Context

The UN Volunteer will support the effective management of UNFPA Operational and Finance activities in the areas of population and development, reproductive health and gender. You will demonstrate a client-oriented, results-focused approach to interpreting UNFPA rules, procedures and guidelines in relation to HR, procurement, administration and finance, while providing support to the Country Office (CO) and UNFPA-supported projects / initiatives. You will support to program / project staff to maximize the impact in delivering UNFPA’s programs / projects.

Task description

Under the direct supervision of the Programme Associate, the UNV will undertake the following tasks:

1. Financial Management:

• Ensure adherence to UNFPA financial rules and propose procedures for internal control improvements.

• Assist in managing the CO budget, including formulation, controlling allotments, monitoring expenditures, and preparing revisions as necessary.

• Support the monitoring of program financial performance, providing relevant financial information and analysis.

• Identify potential over/under expenditure issues and propose remedial actions.

2. HR Coordination:

• Coordinate the recruitment and selection process, applying best practices in HR.

• Advise managers and project personnel on contracting options.

• Implement and maintain HR policies and procedures.

3. Procurement Operations:

• Coordinate procurement operations for office and project equipment, sup-plies, and services.

• Ensure transparency, cost-effectiveness, and environmental friendliness in procurement.

• Maintain up-to-date inventory and records.

4. Administrative Oversight:

• Review materials related to common services, premises, cost recovery, privileges and immunities, entitlement and salary surveys, security, etc.

• Oversee the management of UNFPA assets and facilities.

5. Logistical Support:

• Support operational aspects of program/project inputs and related events to facilitate program/project delivery.

• Support travel arrangements and logistical support for project-related activities.

6. System Implementation:

• Implement corporate systems and applications supporting finance, HR management, and CO operations.

• Develop procedures for the effective management of UNFPA resources using these systems.

7. General Support:

• Perform any other duties as required by UNFPA leadership.

Furthermore, UN Volunteers are required to:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day);

• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;

• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;

• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;

• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;

• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Nationality

Candidate must be a national or legal resident of the country of assignment.

Required experience

1 years of experience in Finance, Administration or any other relevant field. Minimum of 0-1 years’ work experience preferably in Previous experience as a volunteer and/or experience with Financial or Administrative task at university level. Experience (up to 2 years) in Microsoft application – especially with Excel formula and Word Doc, (i.e. studies, volunteer work, internship) would be highly regarded;

Required education level

Bachelor degree or equivalent in Finance, Administration or currently studying in relevant field.

• Flexibility, adaptability, and ability and willingness to operate independently in austere, remote and potentially hazardous environments for protracted periods, involving physical hardship and little comfort, and including possible extensive travel within the area of operations; willingness to transfer to other duty stations within area of operations as may be necessary;

• Genuine commitment towards the principles of voluntary engagement, which includes solidarity, compassion, reciprocity and self-reliance; and commitment towards the UN core values.

As volunteering with UNV requires full-time commitment, volunteers are entitled to certain benefits for this role as below:

🔘 Monthly Volunteer Living Allowance (VLA): MYR 3348.66
