate degree in a relevant discipline (e.g. statistics, information technology and systems, economics, sociology, Development Studies and population studies, etc.)
- At least two years’ experience in:
- Participatory assessment and monitoring
- (Computerized) data processing and analysis, e.g. Statistical Package for Social Scientists (SPSS), Stata v15.1
- MEAL design and implementation
- Experience working with visualisation tools (e.g. Power Bi, Q-GIS) would be an asset.
- Experience in programmes related to land rights and/or capacity development is a plus.
Skills:
- Excellent communication skills and writing ability in English.
- Innovative, creative and enthusiastic.
- Result oriented and possession of learning power.
- Good computer skills: Ms Excel, Word and Powerpoint.
- Self-motivator, able to take initiatives with limited supervision.
- Ability to drive a motorcycle with valid driving/riding license is a plus.
- Language skills in relevant local languages of the regions where implementation will take place is a plus.

Salary and other terms of employment
The MEAL Officer will be based in Kampala, reporting to the ZOA MEAL Advisor. Travel between the implementation areas, and other ZOA offices is expected on a regular basis.
The role is 1.0 FTE (40 hrs/ week), Monday to Friday. Some flexibility on working hours may be required, e.g. for travel at weekends, or during reporting times.
The role is recruited at Grade 3a in the ZOA Uganda salary scale (2024 project scale). This scale is expected to start at UGX 1.75 M gross/month.
